Australia fast-tracks first-ever machete ban after weekend attack
A fight involving machetes at a Melbourne shopping centre has prompted an Australian state to fast-track the country's first-ever ban on the weapon's sale. The ban - to start in Victoria this Wednesday, instead of September - comes after two gangs attacked each other at Northland shopping centre in Preston on Sunday afternoon. A man, 20, remains in hospital in a serious condition.Victoria's premier said the ban will "choke the supply", adding "the community shouldn't have to deal with these weapons in their shopping centres - neither should our police".Two boys, aged 16 and 15, were on Sunday charged with affray, intentionally causing injury, and possession and use of a controlled weapon.
On Monday, police said two men, aged 20 and 18, had also been arrested and were being interviewed. All four people were known to police previously. "This was a planned fight between two rival youth gangs with no innocent bystanders hurt," said deputy commissioner David Clayton. "Fortunately, these events are not very commonplace in Victoria," he said, adding that youth knife crime is "rare" but "frightening".Clayton said one in 10 knife crimes in the state are committed by young people, and often happen in public places. Emergency services were called to the shopping centre in Preston - about 11km (seven miles) north of Melbourne - just after 14:30 local time (05:30 BST) on Sunday after reports of up to 10 people fighting. Police said the investigation "remains ongoing" and more arrests are expected. Three of the four machetes used during the attack have been seized, police said.Victoria's Premier Jacinta Allan described the attack as "appalling". "We must never let the places where we gather - where families come together, to meet, to shop, to enjoy the peace of their weekend - become the places we fear," Allan said at a press conference. "It took the United Kingdom 18 months to bring about a ban on machetes and we are moving to do it within six months," she added.In March, Victoria announced legislative changes to its Control of Weapons Act, making it illegal to sell or possess machetes, with the new law to start in September. The ban covers machetes, which are broadly defined as "knives with a cutting blade longer than 20cm". It does not include knives primarily used in kitchens.A three-month amnesty from September means anyone with a machete can place them in specially designated boxes at police stations. Police also thanked a man who held down one of the alleged offenders until police arrived, saying he "performed an outstanding job", but added they don't encourage the public to become involved in such incidents. In England and Wales, a ban on "zombie-style" knives and machetes was introduced last September, making it illegal to own, make, transport or sell a wide range of "statement" knives favoured by criminal gangs.

British backpacker, 24, killed pedestrian when she ploughed into him while riding an e-scooter drunk in Australia, court hears
A British backpacker allegedly killed a father after ploughing into him while riding drunk on an e-scooter, an Australian court has heard. Alicia Kemp, 24, potentially faces up to 20 years in prison after she was arrested and charged for allegedly riding the hired e-scooter on a footpath and knocking down 51-year-old engineer Thanh Phan, 51, who died of brain injuries following the May 31 tragedy in Perth, Western Australia. Kemp was told by Perth Magistrates Court that she could not be bailed out as she posed too great a flight risk. The court was told that she was in Australia with her partner on a four-month tourist visa and that she had been working at Durty Nelly's Irish pub in Perth since arriving. She had been out drinking on Saturday afternoon from 2.30pm with a friend, who was kicked out of a bar for being too drunk. Later that evening, she hired an e-scooter at around 8.30pm. Police told the court that she was the main driver, while her friend was a passenger. Prosecutors said that Kemp was driving in an 'inexplicably dangerous' manner, which as caught on CCTV, and that pedestrians were forced to 'take evasive action' as she rode down Murray Street in Perth's Central Business District. She had a blood alcohol level of 0.158 as she was riding. Western Australian law states that electric vehicle drivers must have a level lower than 0.05 to legally drive. She was also travelling at 15mph as 'she careered into his back', prosecutors said, adding that this caused Phan to fall forward and hit his head. Tragically, he suffered 'a significant brain bleed', while Kemp's friend, a 26-year-old who had not yet been identified, was thrown from the scooter and suffered a fractured skull and broken nose. Phan was taken to the Royal Perth Hospital for surgery, where he died on Tuesday. His family said in a statement following his death: 'On Saturday night, Thanh Phan – a beloved husband, father of two, brother, and dear friend – was struck by an electric scooter and critically injured. 'We received the heartbreaking news that Thanh passed away as a result of his injuries. 'We ask that the media respect the privacy of Thanh's family as they grieve their loss. 'The family has no other comment to make on the issue at this time.' The magistrate in charge of Alicia's case said that remanding the British backpacker in custody was a 'very difficult decision for the court to make. He said that the prosecution's strong case and the prospect of a long prison sentence if convicted meant that there was a risk of '[Kemp] not returning to court to answer the charges', adding: 'The temptation might be that [she] won't return. I can't manage that risk.' Kemp remains in custody and will appear before the court again on July 15.

