
Five things Norway should do to attract foreign researchers
The Research Council of Norway announced last week a 100-million-kroner (about $10-million) scheme to attract top international researchers.
"Academic freedom is under pressure in the United States, and it is an unpredictable situation for many researchers in what has been the world's leading research nation for many decades," Norway's higher education minister, Sigrun Aasland, said in a statement. "It is important for Norway to be proactive in a demanding situation for academic freedom."
But what is the situation for academics in Norway and would they recommend their colleagues from the US or other countries to join them?
The Local asked them about the attractions of researching at a Norwegian university and what the country could do to make the country even more attractive.

Did they recommend researching in Norway?
Mainly, yes! The big draw for many of the 30 researchers who answered our inquiry was the salary PhD students receive, which Han, from China, said was "higher than in other EU countries," and Gitika Gupta, from India, described as "excellent".
The better funding didn't stop there. One Bangladeshi researcher, who preferred to remain anonymous, said there was also a "generous amount of funding for data collection, conferences, and exchange programs".
A Korean postdoctoral researcher, who also wanted to remain anonymous, said it was unusual how much funding there was for travel to international conferences.
Others praised the work-life balance, the relatively low workplace stress and bureaucracy, and the high level of academic freedom.
"The freedom to pursue my own interests as a researcher was an amazing experience and often underestimated," wrote Crystal Turnbull, a South African plant biologist. "We weren't bound too tightly to our tasks or to strict expectations."
For a social scientist, wrote Sam Dodini, a former postdoctoral fellow in economics at NHH, who is now back in the US, the detailed data Norway has long kept on its citizens was a "treasure trove of information".

What are the drawbacks?
It wasn't all rosy. Foreign researchers reported that while PhD positions were well-paid, the prospects for foreign post-doctoral researchers were less-good, with a shortage of permanent jobs leaving many foreigners stuck in a succession of temporary and part-time positions.
In addition, many complained of discrimination in favour of Norwegian nationals when it came to permanent jobs, with publicly advertised jobs often appearing to be tailor-made in advance for a particular candidate.
"It is very difficult to get permanent positions even for us who got educated in Norway and can speak Norwegian fluently," the Korean researcher complained. "In my experience, many of the few permanent positions are kind of set-up positions and the internal applicants get the position no matter their ability, skill and experience. This is not fair!"
"Frankly, Norwegians get it much easier here. They are (very often) favored just because they are Norwegian," a female researcher from another Nordic country agreed.
Those foreigners who had achieved the level of professor complained that the salaries at this level were "not especially good", with two calling for academic salaries to be increased.
The academic freedom researchers in Norway enjoyed also came at the cost of mediocrity, said one US researcher, who is soon to return home despite the current onslaught on US universities.
"It is nothing like the US," he grumbled. "There is a really good reason their university rankings are so low."
So, what could Norway do to be more attractive?
Remove Norwegian tuition requirements
A repeated call was for the country to stop imposing such strict Norwegian language requirements on foreign researchers, with several respondents mentioning
a new rule which came into force last August
requiring all doctoral and postdoctoral researchers who do not speak Norwegian, Danish or Swedish to complete 15 study points of Norwegian language training.
"Internationally relevant research is not conducted in Norwegian, and putting so many (increasing) regulations on language proficiency disincentivizes people from coming and cuts down on their productivity if they do come," argued Robert Gray, associate professor of university pedagogy at the University of Bergen.
"It takes time to focus on language and research/teaching at the same time," complained Mallikarjuna Rao Kovi, a full time research scientist at the Norwegian University of Life Sciences (NMBU).
Other researchers, however, said they would welcome more support in learning Norwegian.

