Cleveland Police new domestic powers clamping down on abusers
A police force has given out more than 40 protection orders to protect victims of domestic abuse.Cleveland Police, which joined a pilot scheme in March, said officers had greater powers to keep abusers away from victims by getting them into drug and alcohol rehab or to wear GPS tags.In April, 43 domestic abuse protection orders (DAPOs) were issued throughout Teesside, including 12 in Stockton, with two breaches which led to prosecutions.Mandy MacKinnon, Stockton Council's wellbeing manager, said the orders could tackle "coercive and controlling" behaviour and they did not rely on victims going to the police, as friends and family could apply on their behalf.
Other forces taking part in the pilot include the Met Police in London, Greater Manchester Police and the British Transport Police, according to the Local Democracy Reporting Service. The Ministry of Justice (MoJ) said it hoped to roll out the scheme elsewhere after monitoring its effectiveness.
'Engage in rehabilitation'
The new powers allow police to issue orders against abusers even when there is not enough evidence to charge them.Currently, forces can issue orders preventing alleged perpetrators from contacting victims for up to 28 days, but the new orders have no time restrictions.Ms MacKinnon told a Safer Stockton Partnership meeting that police had to act within 48 hours of receiving an application for a DAPO."The applications can be made online, they can be made by the police, by the victim or by a third party, that's a new element," she said."They can make this application on behalf of the victim - it's moving away from that victim-blaming aspect."She added there were challenges getting people to attend initial assessments but police were working to "smooth out the kinks" in the process. Supt John Wrintmore, district commander for Stockton, said perpetrators with drug and alcohol addictions now had a "duty to engage in some rehabilitation".

Charges over Ballymena riots as centre housing foreign families attacked
Three teenagers have been charged with rioting in Ballymena - as a community centre housing migrant families affected by the violence was attacked. An 18-year-old man, and two boys aged 15 and 17, are expected to appear before Ballymena Magistrates' Court today. The 15-year-old has also been charged with criminal damage. He added: "It has now been confirmed to us by the PSNI and council that all these individuals are in the care of the Housing Executive and have been moved out of Larne. "Protesting is of course a legitimate right, but violence is not and I would encourage everyone to remain peaceful." 2:46 Some politicians have said Mr Lyons should be considering his position, while Northern Ireland Secretary Hilary Benn said it was not helpful to publicise where people had been moved. Asked if he should still be in his job, he told the BBC Good Morning Ulster programme: "Absolutely." He insisted the information was already in the "public domain". Three teenage girls admit manslaughter of man, 75
Three teenage girls have pleaded guilty at the Old Bailey to the manslaughter of a 75-year-old man who died after a street attack that was filmed on a mobile Rivero was set upon in Islington, north London, on 27 February and died in hospital the next Rivero, a Bolivian national, was near a bus stop on Seven Sisters Road when the teenagers got off a bus and surrounded girls, aged 15, 16 and 17, pushed, shoved, kicked and punched him, with one of them filming the attack on her phone and grabbing his glasses. Detectives retrieved CCTV footage of the assault which showed the oldest girl punching Mr Rivero in the head, causing him to fall backwards. Police were called at about 23:30 to reports of the disturbance and found Mr Rivero unconscious on the pavement with a severe head injury and in cardiac was taken to the Royal London Hospital where he girls, who cannot be identified because of their ages, appeared at the court from custody by Judy Khan ordered reports and remanded the defendants into custody to be sentenced on 5 September. Three teenage girls have pleaded guilty to killing a 75-year-old man in a vicious street attack filmed on mobile phone. Chilling CCTV images show pensioner Fredi Rivero before he was fatally attacked in the Islington area of north London at around 11.35pm on February 27. The girls - aged 14, 16 and 17, who cannot be named for legal reasons- previously appeared at Highbury Corner Magistrates' Court charged with manslaughter. The court was told that the victim, thought to be a Bolivian national, was near a bus stop on Seven Sisters Road, or the A503, when he was assaulted.
