Lawmaker argues it's a ‘moral imperative' to address high energy costs alongside climate change

While the struggle for low-income residents to afford their power bill is not new, Rep. Sophie Warren believes that the transition to clean energy needs to prioritize such economic justice issues to ensure no one is left behind in the state's efforts to address climate change.
Last session, the Scarborough Democrat introduced a bill that sought to bolster support for low-income residents to access energy efficiency and weatherization programs.
Although that bill died, part of what Warren had hoped to achieve eventually came to fruition when the Maine Climate Council for the first time included in updated Climate Action Plan strategies to lower the energy burden on Maine residents.
Though Warren applauds that work, she introduced LD 1037 to go a step further by requiring the climate council to include in its annual report to lawmakers specific recommendations for how to reduce the portion of Mainers' income that is being spent on electricity and home heating fuels.
During a public hearing for the proposal Monday, Warren told members of the Legislature's Environment and Natural Resources Committee that she wants to ensure the work continues into the future, regardless of who sits on the council or serves in the executive branch.
'As a small, rural state with higher-than-average rates of poverty and some of the highest comparative, I both believe it is a moral imperative we fight poverty alongside climate change but also that to do so is economical in the long run,' Warren said.
For low-income households in Maine, the average energy burden is 14% based on 2018-2022 data, according to the Maine Energy Plan published in January. That is nearly three times higher than the statewide average across all income levels.
The Maine State Chamber of Commerce supports Warren's bill, encouraging what they described as a 'thoughtful' shift to clean energy that doesn't inadvertently increase costs for Maine businesses, said Maine Chamber Government Relations Specialist Ashley Luszczki.
For example, she pointed to energy intensive businesses, such as manufacturers and food processors, that rely on cost-effective, reliable energy to stay competitive. Despite the state's current statutory goal of using 80% renewable energy by 2030 and 100% by 2050, renewable sources don't provide the affordable and consistent baseload power large-scale industrial operations need, Luszczki said.
In 2023, Gov. Janet Mills called for those timelines to be moved up, asking instead for the state to strive for 100% clean energy by 2040. The chamber sees Warren's bill as a way to meet climate goals while lowering energy costs.
'A strong economy and a sustainable environmental future must go hand in hand,' Luszczki said.
The Office of Public Advocate, which advocates for Maine utility ratepayers, also supports this bill, saying that the affordability of energy must be taken into account when considering new climate policy.
While the Governor's Office of Policy Innovation and the Future — which manages the Maine Climate Council — agrees with the goal of the legislation, it is opposed to the proposal. Current law already requires the council to consider household energy burden and affordability, argued Senior Advisor Brian Hubbell.
Additionally, the most recent climate action plan from November 2024 includes multiple strategies and recommendations in those areas, including one to 'comprehensively analyze household energy burden in Maine in 2025, including all energy sources, and set a target for reducing the energy burden for low-income residents by January 2026.'
Even with those recommendations already spelled out, Warren said her proposal is still necessary because it would commit in statute the prioritization of considering poverty in climate efforts.
'I see formalizing this additional consideration of energy burden within the Council's framework and ensuring it remains in statute as its own distinct priority is key to achieving the long-term commitment,' Warren said.
If there is a need for a more detailed analysis of energy burden and how to reduce it, Hubbell said it would be more appropriate for the Governor's Energy Office to complete that work and include it in its biennial energy plan.
The most recent iteration of that plan published in January also already includes recommendations for reducing the energy burden on low- and moderate-income households. These include conducting regular analyses of household energy costs, increasing awareness of assistance programs and expanding education on weatherization and other energy efficiency measures.

