City of Franklin's proposed budget focuses on infrastructure, includes water and sewer rate increases
FRANKLIN, Tenn. (WKRN) — Franklin's budget for the 2025-2026 fiscal year includes a highly-anticipated road widening project.
The proposed budget includes an update to the city's 'Invest Franklin 2.0' initiative. As part of the initiative, the City of Franklin is partnering with the Tennessee Department of Transportation to expand Mack Hatcher Southeast — from Murfreesboro Road to Columbia — and Mack Hatcher Northwest — from Hillsboro Road to New Highway 96 — from two to four lanes.

TDOT leaders told News 2 they were looking forward to collaborating with Franklin leaders on the project, both to increase the quality of life for citizens and for the city's tourists.
As part of the proposed budget, water and sewer rates would increase by 6% and 5% respectively starting on January 1, 2026.

Under his role as TDOT Commissioner, Eley reportedly launched the following initiatives: Introduced Tennessee's first Public-Private Partnership (P3) initiatives to modernize project delivery and increase innovation by engaging the private sector. Pioneered alternative delivery models to improve project speed and efficiency, improving service for taxpayers. Created the first-ever fiscally constrained 10-year project plan, bringing unprecedented transparency and accountability to state transportation investments. Secured dedicated, recurring General Fund dollars for transportation for the first time in TDOT's history to ensure an additional and sustainable revenue stream to help meet Tennessee's infrastructure needs in the decades to come. Led the single-largest infrastructure investment in state history with the I-55 bridge over the Mississippi replacement project. Commenced the state's first performance-based maintenance contract, engaging the private sector with outlined metrics to establish clear and objective standards for how our roads should look to motorists. ‘Complete transformation': Popular boat launch reopens in Hendersonville
HENDERSONVILLE, Tenn. (WKRN) — After years of planning, a boat launch along Old Hickory Lake has a new look. Sanders Ferry Boat Ramp in Hendersonville now has three new boating docks, plus a renovated ramp. The park itself has long been a go-to spot for residents and tourists. 'There are over 100,000 people that visit this park per year. A lot of that is for this boat ramp,' said Hendersonville Parks Director Andy Gilley. 'For a long time it was a hidden gem that we kind of kept to ourselves, but during COVID, Sanders Ferry became open to everyone. We have every event you can think of here, it is a focal part of our parks department, it is a major major part of our city.' Hendersonville Parks & Recreation reserves parking spots exclusively to honor military veterans The TWRA-led upgrade is part of a larger state initiative, named in honor of beloved fisherman and former TV host Bill Dance. It's geared towards increasing visitation to Tennessee lakes. In a state filled with natural beauties, replacing boat docks may seem like a minute task, but local leaders believe it will enhance the experience and broaden the tourist appeal along Old Hickory Lake. 'These are much longer [docks] and they extend out,' explained Gilley. 'These would be what you call tournament docks. So before it was even open, we already had calls from out-of-state people wanting to bring fishing tournaments here. We're going to see high school state championship fishing tournaments here, professional tournaments… but the biggest winner here is the city of Hendersonville residents, who are here every day.' ⏩ Gilley called the renovation a 'complete transformation,' as the original docks and boat ramp had been in-use at Sanders Ferry since the 1980s and '90s. He hopes their other popular boat ramps will soon get the funding needed for renovations. 'It opens this part of the lake up a lot more so you can enjoy it,' said Hendersonville Vice Mayor Mark Skidmore. Tennessee hemp retailer uprooting store over new legislation
NASHVILLE, Tenn. (WKRN) — Governor Bill Lee recently signed legislation to regulate the hemp industry, which some retailers say will force them out of the state or put them out of business. The bill, which passed last legislative session, essentially bans smokable hemp flower in Tennessee, the majority of what Ben Whitelaw, owner of The Flower Shop in Chattanooga, sells. 'They've banned CBD hemp. That's what they've done. All of it. THCA and CBD hemp. It's all going to be gone,' Whitelaw said. The bill includes several provisions, including a ban on .3% THCA, which lawmakers argue turns into THC when burned: the same chemical in marijuana that gets the user high. 'We were all told when we voted for hemp that, well, it's the nonintoxicating cousin to marijuana. You don't have to worry about people getting high. Well, y'all, that horse has left the barn,' House Majority Leader William Lamberth (R-Portland) said. Lawmakers who backed the bill have long described the hemp industry as 'the Wild West,' due to the lack of regulation. They argued new rules will protect consumers so they know what products they're purchasing. However, Whitelaw believes the bill was drafted for a different reason, partially because the Alcoholic Beverage Commission (ABC) will become the regulating agency of the hemp industry under the legislation. 'This bill was brought about to destroy the infrastructure we had created and hand the scraps to the alcohol industry so they could make money off the really light strength drinks and edibles that are still allowed under this bill.' Whitelaw told News 2 the majority of the products he sells will soon be banned. He plans to use his retirement fund to close down his store and move it to North Carolina. 'We're going to try to move it to North Carolina, as close to the border as possible and continue to help residents of Tennessee if they wish to come and see us,' Whitelaw said. Hemp industry experts hope to sue the state over the legislation, but finding the money to pay the legal fees will likely be a challenge. ⏩ The bill is set to become law Jan. 1. 2026.
