In-car speed limiter devices considered as option to tackle rise in Washington traffic deaths

An 18-year-old man was allegedly driving 112 mph in a 40 mph zone when he ran a red light and smashed into Andrea Smith Hudson's minivan last year near Renton, killing her and three children who were passengers in her car.
The driver had reportedly been involved in two crashes in the prior 10 months, including one where he was accused of speeding.
'This intentional behavior weaponizes vehicles, turning them into missiles, more dangerous than bullets,' Smith Hudson's father, Ted Smith, told the state House Transportation Committee on Thursday. 'We need stiff consequences for these thrill seekers, and we must use any tools available to detect and stop this from happening again.'
A bill the committee heard Thursday aims to do that. House Bill 1596, tentatively named the Andrea Smith Hudson Act, would allow drivers with a suspended license to still be able to drive despite a history of street racing or excessive speeding, defined as 20 mph over the speed limit.
But to do so, they would have to install an intelligent speed limiter in their car.
The technology is similar to ignition interlock devices for people with histories of driving under the influence. Those devices require drivers to blow into a breathalyzer to show their blood alcohol concentration before they can start the car.
These devices use GPS to limit speed to the posted limit. Some of them include an override function when drivers need to pass cars or speed up for safety reasons. Under the legislation, they'd only be able to override the limiter three times per month.
Tampering with the device or otherwise violating the terms of the restricted driver's license would be a gross misdemeanor.
Speed limiters have both active and passive options. Active ones restrict the driver's speed, while passive ones alert the driver if they're going over the speed limit. The bill in Washington requires active speed limiters.
The Washington Traffic Safety Commission has recommended making the equipment standard in commercial and passenger cars.
Shelly Baldwin, the director of the commission, said tickets and license suspensions don't stop drivers from continuing to speed.
A similar measure recently passed the Virginia state House. New vehicles in Europe are required to have intelligent speed assistance technology installed. In California last year, Gov. Gavin Newsom vetoed a measure requiring passive speed limiters.
Rep. Dan Griffey, R-Allyn, said the Washington bill is 'going to save lives.'
It's one of several measures lawmakers are discussing in Olympia as they seek to reverse a dramatic rise in deaths on Washington roads.
'It's a multi-faceted crisis that demands a sense of urgency,' said Rep. Mari Leavitt, D-University Place, the prime sponsor of the speed limiter measure. 'This bill is a proactive solution that aims to protect the public from speed-related injuries and death.'
Lawmakers are also trying again to lower the legal limit for driving drunk from 0.08% to 0.05%. Another bill would create a new civil protection order, focused on impaired driving, that would make drivers comply with certain conditions or potentially face a misdemeanor charge.
In 2023, traffic fatalities in Washington reached a 33-year high, with 809 deaths. That's up from 743 the year prior and 674 the year before that. Speeding was a factor in about a third of the deaths in 2023.
Officials believe, when finalized, 2024 numbers will show fewer traffic deaths in Washington.

