Design for Maryland's new Key Bridge unveiled, 10 months after tragic collapse

BALTIMORE -- Maryland Gov. Wes Moore and the Maryland Transportation Authority (MDTA) unveiled the design for the new Francis Scott Key Bridge almost a year after it was hit by a cargo ship, causing it to collapse.
The Key Bridge was hit by the Dali on March 26, 2024, after the ship lost power. The collapse sent eight workers into the Patapsco River, killing six of them.
Agencies, leaders and lawmakers from across the state jumped into action, setting four key objectives in response to the tragedy: Locate all the victims, clear the channel and reopen the Port of Baltimore, support everyone impacted by the collapse and rebuild the Key Bridge.
"We tackled our first three directives faster than anyone anticipated," Gov. Moore said during a news conference Tuesday before unveiling the designs.
The proposed bridge design honors the architectural tradition of the original Key Bridge, according to the governor.
"Our new bridge will also be constructed in accordance with the most advanced industry standards and the very best in infrastructure design," Gov. Moore said. "We are going to use the best materials available, and employ many Marylanders to build it."
Impact of the Key Bridge collapse
The collapse of the Key Bridge impacted operations at one of the country's largest ports along with local businesses and residents who relied on the bridge for their commute.
The main channel at the Port of Baltimore was closed after the bridge collapsed, stopping the flow of goods transported by cargo ships and leaving an impact on the supply chain.
A channel reopened for small boats in April, and in June, a channel reopened for cargo.
Some small businesses saw dips in revenue after the collapse. Owner of Anchor Bay Marina and Hard Yacht Cafe, Alex DelSordo said they lost 9% of their revenue and some employees have been forced to quit their jobs because their commute is upwards of 90 minutes per day.
"That bridge is a connector of commerce for small businesses like in Dundalk, Sparrows Point, the east side of Baltimore," DelSordo told WJZ. "And now that we're 10 months after the fact, we're seeing it every single day, the impact it makes on the employees and also the customer."
Some local organizations launched initiatives to support businesses that were impacted by the collapse.
Fight for funding
Following the collapse of the bridge, former President Joe Biden said the federal government should pay for the cost of reconstruction.
He later approved Gov. Moore's request for funding, giving the state an initial $60 million in emergency relief to recover debris from the Patapsco River.
In November 2024, the former president included money for the Key Bridge in a $100 billion disaster fund request sent to Congress.
By December, Maryland lawmakers announced that federal funding would cover the full cost of rebuilding the bridge.
"This will allow the bridge to be built as quickly as possible," Sens. Chris Van Hollen and Ben Cardin said. "Our provision also ensures that the federal taxpayers will be reimbursed through proceeds from insurance payments and litigation taken on by the Department of Justice, the Maryland Attorney General and others."
Rebuilding the Key Bridge
In August 2024, the MDTA approved a $73 million contract with Kiewit Infrastructure Company for the design and construction of a new bridge.
Pre-construction began in January 2025, and the rebuild is expected to be completed by fall 2028. Kiewit Infrastructure estimated that the project will cost about $2 billion.
The pre-construction activities include inspecting about 1,100 homes and businesses in nearby communities, scanning the riverbed, collecting soil samples and surveying, according to the MDTA.
In January, the MDTA also approved a $75 million contract with the Bridging Maryland Partnership for General Engineering Consultant services. The partnership will perform planning, engineering, construction, management and program support for the rebuild project.