Better welcome programmes
"Norway is notoriously difficult to assimilate into, especially for families and 'trailing spouses', Dodini said, arguing there needed to be "better support for the institutional process of onboarding (e.g. getting a birth number, BankID), explaining specific practices (like holiday pay, wage bargaining processes), and [introductions to] the medical and schooling systems."
Many respondents complained about difficulties making friends and meeting Norwegians outside work.
"It's very hard almost for everyone to build a private life or make any friends," complained Anna. "Some nationalities are more welcome than others."
"It would be nice also to be invited somewhere outside work," echoed the researcher from another Nordic country. "It is not the local culture. Foreigners are often quite alone and among themselves."
The Bangladeshi researcher said there needed to be "some integration program" for researchers' families. "Moving to a new country as a researcher is very difficult if you have a working spouse and kids."
Broaden funding sources
Turnbull argued that Norwegian researchers were overreliant on funding from the
Research Council of Norway
, which tended to "politically influenced".
"They could stimulate initiatives to invest in research by companies," she argued. "A private company could be interested in other research but it can be very expensive for them to invest in research."
She also called for more investment in early career researchers. "They are the ones with the energy, the drive but also the least supported! There are too few calls for small startup projects."
The US researcher said that Norway should both increase funding from the research council and also "provide better admin support for grant writing at universities".
More permanent positions for foreign researchers
The Nordic researcher said Norway should "establish more permanent job possibilities".
Marie, a former scientist in a biotech company in Oslo, said that Norway needed "more investments in companies and universities so there are actually more jobs to go around".
"Opportunities are so limited, they are almost non existent," she complained. "Also many workplaces require us to speak Norwegian fluently, so this will not attract foreigners, plus the mentality towards recruitment needs to change (not relying only on hiring someone you know from someone who knows someone)."
Do more internationally oriented research
One researcher, who preferred to remain anonymous, said one change that would attract international researchers would be a "stronger emphasis on cutting edge, internationally leading, research, as opposed to just locally relevant applied work".
The US researcher said that Norway should "improve or set-up technology transfer offices" to help researchers commercialise their discoveries.

Reform tax system
The US researcher said that many of his counterparts would be deterred by the double taxation risks.
Norway, he said, should "recognise the tax deferred status of US pensions like IRAs and 401k and fix holes that lead to double taxation".
"If Norway is looking to attract high-level people with top jobs that pay well, the international wealth tax and the exit tax are really preventing [the country] from attracting these talents," Marie said.

Norway steps closer to defining rape as lack of consent
The legislation, backed by a majority in the country's parliament, is modelled on the "only yes means yes" law in neighbouring Sweden. Once adopted in a second parliamentary vote, the amendment would be applied to the existing criminal statute. Violators would face a maximum prison term of six years in cases where consent was not given. Denmark, Greece and Spain already treat non-consensual sexual acts as rape. Under the change in the Norwegian law, consent must be clearly expressed verbally or with a gesture. Whether victims of sexual assault remained motionless, intoxicated or paralysed by fear during the act and were unable to fight back would be taken into account under the amendment.

Norway votes down plan to limit investment in Israeli companies
Lawmakers voted by 88 to 16 against a proposal to order the fund to withdraw from companies "that contribute to Israel's war crimes and the illegal occupation" of the West Bank. Norway's sovereign wealth fund, fuelled by vast revenue from the country's oil and gas exports, is the biggest the world and has nearly $1.65 trillion invested around the globe. The government though is under pressure to use its financial clout to influence Israeli policy in the Gaza Strip and the West Bank, where its settlement policy has been deemed illegal under international law. In a letter signed by about 50 non-governmental organisations, Norway's main union LO called on the Labour government to ensure that the fund's investments were in line with the country's legal obligations. The UN special rapporteur on the occupied Palestinian territories on May 20 urged Oslo to "fully and unconditionally divest from all entities linked to Israel's unlawful presence in the occupied Palestinian territory". Francesca Albanese said Norway's fund held $121.5 billion -- or 6.9 percent of its total value -- in companies "involved in supporting or enabling egregious violations of international law in the occupied Palestinian territories". Advertisement Norwegian Finance Minister Jens Stoltenberg in response called for an end to violence, the liberation of Israeli hostages kidnapped on October 7, 2023 and the resumption of humanitarian aid. But he said the fund's investments "do not violate Norway's obligations under international law". The fund is regulated by a raft of ethical rules and has already divested from 11 companies because of their activities in the occupied West Bank. In May, it withdrew its investment in Paz Retail and Energy, which distributes fuel in Israeli settlements. Relations between Norway and Israel have soured since May 2024, when the country joined Spain and Ireland in recognising the state of Palestine

