At Rs 98 crore revenue, Bristol Chowk is Haryana's costliest liquor zone
GURGAON: Haryana's revenue from liquor licence in one zone of the city - Bristol Chowk on the upscale Golf Course Road - has touched nearly Rs 100 crore, making it the costliest-ever excise auction in the state. The bid was won by the sole applicant - a firm called G-Town Wines, which is permitted to open a maximum of two vends in the zone. In the last excise policy for financial year 2024-25, Bristol Chowk was auctioned for almost half the amount of the latest bid, at Rs 49.3 crore. Officials told TOI Sunday the reserve price for this coveted zone was nearly doubled for the latest excise policy as it will be applicable for 22 months - from June 2025 to March 2027 - up from 12 months earlier. Until now, the excise policy was applicable for 12 months and the licence fee was charged for a year. With the new policy, the duration for the licence fee has also increased," the official said. Reserve price is the minimum amount that an entity can bid for while trying to get a liquor licence. DLF-3, auctioned for Rs 63 crore (against reserve price of Rs 60 crore), clinched the second spot in highest bids after Bristol Chowk, followed by Shankar Chowk, which went for Rs 62 crore (same as its reserve price). While Bristol Chowk is part of Gurgaon's West excise zone, auctioned over the last weekend, the other two were included in the city's East zone, the bidding process for which was held earlier last week. "Fifty out of 79 zones in Gurgaon East were auctioned over the weekend. Govt made revenue of Rs 1,270 crore, almost 6% higher than the combined reserve price of Rs 1,198 crore set for these zones," said Amit Bhatia, deputy excise and taxation commissioner (DETC). Bhatia said the 21 remaining zones out of 83 in Gurgaon West will be auctioned on June 3, and the same will be carried out for the remaining 29 zones in Gurgaon East on June 5. "The department received a better response in the third round of the excise auction compared to the previous round, indicating widespread participation in the zone auction process and a positive response to the state's excise policy," he added. Gurgaon makes up for around 35-40% of Haryana's excise revenue. The state cabinet on May 5 approved the new liquor policy for 2025-2027, which introduced earlier closing hours for urban vendors, bans on live performances in ahatas and halting the sale of alcohol in villages with a population under 500. The govt also set an ambitious financial goal, targeting revenue of Rs 14,064 crore this time. Collections reached Rs 11,491 crore, about 90% of the targeted Rs 12,650 crore in FY 2024-25.

Delhi Metro calls bids for Green Line Extension from Inderlok to Indraprastha
The Delhi Metro Rail Corporation (DMRC) has floated a tender to carry out the design and construction of underground tunnels, ramps and four underground Metro stations—at Dayabasti, Sarai Rohilla, Ajmal Khan Park and Jhandewalan Mandir—for the upcoming Phase-4 Green Line Extension from Inderlok to Indraprastha. Each bidder will have to submit a security of ₹240 million, with the project to be completed within 42 months of awarding of work, according to the tender dated May 20, a copy of which was accessed by HT. It said bids are sought for the 'design and construction of twin tunnel by shield tunnel boring machine (TBM), cut and cover tunnel box work, underground ramps and four underground stations..', with a deadline of July 8 for submitting bids. The Union Cabinet chaired by Prime Minister Narendra Modi approved two new corridors of Phase-4 of the Delhi Metro in March 2024, which included the 12.3km extension of the Green Line from Inderlok to Indraprastha. This extension consists of 10 new stations. The other corridor approved was the 8km long Lajpat Nagar to Saket G-Block Extension, which will become a part of the new and upcoming Golden Line from Tughlakabad to Aerocity. In addition to the four underground stations, additional work on the entry and exits of a fifth station, at Nabi Karim, including retrieval and launching of shafts will also have to be carried out by the bidder, according to the tender. Further works include architectural finishing and drainage works, including providing a water supply. The 10 stations on the Green Line Extension include Inderlok, Dayabasti, Ajmal Khan Park, Jhandewalan Mandir, Nabi Karim, New Delhi, Delhi Gate, Delhi Sachivalaya and Indraprastha. Of the 12.3 kilometres of the network, 11.3km will be underground, with only a 1km elevated stretch, officials aware of the matter said. This extended corridor will also have five interchanges, at Inderlok, Nabi Karim, New Delhi, Delhi Gate and Indraprastha. This will provide connections to the Red, Magenta, Yellow, Violet and Blue lines of the Metro network. 'The Inderlok-Indraprastha Line will provide enhanced connectivity to the Bahadurgarh region of Haryana as commuters from these areas will be able to travel on the Green Line to directly reach Indraprastha, as well as various other areas of central and east Delhi,' the Centre had announced in March 2024, setting a deadline of March 2029 for its completion. The tender comes after the DMRC, in April, announced it has received the first tranche of loan from the Japan International Cooperation Agency (JICA) of ₹4,309.53 crores, which, it said, will allow tendering work for the three remaining Phase-4 corridors—Inderlok to Indraprastha, Saket G Block to Lajpat Nagar and Rithala–Narela–Nathupur—to gather pace. A total of ₹14,600 crore is required for these three corridors, out of which ₹6,252.91 crore will be sourced from JICA. As part of its Phase 4 expansion, DMRC is constructing nearly 103km of new metro lines across six corridors. Currently, three corridors—Janakpuri West to RK Ashram Marg (Magenta Line Extension), Majlis Park to Maujpur (Pink Line Extension), and Aerocity to Tughlakabad (new Golden Line)—are already under construction and nearing completion. While the Pink Line is expected to be completed by the end of this year, the remaining two corridors have a deadline of mid-2026.

Who is liable if a friendly chatbot ‘abets' suicide?
A US judge has admitted a case against American firm over charges that its chatbot drove a teenager to suicide. The ruling will be closely watched for its potential to establish developer and corporate liability for 'friendly" but 'addictive" chatbots. The judge noted that the companies 'fail to articulate why words strung together by an LLM (large language model) are speech". The judge added that the chatbot could be considered a 'product" under liability law. and Google must respond by 10 June. Google was made party as it has licensing rights to the startup's technology. Separately, tech ethics groups have filed a complaint against an AI companion app, Replika. Don't AI chatbots help users cope with stress? AI chatbots are being increasingly used as mental health tools, with apps like Wysa (India), Woebot, Replika and Youper offering support based on cognitive behavioral therapy (CBT). These bots aid in mood tracking and coping, and include disclaimers that they are not substitutes for professional care. Yet, as experts note, bots can fake intimacy but don't have real feelings. Although users value their availability and human-like interactions, this can foster over-attachment and blur reality. Are there regulatory safeguards? claims that its language model version for users under 18 aims to reduce exposure to sensitive or suggestive content. The EU's AI Act classifies certain AI systems as 'high risk" when used in sensitive areas like mental health. China enforces platform accountability for AI-generated content. The US and India rely on case law and product liability, but have no regulator. As AI becomes more autonomous and mental health bots avoid oversight by using disclaimers, new legal frameworks will be essential.
