Why a quarter of immigrants in Germany are thinking of leaving

According to a study by Germany's Institute for Employment Research (IAB), approximately one in every four immigrants is currently considering leaving the country. This equates to 2.6 million people.
The study, which looked at data from a survey of around 50,000 immigrants, suggests that three percent of immigrants in Germany (300,000 people) already have concrete plans to leave.
Around 12 percent (or 1.2 million people), on the other hand, currently plan to stay in the country temporarily, and a further 30 percent (or 3 million people) are undecided.
A narrow majority of Germany's immigrant population, at around 57 percent, said they plan to stay permanently.
The Local caught up with Dr. Katia Gallegos Torres, an IAB researcher who worked on the study, to ask why some immigrants are opting-out of settling in Germany long-term and what the country's governing authorities can do about it.
Which factors push immigrants out of Germany?
According to the study, the main reasons some immigrants want to leave Germany include;
political dissatisfaction
,
discrimination
in the workplace (and during interactions with authorities), the high tax burden, and
bureaucratic obstacles
.
Family considerations and better economic prospects in other countries were also cited as reasons for contemplating emigration.
Commenting on the findings, Gallegos Torres emphasized that social integration plays a decisive role in whether or not immigrants remain in a country.
'A strong subjective feeling of being welcome, emotional ties to Germany, and low perceptions of discrimination reduce the likelihood of emigration considerations and plans,' she told The Local.

One key finding of the survey is that 'well-integrated' migrants are more likely to consider leaving or already have concrete plans to do so. These are people who moved to Germany to work or study, and who tend to be better educated, more economically successful, and often have a better command of the German language.
'We know from migration research that people with higher levels of education are more mobile,' explained Gallegos Torres.
'However, in addition to higher mobility, there may be structural reasons driving this trend, such as the political situation in Germany.'

Other IAB
studies
have shown that foreign workers of all skill levels are more likely to move away from regions with more right-wing extremist attitudes.
The fact that the far-right Alternative for Germany (AfD) is now the largest opposition party in Germany, along with recent moves by the federal government to take a harder line on migration, may well have heightened anxieties among immigrant communities.

What is the government doing to retain skilled workers?
Attracting migrants to Germany is one well-known challenge facing the German government, but persuading them to stay in the country is another.
'A sustainable migration policy requires more than simply promoting immigration – it is equally important to consider the possibility of people leaving the country," Gallegos Torres said.

Asked what the government can do to convince working immigrants to stay in Germany for the long-term, Gallegos Torres said her research has highlighted a number of areas where improvements could be made.
'The findings of the survey provide important pointers in this regard, and underscore the urgent need to remove structural barriers, accelerate and simplify migration and administrative processes, strengthen social integration, and actively promote social openness.'

She cited a federal initiative to create a "digital work and stay agency" as a solid step toward addressing some of those issues.
The agency "will serve as a central IT platform to accelerate processes related to labour migration and the recognition of professional qualifications" Gallegos Torres explained.
Additional concrete measures could include offering tax incentives, promoting local integration programs, and introducing measures to make it easier for the partners and children of immigrants to gain entry to Germany.