As the National Transportation Safety Board continues to investigate the collapse of the Francis Scott Key Bridge, a newly released transcript of the audio recording from the Dali container ship shows routine conversation then panic. The transcript reveals the moments directly before and after the Dali cargo ship collided with the Key Bridge in the early morning hours of March 26, 2024, as it was leaving the Port of Baltimore. At the beginning of the trip, there was no indication of what was to come. As the ship was still alongside Seagirt Marine Terminal, the ship's crew on the bridge was 'having casual conversation.' Once two local pilots from the Association of Maryland Pilots boarded the DALI to guide its departure from the Port of Baltimore, one asked the master of the Dali, 'Captain, everything's working?' The master replied, 'yeah, everything is in order.' The conversation between the pilot and the training pilot was ordinary. They were talking about where the training pilot lived and when they started the job. The pilot mentioned he had stepped on a staple at home. There was conversation about people wanting sugar in coffee. However, around 1:24 a.m., there were signs of trouble. Around that time alarms began going off, and the Dali lost power. The training pilot then said, 'uh oh.' The pilot began asking if the ship had steering. Over the next minute, there was chaos on the cargo ship as crew members and the pilots worked to respond to the loss of power. Around 1:26 a.m., the pilot began warning to close the Key Bridge. At 1:27 a.m., the training pilot said, 'Security call. Security call. Container ship Dali has lost power. Approaching the Key Bridge — I repeat: The container ship Dali has lost all power approaching the Key Bridge, Dali.' While the crew members unsuccessfully tried to anchor the ship, around 1:29 a.m. the audio recording picked up an 'enormous rumble,' when the Dali hit the Key Bridge. At that point the pilot and training Pilot shouted expletives, saying 'the Key Bridge is down.' Immediately, the pilots were in contact with the Coast Guard, as the quick response from first responders began. Six men, working for a construction company performing routine maintenance work on the bridge, were killed. In the minutes after the bridge collapsed, the pilots on the ship were trying to figure out what went wrong. 'I called [the pilot dispatcher] when we started to drift,' the pilot said. 'But we had good speed,' he added. 'We weren't going crazy… everything was under control.' Lawsuits filed after the collapse accuse Grace Ocean and Synergy, the owners and operators of the Dali, of negligence. In court documents, state officials argued the disaster was preventable and said the operators failed to address issues with the ship prior to leaving the port. The transcript released by the NTSB seems to back up claims in some of the lawsuits filed against the owners and operators of the Dali. 'Investigation has established that the ship experienced two electrical power failures on March 25, hours before she departed from her berth. The ship's owner and operator did not diagnose or correct these electrical system failures. Nor were these failures reported to the United States Coast Guard, as required by law,' court documents said. 'Similarly, these failures were not divulged to the two local pilots from the Association of Maryland Pilots who boarded the DALI to guide its departure from the Port of Baltimore, which was also required by law. In fact, the DALI's master falsely reported to the Pilots that everything was in good working order,' the lawsuit filed by the State of Maryland continued to say. While Grace Ocean and Synergy have reached a settlement with the Department of Justice, in a statement the companies said they 'are prepared to vigorously defend themselves in the limitation of liability proceedings pending before the Federal Court in Baltimore and to establish that they were not responsible for the incident.' CNN conservative commentator Scott Jennings labeled Maryland Gov. Wes Moore (D) 'interesting' while praising his communication skills and tearing into other progressive members of the Democratic Party. 'I think Wes Moore is actually a pretty talented communicator,' Jennings said in a panel discussion Sunday on CNN's 'State of the Union' about future leaders of the party. 'The other person who spoke in South Carolina, [Minnesota Gov.] Tim Walz, is a special mixture of extreme buffoonery and a mean spirit, which is a toxic brew. He is not the future of the Democratic Party,' Jennings added, in remarks highlighted by Mediaite. Moore spoke at the annual South Carolina Democrats' Blue Palmetto Dinner on Friday night in Columbia, S.C., and Walz, the 2024 Democratic vice presidential candidate, gave the keynote address on Saturday morning. The Maryland governor, who is seen as a rising star within the party and has been floated as a potential presidential candidate in 2028, said at the beginning of May he will not run for the Oval Office in the next election cycle. 'Moore is interesting. Moore is interesting, probably more interesting than some of the radicals you have out there — Crockett, AOC — I mean, these are the true leaders of your party right now,' Jennings added in the CNN panel discussion, referring to Reps. Jasmine Crockett (D-Texas) and Alexandria Ocasio-Cortez (D-N.Y.). Moore, an Army veteran and the nation's only Black governor, called on his party to learn from President Trump's 'impatience' and to act with more urgency during his remarks in South Carolina. 'I want to be clear: We can and we must condemn Donald Trump's reckless actions. But we would also be foolish not to learn from his impatience,' Moore, a first-term governor, said during his roughly 30-minute speech to the state party's officials and activists. 'Donald Trump doesn't need a study to dismantle democracy or use the Constitution like a suggestion box. Donald Trump doesn't need a white paper to start arbitrary trade wars that raise the cost of virtually everything in our lives,' he added. 'If he can do so much bad in such a small amount of time, why can't we do so much good?' Moore also said the Democratic Party needs to present itself as the coalition of 'action' that can deliver for working-class Americans. 'Gone are the days when we are the party of bureaucracy, multiyear studies, panels, and college debate club rules,' he said Friday night. 'We must be the party of action. EBITDA and cash flow: What sets them apart?

EBITDA is often used and confused as an approximation of cash flow. Many business professionals (CPAs, business owners, bankers, attorneys and others) struggle to understand the differences between EBITDA and cash flow from operations within a business. Below are some differences between these business metrics. Definitions of EBITDA and operating cash flow EBITDA is defined as net income (earnings) with interest, taxes, depreciation and amortization added back to it. EBITDA can be used to analyze and compare the profitability between companies and industries because it eliminates the effects of financing and accounting decisions. Operating cash flow or OCF is (in accounting) a measure of the amount of cash generated by a company's normal business activities. Operating cash flow is important because it indicates whether a company generated sufficient positive cash flow to maintain and grow its operations or whether it may require external financing. OCF is calculated by adjusting net income for non-cash items such as depreciation and also changes to working capital balances such as accounts receivable, inventory and account payable. The operating cash flow statement is typically included in the U.S. GAAP based financial statements and sometimes referred to as the 'indirect direct' method of cash flows. The table below compares EBITDA to OCF. A third column is presented for discussion purposes. expand Courtesy of Meaden & Moore A few comments about the table and EBITDA EBITDA is widely used and is easy to calculate by taking income from operations (reported on the income statement before interest and taxes) and adding back depreciation and amortization (reported as a line item or items in the cash flow statement). EBITDA is used almost everywhere, from valuation multiples to bank covenant calculations in credit agreements. EBITDA allows you to compare the profitability of different companies by cancelling the effects of a company's capital, financing and tax entity structure. It is the standard metric in the business community. But keep in mind the EBITDA does not equal cash flow. The most obvious shortfalls of the EBITDA calculation as a measure of cash flow are that EBITDA does not Consider the increase (or decreases) in working capital accounts that may fluctuate with a business as it grows (shrinks) It does not subtract capital expenditures that are needed to support production, especially in a manufacturing environment. In the table above, operating cash flow (OCF) does a better job of adjusting for the increasing working capital needs of a growing company. But OCF fails to add back interest expense and income tax expense. Adding back these items make it easier to compare businesses with different capital or tax structures. As presented in column 3, I would argue that we should also include capital expenditures in the evaluation of the operations of a company. Capital expenditures are necessary to support and grow production. Capital expenditures may have a significant impact on cash flow if the business has a need for expanded capacity or updates to its equipment. EBITDA is, and will probably always be, the key business metric for evaluating the performance of a business.
