
Company board report to have details of sexual harassment complaints, compliance with maternity benefit rule

The corporate affairs ministry on Thursday amended rules to stipulate that from next month, a listed company's board report will have to include details of the number of complaints of sexual harassment received and disposed of in a year, and its compliance with legal provisions relating to maternity benefits.The move, experts said, will foster gender equality and justice at the workplace and help female employees.In a notification, the ministry said the board report will also have to flag the number of sexual harassment cases pending within the company for more than 90 days.Currently, on the issue of sexual harassment, the board report includes only a statement on the company's compliance with provisions of constituting an internal complaints committee under the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.The changes, part of the Companies (Accounts) Second Amendment Rules, 2025, will be effective from July 14, it said.The board report is a comprehensive document that captures both financial and non-financial information, and aims to inform stakeholders about the overall financial position of the company and its operation and scope of business. This is usually prepared at the end of a fiscal year.The board report contains details such as the company's steps for energy conservation, tech adoption and foreign exchange earnings and outgo. among other things. Sandeep Jhunjhunwala , partner at Nangia Andersen LLP, said the amendments 'demonstrate the importance laid by the regulators on safety, dignity and welfare of women at the workplace'.Such disclosures would 'foster a culture of increased compliance, thus compelling organisations to proactively uphold the ethical standards', he said, adding that it would 'reinforce the principle of substantive equality'.

RBI's T Rabi Sankar appointed part-time member of 16th Finance Commission
T Rabi Sankar, Deputy Governor of the Reserve Bank of India (RBI), has been appointed as a part-time Member of the Sixteenth Finance Commission on Saturday. The appointment of Sankar is consequent to the resignation of one of the full-time Members of the XVIFC, Ajay Narayan Jha, on personal grounds. The Department of Economic Affairs of the Finance Ministry in a notification said, "In pursuance of clause (1) of article 280 of the Constitution read with the provisions of the Finance Commission (Miscellaneous Provisions) Act, 1951 (33 of 1951), the President is pleased to appoint T Rabi Sankar as a part-time Member of the Sixteenth Finance Commission." He will be a part-time Member of the Sixteenth Finance Commission from the date of appointment to the date the Commission submits its report or 31 October 2025, whichever is earlier. Sankar is currently overseeing the key portfolios of the FinTech Department, the Financial Markets Operations Department, and the Financial Markets Regulation Department at the Reserve Bank of India (RBI). Sankar has played a pivotal role in the launch of the Central Bank Digital Currency (CBDC). In April, the Appointments Committee of the Cabinet (ACC) approved T. Rabi Sankar's reappointment as Deputy Governor of the Reserve Bank of India (RBI) for one year. Sankar was Executive Director of the Reserve Bank before being elevated to the post of Deputy Governor in 2021. T. Rabi Sankar, a seasoned central banker, joined the Bank in 1990 and has held various positions at the Reserve Bank of India. As Executive Director, he oversaw the Department of Payment and Settlement Systems, the Department of Information Technology, Fintech, and the Risk Monitoring Department at the RBI. The government appointed Arvind Panagariya as the Chairman of the 16th Finance Commission in 2023. The commission makes recommendations about the distribution of the net proceeds of taxes between the Union and the States. The Finance Commission is constituted by the President under article 280 of the Constitution, mainly to give its recommendations on the distribution of tax revenues between the Union and the States and amongst the States themselves. Two distinctive features of the Commission's work involve redressing the vertical imbalances between the taxation powers and expenditure responsibilities of the centre and the States, respectively, and equalisation of all public services across the States.

India hits China, Japan and EU with fresh anti-dumping duties on vitamin and rubber chemical imports

The move aims to protect domestic manufacturers from low-priced imports that affect the local duties, which will remain in place for five years, were announced by the finance ministry in a notification issued late on Friday. The decision follows investigations by the Directorate General of Trade Remedies (DGTR), which found that both substances were being exported to India at unfairly low prices, either below cost or under their fair market value, thereby undercutting Indian products are essential to major industries in India. Vitamin-A Palmitate is used in pharmaceuticals, food, and cosmetics, while Insoluble Sulphur plays a key role in tyre manufacturing In its findings, the DGTR said there was 'material injury' to domestic producers of Vitamin-A Palmitate due to large-scale dumping from China, the EU and Switzerland. The compound, commonly used in small quantities, remains heavily import-dependent in duties, which take effect immediately, will range from $0.87 to $20.87 per kilogram. Chinese exporters other than Shangyu NHU BioChem Co. Ltd. will face the highest duty of $20.87/kg. Shangyu NHU BioChem will be subject to a lower duty of $14.95/kg. Swiss company DSM Nutritional Products Ltd. will attract a duty of $0.87/kg, while all other Swiss exporters will face $8.2/kg.