US President Donald Trump on Monday warned Iran, which Israel is pounding, to re-enter negotiations "before it's too late" as Group of Seven leaders considered a joint call for de-escalation. Host Canada had designed the summit in the Rockies resort of Kananaskis to paper over differences within the bloc of major industrial democracies, as Trump returns to the global stage in his norm-shattering second term. But two days before the summit, Israel launched a surprise, massive military attack on Iran, which had been in negotiations with the Trump administration over the cleric-run state's contested nuclear program. Trump, who has praised Israel's strikes despite his stated preference for diplomacy, said he believed a negotiated settlement remained "achievable." "It's painful for both parties, but I'd say Iran is not winning this war, and they should talk, and they should talk immediately, before it's too late," Trump told reporters as he met Canadian Prime Minister Mark Carney. Israel has struck major nuclear and military sites and killed leading commanders and nuclear scientists in Iran, which has responded with its own volley of drones and missiles on Israel. Canada and European leaders have looked to draft a statement on the crisis, although it looks set to stop short of demanding a ceasefire. Leaders will discuss the statement Monday evening, a diplomat said. British Prime Minister Keir Starmer said that G7 leaders share concern about Iran's nuclear program but there is "absolutely a focus on how we de-escalate this and that will be a central focus as we go into the talks." "I do think there's a consensus for de-escalation," Starmer told reporters. German Chancellor Friedrich Merz said that a text being put forward by the Europeans would put the onus on Iran. "We'll highlight again that Iran must never possess material that would allow it to produce nuclear weapons," Merz said. "We'll highlight the legitimate right of the state of Israel to defend itself and we will also discuss potential additional measures to reach a diplomatic solution," he said. Unusually, Japan -- which has historic relations with Iran and limited domestic pressure on the Middle East -- has broken with its Western allies and is the only G7 nation that has criticized Israel. Israel's strikes while diplomacy was ongoing were "completely unacceptable and deeply regrettable," Japanese Foreign Minister Takeshi Iwaya said. Iran, since Trump pulled out of an earlier nuclear deal in 2018, has ramped up uranium enrichment but not at levels to create a number bomb. Israel is widely known to have nuclear weapons but does not acknowledge them publicly. The summit at a wooded resort under still snow-topped mountains comes after months of tumult on the global stage since Trump's return. Trump, seeking to shatter a decades-old US-led global economic order, has vowed sweeping tariffs on friends and foes alike although he has postponed implementation until July 9. Trump has also mocked host Canada, imposing economic pressure and repeatedly stating that the vast but less populated neighbor should become the 51st US state. Trump said he was optimistic about reaching a solution on trade as he met Carney, a staid former central banker who has appeared to win more respect from the US leader since succeeding the flashier Justin Trudeau in March. "I'm a tariff person," Trump told Carney. "It's simple, it's easy, it's precise, and it just goes very quickly." "I think Mark has a more complex idea, but also very good." Ukrainian President Volodymyr Zelensky is expected to join the G7 talks on Tuesday and to speak to Trump, who had initially tried to force him into a deal with Russia, which invaded Ukraine in 2022. New Chancellor Friedrich Merz, who took office in May, has gone further by largely exempting defence spending from Germany's strict debt rules, and pledging to build up "the strongest conventional army in Europe". Advertisement But the Bundeswehr -- which has a target of boosting the number of its soldiers from 181,000 currently to 203,000 by 2031 -- is struggling to recruit. Defence Minister Boris Pistorius has upped the ante even more, saying the army will require up to 60,000 additional troops under new NATO requirements due to the Russian threat. It is hoped that events like "Veterans Day" can "motivate people... to become reservists or enlist as soldiers", said Anna-Maria Jeremic, a 21-year-old reservist. But some fear such efforts will not be enough, and calls are growing for a return of conscription, which was officially suspended in 2011. Economic daily Handelsblatt recently reported that a draft law is being prepared to reinstate conscription if recruitment targets are not met. Pistorius has not confirmed this, but did suggest in parliament last month that the recruitment drive may not remain voluntary. The government was hoping to create a "military service that is initially based on voluntary participation and is intended to encourage young people to serve their country", he said. "And I say quite deliberately and honestly, the emphasis is on 'initially' in case we cannot recruit enough volunteers."