As TradFi institutions continue to deploy blockchain affiliated projects, including the launch of a stablecoin by SocGen running on the Ethereum blockchain, the adoption and acceleration of cryptoassets continues virtually unabated. Even as the sentiment toward crypto improves, prices of bitcoin and other cryptocurrencies increase, and the policy landscape pivots toward a pro-growth outlook there remain significant obstacles to mainstream utilization. For example, the tax treatment of crypto is an inhibitor to retail utilization of crypto as a method of payment, and the lack of insurance available for crypto and crypto-adjacent products can make it difficult for institutions to allocate substantial funds to cryptoassets. Against this landscape, exemplified both the increasing adoption and understanding of cryptoassets and applications with the continued limitations to institutional usage, one company stands apart for several reasons. Meta (formerly Facebook) recently has been questioned by Senators Warren and Blumenthal related to its support for the GENIUS Act, and specifically whether or not the firm would block a prohibition on Big Tech firms from owning stablecoin issuers. The specifics of the questioning by the senators will most assuredly change over time, but the letter that has been made publicly available detail that the senators desire specifics as to what the stablecoin plans for Meta are. Let's take a look at why this letter and these questions are important, not only for Meta, but for the cryptoasset marketplace at large. Meta, then operating as Facebook, already attempted to launch of a native stablecoin in 2019 via the Libra project which was subsequently rebranded as Diem. This previous effort occurred during an entirely different economic and policy landscape, and occurred as the organization was still contending with intense scrutiny following the 2016 U.S. Presidential election. Issues that were raised at the time dealt with the potential of a stablecoin issued by Facebook serving to weaken competition, compromise user privacy, and lead to continued fractionalization of which entity or organization sets policy for U.S. monetary and fiscal policy. While the cryptoasset landscape and policy outlook for crypto projects has definitively shifted to a more permissive stance the very same issues that were raised during 2019 loom large as Meta returns to the stablecoin marketplace. Specifically, the letter from the Senators cited the track record of privacy violations, scams, and fake news that continue to occur on the platform as risks that a native stablecoin could amplify. Even as stablecoins increasingly become more mainstream, and are approaching a market capitalization nearing $300 billion, Meta might find many of the same issues that stymied earlier efforts being dragged back to the surface. Since Meta is one of the few returning players to the stablecoin space this provides an opportunity for crypto native stablecoins such as Circle, which continues to ride high following its IPO in June. As Meta edges closer to launching its own stablecoin, the spotlight on Big Tech's role in digital money is about to get a lot brighter, especially as these same tech firms continue to invest billions in AI initiatives. For crypto-native firms like Circle, that's not a threat - it's an opportunity. Meta's sheer size and complicated history with data privacy all but guarantee it will draw intense regulatory scrutiny. And that scrutiny will set a new bar for how stablecoins are viewed and governed both in the U.S. and abroad. That's where Circle can shine. Unlike tech giants pivoting into payments, Circle was built in crypto — with regulatory engagement and transparency as core pillars. While Meta faces inevitable trust questions and regulatory hurdles, Circle can double down on its position as the safer, more compliant alternative. In the coming months, expect firms like Circle to lean into this advantage, especially as institutional partners and consumers alike grow more cautious about Big Tech controlling their money. Notably, the ongoing partnership between Circle and Coinbase – two of the largest crypto native firms that are publicly traded in the U.S. – can also serve to assuage concerns of policymakers. Regardless of this specific stablecoin project plays out the following reality is becoming increasingly clear, and some would say urgent, for the crypto marketplace. With tens of billions flowing into the sector, TradFi firms deploying blockchain based solutions and native stablecoins, and policymakers actively debating the GENIUS Act, the crypto audit and attestation narrative continues to seem stuck. While the AICPA continues to issue guidance and updates related to digital asset attestation, controls, and valuation, the authoritative standard setters remain behind the proverbial curve. As stablecoins become more important and integrated with payment, treasury, and lending systems the urgency for definitive and standardized auditing best practices will continue to elevate in importance.

Trump should immediately push Russia sanctions, Sen. Blumenthal says
Sen. Richard Blumenthal on Sunday urged President Donald Trump to immediately push for legislation that would ratchet up sanctions against Russia. 'This moment cries out for presidential leadership. There is an urgency here,' the Connecticut Democrat said on CBS' 'Face the Nation.' Speaking in a joint interview with Sen. Lindsey Graham (R-S.C.), Blumenthal urged Trump to move quickly: 'I think the president should call on the Senate to vote approval of the Russian sanctions bill literally tomorrow. He's on his way tonight to the G7 meeting. He will be sitting across from world leaders. Right now, very bluntly, the perception may be one of weakness in terms of America's position on Ukraine. He can be there in a position of strength.' A G7 meeting is getting under way in Kananaskis in Alberta, Canada. Graham on Thursday made his case for the sanctions in an op-ed for Fox News. 'We now have over 84 Senate cosponsors and 70 House cosponsors of legislation to enact hard-hitting sanctions and tariffs on Russia and its financial backers,' he wrote. 'It is clear to me and virtually every sponsor of the Russia sanctions bill that the way we deal with Putin will either encourage or deter bad actors.' On Sunday, Graham and Blumenthal also discussed the Israel-Iran war. Both are eager to see any possibility of Iran developing nuclear weapons eliminated.
