Road ministry cites 'critical lapses', expands oversight on NH works implemented by states
The Ministry of Road Transport and Highways (MoRTH) has issued directives to expand oversight of regional officers on National Highway works implemented by state public works departments and road construction departments.
In a circular, the Highways Ministry said critical lapses have occurred due to a lack of due diligence in several projects pertaining to NH works implemented by state public works departments and road construction departments (PWDs/RCDs).
According to the circular, the ministry's regional officers (ROs) are sometimes neither consulted nor involved during the bidding process or while defending contractual disputes before arbitration tribunals or courts, wherein such disputes are dealt with mechanically often without adequately safeguarding the interests of the Central Government or aligning with the ministry's position.
'In order to prevent recurrence of such issues and to ensure greater due diligence in the bidding process... For all NH project works (including those costing less than ₹100 crore but excluding maintenance works), the bid documents, especially the Schedules prepared by State PWDs/RCDs shall be scrutinised by the concerned RO prior to the invitation of bids,' it said.
As per the circular, ROs shall examine the bid documents for any anomalies, inconsistencies, or deficiencies, particularly with respect to quantities, specifications, and contract conditions and also conditions imposed by the appraising and approving authority.
'It is imperative that ROs remain actively involved in all legal contractual disputes adjudication processes including arbitration matters related to NH works.
'State PWDs/RCDs shall not pursue such matters independently without consultation with ROs,' the circular said.
It also said all replies, statements of defence, and written submissions intended for courts / arbitrations shall be vetted by the ROs and returned after scrutiny with comments or amendments, as the case may be, before submission within a period of 15 days failing which, the replies, statements or submissions may be deemed cleared.
'ROs shall ensure that these submissions are aligned with contractual terms or Ministry policy and protect the interests of the Central Government,' the circular said.
Where necessary, it said, ROs may engage legal experts from NHAI-empanelled law firms for advice and support.

Mananchira–Vellimadukunnu Road work to begin today amid row over second stretch
With the inauguration of the work on the first phase of the Mananchira–Vellimadukunnu Road scheduled for Monday (June 16, 2025), a controversy has erupted over the project being developed in two parts, one by the State and the other by the Centre. The Mananchira–Vellimadukunnu Road project has a history spanning over 15 years, marked by several protests led by the Mananchira–Vellimadukunnu Road Action Committee. The estimated cost of the project is ₹481.94 crore, of which the State has sanctioned ₹344.5 crore in various phases. However, the current development under the City Roads Improvement Project covers only the 5.32 km stretch from Mananchira to Vellimadukunnu, while no action has been taken on the remaining 3 km from Malaparamba to Vellimadukunnu, which forms part of National Highway 766. The estimated cost of the 5.32-km stretch is ₹80 crore. The Opposition has alleged that the government has misled the public by failing to develop the second part of the road as promised earlier. District Congress Committee (DCC) president K. Praveen on Saturday demanded an explanation from the Public Works department on the issue and questioned the exclusion of Kozhikode MP M.K. Raghavan from the inauguration function scheduled for Monday morning. He pointed out that it was Mr. Raghavan who had taken the initiative for the project and that it was former Chief Minister Oommen Chandy who had first allocated funds for the road development. On the other hand, the Communist Party of India (Marxist) [CPI(M)] district committee defended Minister for Public Works P.A. Mohamed Riyas, claiming that the development of the second stretch of the road could not be carried out as the Ministry of Road Transport and Highways had not granted the State government permission to proceed. CPI(M) district secretary M. Mehaboob on Sunday (June 15, 2025) appreciated the State government for proceeding with the development of the first reach instead of waiting for the Centre's approval for the second. He termed the allegations made by the Congress as politically motivated. The CPI(M) claimed that the stretch from Malaparamba to Vellimadukunnu was planned to be developed as part of the NH-766 project, which runs from Kollegal in Karnataka to Kozhikode. However, since the work had not been scheduled yet, the State government would request that the second stretch be handed over to it.

Work on NH-66 stretch picks up after setbacks
T'puram: After experiencing a significant setback due to contractor issues and material shortages, work on the critical Kazhakkoottam–Kadampattukonam section of NH-66 in the district has finally gained momentum. Construction stalled when the original contractor, RDS Projects Ltd, faced financial distress and was subcontracted to Pune-based RKC Infrastructure Ltd. However, shortage of materials still exists and the contractor is seeking materials from quarries in Tirunelveli, Tamil Nadu. NHAI chairman Santosh Kumar Yadav personally inspected the site last week, directing the contractor to fulfil the state govt's strict deadline of Dec 2025. "Completion by Dec 2025 is non-negotiable," Yadav told officials during his visit. In the high-level meeting, Yadav made it clear that all the NH-66 works should be completed by the Dec deadline. Sources said that the work is now progressing rapidly in the Attingal bypass region, with only 40% of the work completed. The project has been beset by a series of delays, including acute shortages of rocks and red earth, essential for the construction. In response, the contractor petitioned the state govt for access to soil from a quarry in Mudakkal village. While this eased raw material issues, financial constraints ultimately necessitated subcontracting. The scope of work remains vast, with approximately 20 lakh metric tons of soil required for landfilling and construction of a massive 22-km retaining wall. Originally scheduled for completion in Jan 2025, the deadline was later extended to Oct 2025 and the contractor has recently requested a further extension to March 2026, a request deemed unacceptable by both NHAI and the state govt. Nashik civic body & cops must streamline traffic at bus Dwarka Circle: Chhagan Bhujbal
Nashik: Voicing his apprehension about traffic management at the busy Dwarka Circle in Nashik city, state food and civic supplies minister Chhagan Bhujbal said if the civic body and city police failed to work together on this issue, he would personally intervene through street protests to ensure proper functioning. The National Highway Authority of India (NHAI) is currently working on improving traffic flow by removing the traffic island at Dwarka Circle, a junction notorious for daily traffic congestion lasting hours. Talking to reporters, an agitated Bhujbal said, "Neither does the Nashik Municipal Corporation want to act, nor do the city police want to ensure traffic management at the busiest junction in Nashik city is smooth and unrestricted. They are reluctant to do their duty. If this is the case, then I will have to sit here and see how things are streamlined." He pointed out that unauthorised vendors are contributing to the untidiness at the junction, which the civic body ignores. Additionally, the police department has failed to address the issue of randomly parked vehicles, he said. "Look how the Haji Ali Circle in Mumbai was developed when I was mayor of the Mumbai Corporation. I know the Dwarka Circle can also be equally beautiful, free from traffic and without bottlenecks. But only if the NMC and the police personnel are willing to work for it," said Bhujbal. He expressed frustration over the authorities' inaction, noting that despite repeated requests, neither the police nor NMC fulfilled their responsibilities regarding traffic management and encroachment removal. Following NHAI's removal of the traffic island, he intended to monitor the departments' performance. Bhujbal urged NMC to install and properly manage traffic signals. He advised the police to implement CCTV surveillance and enforce penalties for traffic violations, rather than stopping trucks mid-junction for inspection. He said MLA Devyani Pharande has been coordinating with NHAI, corporation and police authorities on this matter.