Most countries globally have agreed to set their own goals to keep the planet from overheating. The pressure is now on for them to do so. At Kenya's Lake Turkana wind park, towering turbines line dirt roads as far as the eye can see. And this is just one of the sites that has turned the country into a renewables powerhouse. From generating approximately half of its electricity using sustainable sources such as geothermal, solar and wind power in 2000, Kenya has now increased that share to 90%. And it doesn't plan to stop there. As part of its new climate goals, the Sub-Saharan nation has pledged to be using 100% renewables by 2035. It's a show of force and proof of concept for other countries meeting in the German city of Bonn this week to hash out sticking points ahead of the November UN climate summit in Brazil. Discussions over how countries plan to reduce reliance on the fossil fuels that are heating the planet are not officially on the agenda. But experts say they are the elephant in the room. What are climate targets and why do they matter? Domestic climate targets — nationally determined contributions or NDCs, as they are known — are a key part of the international Paris Agreement. Under the accord, the world agreed to keep global temperature rise to 2 degrees Celsius (3.6 degrees Fahrenheit) with efforts to limit it to 1.5 degrees Celsius. Even small temperature increases are connected to more frequent and intense irregular weather events such as storms, flooding, drought and extreme heat. As part of the accord, the 195 signatories are obliged to submit ambitious non-binding goals every five years. These should outline both how they plan to reduce their carbon emissions and how they will adapt to the impacts of climate change already being felt globally. "It's also an opportunity for all countries to, in one policy document, combine their own economic and prosperity plans with climate policy in an integrated way that's charting a path forward for a sustainable economy," said Steffen Menzel, program lead for climate diplomacy and geopolitics at climate think tank E3G. Nations should have filed their most recent climate goals to the United Nations Framework Convention on Climate Change in February. But so far, only 22 countries have done so. Among them are big emitters like the United Kingdom and Japan. The former Biden administration also submitted decarbonization plans for the United States, before President Donald Trump pulled out of Paris Agreement. But many countries are still solidifying their goals according to Jamal Srouji, associate in the Global Climate program at the research nonprofit World Resources Institute. "They want to make sure that their assumptions make sense and respond to the political realities and priorities of the country," Srouji said. "Countries are now most concerned about competitiveness, making sure they stay ahead or are part of the new technologies that are really going to be driving economic energy security, especially what we've seen in recent years, is actually the main driver for why now policymakers still consider the climate as an important agenda because it intersects so well," he told DW. Countries are limited by financial resources Nafkote Dabi, climate change policy lead at Oxfam International, said some poorer countries, for example least developed nations like Chad, the Democratic Republic of Congo and Bangladesh, are wary of committing to ambitious goals on monetary grounds. "They are afraid that they're committing to something, but there's no finance to help them achieve what they have outlined," Dabi said, adding that wealthier countries have a duty to help. "It's not to put all the blame on rich countries, but it's about historical responsibility, financial capability, technological capability," she said. At the international climate conference in Azerbaijan last year, industrialized countries agreed to provide $300 billion (€258 billion) in funding for developing nations, promising to mobilize a total of $1.3 trillion, although it is unclear where the money will come from. Action from the biggest polluters While experts say climate targets need to come from all nations including low emitters like Kenya, it is action from the biggest states that will make the most difference. The G20 group of countries, which includes China, Germany, Australia, Russia and the United States, are responsible for around 80% of global emissions overall and Dabi says they are not doing enough to reduce their greenhouse gases. "Certain groups need to do more to reduce their emissions and that should not fall on the poorest communities because the transformation required is huge," she said. Still, almost a decade after the inception of the Paris Agreement, experts say that over time the targets have improved. "I don't want to say things are looking bright at this point in time... but I do think that the mechanisms we agreed to 10 years ago have made a big change globally and also in many jurisdictions around the world," Menzel said. How successful have the climate targets been? Speaking at the start of talks in Bonn on Monday, UN climate chief Simon Steill said the annual UN climate conferences had "benefits for billions of people". "Let's not forget: Without UN-convened climate multilateralism, we would be headed for up to 5 degrees Celsius of global heating. Now it's around 3. It's a measure of how far we've come, and how far to go," he said. Global economic crises and conflicts are absorbing the attention of leaders globally, but Menzel said it is still the "smart thing" for world leaders to engage in international climate diplomacy and accelerate the energy transition. "We still know the cost of inaction is far greater than all of the investment we are making into climate action, into financing the transition and that climate impacts are already costing lives," he said.