Extra Patrols Deployed as Part of 100 Safe Days of Summer Campaign
SEATTLE--(BUSINESS WIRE)--To keep roads safe this summer, the King County Target Zero Coalition is deploying High Visibility Enforcement patrols from June 6 through Labor Day Weekend. This campaign is part of Washington's '100 Safe Days of Summer' program, which is working to keep roadways safe during what is typically the most dangerous time of the year. These patrols are focusing on recent data that suggests deaths related to speeding are on the rise. 'We urge everyone to avoid following the flow of traffic and instead focus on driving the posted speed limit, which exists to decrease the risk and severity of crashes.' In preparation for the dangerous driving period, the King County Target Zero Coalition is also encouraging motorists to avoid impaired driving. Traffic safety officials have seen progress on the state's roads (recent data shows that 78% of people in Washington don't drive after drinking) but substance use still remains one of the leading causes of deadly crashes in King County. Local authorities are urging everyone to take proactive steps to prevent impaired driving before it happens. 'Every one of us has a role to play. Planning ahead can save lives and protect our communities,' said Hallstead. 'If you're going out, make a plan for a safe ride home. You can designate a sober driver ahead of time, use ride share services, take public transportation, or stay the night at your destination.' Roadway safety is a top priority for the King County Target Zero Coalition, and officials encourage motorists to call 911 and report someone who is driving erratically. Report: WA sees decrease in deadly crashes for 2024 from 33-year high in 2023
Deadly traffic crashes have decreased in Washington in the last year, but are still high overall, a new report from the Washington Traffic Safety Commission (WTSC) said. In 2024, there were 731 people killed in traffic crashes on Washington roads, a 9.6% decrease from 2023 numbers. However, at the same time, the preliminary total for 2024 is 36% higher than the number of people killed on Washington roads in 2019. 'Traffic enforcement efforts have increased statewide, resulting in larger numbers of traffic stops for speeding, distraction, and suspected driver impairment. Enforcement fell dramatically during and immediately following the COVID-19 pandemic. Some cities have also increased their use of automated enforcement for speeding, particularly in school zones and in other areas where pedestrians travel,' WTSC said in its report. Since 2015, the state saw its lowest number of people killed in crashes in 2019, with 538 reported. 'This is obviously a welcome change to see our annual fatality numbers decline after experiencing large increases over the previous four years. Law enforcement and other traffic safety partners have worked hard to reverse the deadly trend we experienced in 2020-2023. And we still have a lot of work to do to further reduce these historically high fatality numbers,' said Shelly Baldwin, director of the Washington Traffic Safety Commission. Driver impairment by alcohol and/or other drugs remains the most common risk factor involved in fatal crashes. The initial total involving impaired driving was 348 traffic deaths, which represents 48 percent of all fatalities. This number often rises as additional evidence is processed and recorded in these cases. Final numbers will be released in late 2025 or early 2026. Speed remains another major factor in fatal crashes, as excessive speed increases both the likelihood and severity of a crash. In 2024, 247 people were killed in crashes involving excessive speed, which represented 34 percent of all fatalities. There is a substantial overlap in crashes involving both speed and impaired driving. Among fatalities involving excessive speed, 62 percent also involved an impaired driver.

Montana clears the road for motorized scooters under new law
Motorized scooters, popularized in culture by companies like Lime, are now a specifically regulated mode of transportation in the state. Signed into law last week, House Bill 588, brought by Rep. Neil Duram, R-Eureka, defines motor scooters and adds safety regulations for users, the Daily Montanan reports. Motorized scooters now have the same rights on the roadway as a cyclist or someone riding a moped. The law also includes single-wheels, which essentially are motorized skateboards. During the bill's hearing in the House Transportation Committee, Duram, a former member of the Montana Highway Patrol, relayed a story about a kid in his community riding a single wheel on the roadway. To his credit, Duram said, the kid is safe while he rides — but being on the roadway was technically illegal. 'I suspect your community has a kid just about like him,' Duram said. 'This really is his transportation.' Duram said that trying to solve the problem of the single wheels led him to consider motorized scooters, too. The issue was seats — if something didn't have a seat, it could not be on the road. The bill solved the legal issue. It also stipulates that motorized scooters can't go faster than 30 mph. Importantly, motorized scooters are distinguished from motorized vehicles — an important difference because it means someone cannot be charged with driving under the influence while operating a scooter. That does not, however, mean they could not be charged with other offenses. Duram said on the House floor on April 16 in that situation, the person could be given a public intoxication charge. 'My intention was that they'd be traveling at relatively slow speeds to transport the operator to and from his destination and location without the necessity of him having a driver's license,' Duram said in the hearing. Motorized scooters are required to have white headlights, and red lights or reflectors facing behind There's also stipulations on brakes, requiring a motorized scooter be able to stop from 10 mph within 25 feet. Scooters are not allowed to be operated by motor on sidewalks or bike paths. Riders must yield to pedestrians when operating the vehicle.
