
Over 5,000 homebuyers may benefit as Noida allows co-developers in stalled projects

The Noida Authority has approved the introduction of co-developers in five stalled projects, a move that will benefit more than 5,000 customers who have been waiting to get possession of their new homes.A senior official said approval for co-developers to join the stalled projects is on the condition that legal cases against the Authority are withdrawn and 25% of the outstanding dues are paid.The Authority has also approved a proposal by real estate developer Apex Group to revive 16 projects of debt-ridden builder Supertech.'These are cases where we had received applications from builders wanting to take over projects. But cases are also ongoing in court. We have clarified our stance in such situations: if the case against the Authority is withdrawn and 25% of dues are paid, we will approve the introduction of a co-developer,' said the Noida Authority official.In the Supertech case, the new developer has agreed to clear Rs 678 crore in dues to five banks and around Rs 1,900 crore to the Noida, Greater Noida and Yamuna Expressway authorities.A co-developer can take over a legacy stalled project under the policy formulated by the Amitabh Kant Committee and sanctioned by the Uttar Pradesh government.Earlier, Nimbus Projects Ltd , a listed NCR-based real estate firm, had received approval to revive a stalled housing project in Sector 168, Noida.The first project under the policy is being executed by the Hawelia Group, which has taken over a 22-acre, partially delivered project—ShreeRadha Sky Garden—in Greater Noida.According to the Confederation of Real Estate Developers' Associations of India (CREDAI), 190,000 units worth Rs 1 lakh crore are stuck in Noida, Greater Noida and Ghaziabad. In Greater Noida alone, at least 36 real estate projects are undergoing insolvency proceedings.It is estimated that Rs 40,000 crore is owed to the Noida, Greater Noida, and Yamuna Expressway authorities, including principal, interest and penal charges for allotted plots where real estate projects are at various stages of execution.Under the co-development policy, the new developer can raise debt for financial closure of such projects based on its own net worth and credit rating. The earlier promoters, already in default, do not have the required credit standing to raise funds to complete these stalled projects.

The Uttar Pradesh government on Monday said it is set to establish Kanpur as a major hub for electric vehicle (EV) manufacturing with an investment of around Rs 700 crore. Under the Kanpur Metropolitan Development Vision - 2030, Uttar Pradesh State Industrial Development Authority (UPSIDA) will develop a cutting-edge EV park over 500 acres near Bhimsen along the dedicated freight corridor, according to an official statement. The park will house units for manufacturing electric motors, chassis, steel parts, and lithium-ion cells. Live Events Facilities for assembling lithium-ion batteries, chargers, controllers, and electronic components will also be established, according to the statement. A dedicated research and development (R&D) centre will be a vital part of the project, driving innovation and facilitating advanced product development. This R&D unit is expected to contribute not only to local progress but also to the global advancement of EV technologies, it added. The government believes the establishment of the EV park will not only position Kanpur as an EV manufacturing hub, but will also significantly boost the state's economy. "Alongside the park, an integrated EV components cluster is being developed to support small and medium enterprises (SMEs) in producing parts and components. This will create fresh opportunities for local entrepreneurs, startups, and generate substantial employment," it said. Its proximity to the dedicated freight corridor gives the park a strategic advantage in terms of logistics and connectivity. Well-connected by rail and road networks, it will facilitate smooth transportation of raw materials and finished goods, the statement added.

Amtek ex-boss Arvind Dham's interim bail plea dismissed by SC in Rs 2,700-crore fraud case
The Supreme Court on Monday refused to give interim bail to former Amtek Group chairman Arvind Dham in connection with in connection with a Rs 2,700-crore bank fraud case. A Bench led by Justice Sandip Mehta said that Dham, whose plea for extension of interim bail on medical grounds was rejected by the court earlier in April, has grossly 'abused the process' of the court by filing the fresh appeal seeking interim bail. Senior counsel Mukul Rohatgi and counsel Sahil Tagotra, appearing for Dham, sought interim bail on medical grounds. The ED had initiated investigation on the basis of first information reports registered by the Central Bureau of Investigation, arising from complaints by IDBI Bank and Bank of Maharashtra . The complainants had alleged diversion of bank loans through cheating, fraud and criminal breach of trust and causing wrongful loss to the banks. The agency said the probe revealed that Amtek group had defaulted on loans exceeding Rs 2,700 crore taken from more than 15 banks. The group companies ARG Ltd, ACIL, Amtek Auto Ltd., Metalyst Forging and Castex Technologies along with other group concerns were taken to insolvency. Further investigations revealed that Dham was the beneficial owner of several benami properties in companies that had employees of the Amtek group such as peons, drivers, field staff and persons with no linkage to the group companies acting as directors, the agency said. Dham continued to possess such properties beneficially held by him and never disclosed this to any of the creditors, it added. In December 2024, the high court had upheld Dham's arrest by the ED and a Delhi court 's subsequent remand order. It said that the data on financial exposure of Dham's group of companies was about Rs 30,000 crore and the lenders including many public banks had been struggling since 2015 in order to somehow recover the liabilities, the process for which had now culminated into insolvency proceedings where a haircut of 99.91% of the amount had been proposed by the petitioner.