'Without BankID you are nobody': Foreigners in Norway lament bureaucratic headaches
Getting a Bank ID When asked to list their worst bureaucratic headaches in Norway the single most widespread gripe among our international readership and online groups was the complex and drawn-out process of obtaining a BankID, Norway's digital identity system. Without it, daily life grinds to a halt. 'You are effectively locked out of Norwegian society,' one reader said. 'No mobile phone number, no online shopping, no Vipps. There are some places where that is the only payment option, which is very frustrating." One respondent, Abby Noble, described it as a 'chicken and egg' conundrum. To get a BankID, you need a bank account. But to open a bank account, you need a registered address — which you often can't get without a bank account. "Why is a bank account necessary for having access to your health page in Norway?" complained Sebastian Rojas, from Chile. READ ALSO: What are the rules for getting a BankID at Norway's banks? The frustrations of having a D-number Many people, such as newly arrived asylum seekers or EU citizens planning to work in Norway for less than six months, or other foreign workers on job seeker permits, are only eligible for a D-number, which can make it hard to open a bank account or access a wide range of other services. Megan Thorsen said that after she was given a D-number on the back of her job-seeker visa, she struggled to set up something as basic as an internet connection. Others found that banks simply had no process for D-number holders, even when they had job offers in hand. 'I went to four banks,' one reader recalled. 'Eventually my Norwegian friend called his banker, who was shocked they couldn't help. They just hadn't seen the issue before.' But even getting a D-number seemed to take some time. 'Without a D-number, you are nobody. And nobody tells you what you're supposed to do next," one respondent moaned. One Polish respondent said the most frustrating thing about living and working in Norway was simply "waiting". "Over two months to open a bank account!" he exclaimed. "I think the response time to get all the papers ready is sometimes too much," Sebastian Rojas said. "To get my National ID number and the bank account took me at least three months. Without those two things in Norway you are very restricted to what you can actually do." Banks require physical documents, which are sent by post, and Norwegian post won't deliver unless your name is on the letter box. 'It was a nightmare,' said Abby Noble. 'I was only able to solve it thanks to kind Airbnb owners and friends I made at Norskkurs.' 'Family visas are taking 12 to 15 months,' said Frida Cota, who had to endure a long-distance relationship while waiting. "Citizenship applications are now taking 30 months if they are not automatically processed. And nobody knows or will tell what the criteria is for automatic processing." Carla Colombon, from Mexico, was unable to work for over 18 months while waiting to get all the necessary paperwork done. 'Such a waste of time and skills and super expensive for my partner and me to live on only one income." She said it has also been "incredibly frustrating" not to be able to travel freely when living in Norway on a temporary visa. Advertisement Problems getting appointments/phone contact "Have you tried calling any institutions? Waiting times of 30 min and more," complained one anonymous respondent, who described Norway as "close to a failed state". "And there is no feedback, as in normal countries (you don't get an option to evaluate how the phone call went)". "When you have to register in the country, the next appointment with the police is like half a year away somewhere in Finnmark," the commenter added. Contradictory answers/poor information Several respondents complained of getting contradictory information from different government officials, or on different government websites. "The information is not coherent," complained Elva Popsen from Greece. "When you register at UDI as a job seeker, nobody tells you that you should go to NAV [the unemployment service]. Also at the tax office, nobody tells you that you should try NAV first if you don't have a job yet." "Any interaction with government institutions leads to contradictory answers," agreed an anonymous respondent, pointing to a "discrepancy between what is indicated on the website and what was provided by direct communication". Lack of understanding among ordinary Norwegians "The challenges immigrants face are not relatable to most locals," Amber Renee explained. "They've never had to get a personal number, never had to deal with UDI, and never had to understand or care about any of these processes." "This seems to carry over to the native Norwegians who design the processes or are working in service positions for the bureaucracy.