Scots police 'must get tools' to fight rising tide of gangland narco terror, warn Tories

Ross Monaghan and Eddie Lyons Jnr were fatally shot last Saturday in Fuengirola, a city on the Costa del Sol. The killings prompted speculation that the killings are linked to a gangland feud that has raged across the Central Belt since March – something which Police Scotland tried to play down earlier this week. Last night Mr Findlay said: 'Whether these gangland assassinations were ordered from Scotland or directly linked to the ongoing drugs war in Scotland should be established by the Spanish police along with their UK colleagues. 'What is beyond doubt is that both of these individuals were active participants in the deadly turf war that has been raging across Scotland since 2001 and has caused untold misery to innocent people. 'The police know the identity of the millionaire crime bosses, their violent foot soldiers and their white collar enablers. 'Dangerously complacent SNP ministers need to give officers the tools they need to end this reign of narco terror being inflicted on Scottish communities.' Police Scotland estimated last year that there were 68 known organised crime groups in Scotland - and 13 of these are in Glasgow. On Tuesday, Police Scotland said there is 'currently no intelligence to suggest the deaths of these two men in Spain are linked to the recent criminal attacks' in Scotland. A Police Scotland spokesman said: 'The investigation into the fatal shootings in Fuengirola is being carried out by Spanish police. 'Police Scotland is supporting Spanish police where requested, however at this time we have no officers deployed within Spain. 'There is currently no intelligence to suggest the deaths of these two men in Spain are linked to the recent criminal attacks in Scotland being investigated as part of Operation Portaledge. 'Any misinformation or speculation linking the events in Spain are not helpful to the ongoing investigations in either country. 'There is also nothing to suggest that the shooting in Fuengirola was planned from within Scotland.' Holidaymakers looked on in horror as a masked hitman stormed into a Costa Del Sol pub to shoot Monaghan, 43, and Lyons Jnr, 46, at point-blank range. The ambush is said to have happened as the senior members of the Lyons crime clan watched the Champions League Final on TV. Sources claim gangsters from the rival Daniels crime group had devised a plot to target the two men at a summit just days earlier. It followed weeks of attacks on their associates, including a 12-year-old boy and pensioners. One insider told the Scottish Sun: 'The hitman got his orders after the meeting to take them both out. 'They knew that Monaghan and Lyons were a bit complacent and could be got at.' Meanwhile, Ana Mula, mayor of Fuengirola, said she wants to 'reinforce' collaboration between local and national police forces following the shootings. She revealed the Spanish resort is ill-equipped to tackle serious crime and demanded more resources and police specialised in organised crime to 'improve the response to the growing phenomenon of gang fights related to drug trafficking on the Costa del Sol'. She said: 'We live in a world and at a time when crime knows no borders. 'And in places like the Costa del Sol, phenomena are occurring which, by expansion, affect us irremediably. 'That is why our determination is to tackle it without hot air, to put all possible threats on the table and to prepare ourselves to face this new context, with the means at our disposal, with the best guarantees.' The mayor pointed out that the main police unions have been calling for more material and human resources to combat criminal activity. She announced that a plan to reinforce the local police is being studied in order to increase their presence and effectiveness. These measures will form part of the special operation that the police force sets up every summer in the city for the high tourist season.
