Russell joined Leinster's academy from Dublin's St Michael's College - which has a strong rugby pedigree - and can play on the wing or at full-back.
The Cherry and Whites have not disclosed the length of his contract.
"I'll echo what I said when we signed Ross Byrne earlier this year; there aren't many better academies to come through and learn your trade than Leinster," said Gloucester director of rugby George Skivington.
"Rob has really shown what he can do when given the opportunity. He's got a pretty decent strike rate for Leinster - almost one try every two games - and he's motivated for a new challenge in the Gallagher Premiership.

"We're delighted with our back-three talent already, but to add someone like Rob, who covers across the three positions and has all the attacking assets we're looking for, is really pleasing."
Russell is the sixth back to move to Gloucester for next season with scrum-half Mike Austin, full-back Ben Redshaw, wing Ben Loader, centre Will Joseph and fly-half Byrne already confirmed.

Carabao Cup brings in preliminary round for 2025-26
Four EFL sides will compete in the newly introduced preliminary round of the Carabao Cup in August [Getty Images] The 2025-26 Carabao Cup will include a preliminary round to accommodate the increased number of Premier League clubs with European commitments. Nine top-flight sides are set to participate in European competitions next season, prompting the change to help reduce the number of clubs in the first two rounds. Advertisement The preliminary round will feature the two sides promoted from the National League and the two clubs who finished 21st and 22nd in League Two. They will be separated regionally, as is customary with the competition's early rounds, meaning Accrington Stanley will face Oldham Athletic while Barnet take on Newport County. The home sides for those ties will be drawn at the same time as the draw for round one, on 26 June at 16:30 BST. All EFL clubs - other than the two eliminated in the preliminary round - will participate in round one of the competition. The 11 Premier League sides not in Europe enter at the second-round stage while the nine sides to have qualified for Europe - Liverpool, Arsenal, Manchester City, Chelsea, Newcastle, Aston Villa, Tottenham, Nottingham Forest and Crystal Palace - come in at round three. Advertisement Palace are waiting for their participation in the Europa League to be rubber-stamped by Uefa, as John Textor's Eagle Football group has a minority shareholding in Palace and a majority stake in French side Lyon, who have also qualified for next season's European competition. 🚨 No visa, no paradise: Ayrton Costa misses the Club World Cup
Ayrton Costa misses the Club World Cup, according to reports from 'Ole' or César Luis Merlo. Boca Juniors tried until the end, but the United States Embassy informed the player that he will not be granted a visa and will not be able to enter the country. Costa has been denied the trip to the USA due to his criminal record, and while he was a player for Independiente in 2023, he already suffered a similar ban. Advertisement His record shows a prosecution for theft, a case that was resolved through probation in 2018. In addition, the player was charged in an investigation for alleged cover-up in a femicide case, in which his brother is the main suspect. Because of these precedents, the defender was unable to board the plane that took the "xeneize" squad to the United States last Sunday and will not do so now.
