
‘If a big firm bought my farm they wouldn't pay inheritance tax… but my children would'
Sam Chesney, a first generation beef and sheep farmer from Co Down, hopes to pass his 120-acre farm to his two children but believes IHT will prevent him from doing so.
'My children's inheritance tax will be in the hundreds of thousands. If Tesco or the National Trust were to buy this farm they would never pay inheritance tax. But if my neighbour buys this farm and he dies, he will pay it. Then they want another 20% inheritance tax with every successive generation which is ludicrous.'
William Irvine, president of the Ulster Farmers Union (UFU) cites the case of a farmer with 'a significant farm business and the collateral in his mother's name.
She is in her 80s with dementia and the farmer can do nothing. He just has to sit and wait. As it stands, he will have to sell a significant land amount of land [to cover the inheritance]. In that case, three generations of work is going to be wiped out.' IHT is prompting farmers to reassess the future and viability their profession, says William, a seventh generation dairy farmer from Mountnorris in Co Armagh. 'The civil servants within Treasury came up with this grand scheme. The Treasury, for whatever reason, has got this wrong.'
Under changes to Agricultural Property Relief (APR) and Business Property Relief (BPR) in the last budget, farmers with combined business and agricultural assets worth over £1m will be charged 20% IHT from April 2026. Since 1984, agricultural land, machinery, livestock, farm buildings and houses have been exempt from the tax.
A government spokesperson told Ulster Business that reform to the Agricultural and Business Reliefs 'will impact around 500 estates a year. For these estates, inheritance tax will be at half the rate paid by others – with 10 years to pay the liability back interest free. This is a fair and balanced approach which will help fix the public services we all rely on.'
The Treasury's assessment is in stark contrast to analysis from the Department of Agriculture, Environment and Rural Affairs (DAERA), published last December, which found that around half of all farms – an estimated 13,000 in Northern Ireland – could be impacted by inheritance tax changes. Farmers believe the Treasury severely miscalculated the true value of farms.
Until now 'the advice from HMRC was 'don't worry about revaluing your farm during generational change because it didn't affect anything. It was just a legal process of transferring deeds',' William says. As a result, 'a true up-to-date valuation of farm business accounts was not in place.'
Various factors push Northern Ireland farmers above the £1m mark, says Cormac McKervey, Ulster Bank's head of agriculture. 'The average price of land in Northern Ireland is around £15,000 an acre. In counties like Armagh it's £20,000.' Assets push this pricing further upwards. 'Add in the farmyard, buildings, dwelling house, the value of stock and machinery, and you're probably looking at £25,000 an acre.' At £25,000 an acre, a 40 or 50 acre sized farm will automatically trigger into inheritance tax.
The average farm size in Northern Ireland is around 100 acres. Sam Chesney owns around 120 acres of land and rents ground as well. 'You couldn't live on the postage of 50 acres,' he says.
There is no relation between the capital value of farmland and earning power from farming, which is valued at 1% to 2% per annum in Northern Ireland, according to Cormac. 'If a farm has 100 acres – a standard family farm in Northern Ireland – in theory it is worth £2m. It generates enough money to just about meet its commitments but in no way does it ever generate the amount of money needed to capture an inheritance tax bill.'
Farmers will be able to pass on farmland without paying IHT as long as the donor lives for seven years after the transfer is made. But spreading collateral across children comes with cost and risk, says William.
'A teenager, for example, is not well enough saddled on life's journey to know whether he wants to spend the rest of his life on a farm or whether he has other ambitions.' The UFU president is passing his collateral to his son 'in the hope I will live for the next seven years. If I'm fortunate, with the help of God, I will do that. But if I was 80, that's a far bigger question. If I was 40, the next generation isn't at the stage that's a viable possibility. It's a lottery.'
Famers facing a £200,000 IHT invoice for a farm valued at £1m might have to sell off land in order to make the payment. Sam Chesney equates this to 'a builder or a plumber selling his van or a shopkeeper selling part of his shop floor'. Another option would be to borrow money to cover the debt. 'The problem with [loans] is that the land doesn't generate the return that other business assets might do – it's a long term gain,' Cormac says.
Farmers have organised mass protests calling for the government to reverse course. Fifty UFU members recently attended a Pancake Day Rally in London and farmers brought along machines required to grow pancake ingredients – a combine, sugar beet harvester, tractor, seed drill, and a crop sprayer - in order to highlight the monetary investments required to produce food. The UFU has been involved in intensive lobbying.
'I feel we are winning this argument everywhere apart from at number 10 [Downing Street],' says the union's president. 'If we go quiet on this, the government will think they've won, so we need to keep the pressure on.'
Although farmers have explained the facts and figures for what they believe is the Treasury's miscalculation, the government has yet to budge. In a statement, a government spokesperson highlighted a £5bn commitment for farming in the last budget which includes schemes directed at sustainable food production. The budget also included £60m through the Farming Recovery Fund and the establishment of a new British Infrastructure Council to steer private investment in rural areas.
Farmers believe all is not lost. There is a 'window of opportunity for the government to pause, consult or change [the proposed legislation]', William says. The window will not be open much longer though. Following the autumn budget this year, a finance bill will cement changes to APR and BPR in legislation. 'Our commitment to farmers remains steadfast and our Plan for Change will protect food security and grow the rural economy,' the government spokesperson told Ulster Business. Farmers are not so sure. 'We produce food in Northern Ireland for 10 million people, even though there's only a million and a half of us [in the province],' says Sam Chesney. 'The world is a very difficult place at the minute. A country lives and survives on its stomach.'
Cormac McKervey, Ulster Bank's head of agriculture, recommends that farmers 'get good legal and financial advice from their accountant or solicitor' and don't take knee-jerk reactions. 'Sit down and plan this out. It's a very emotive subject for farmers but you need to take the emotion out of it and ask, 'What is my long-term business plan?' This will open up a discussion about succession. Sometimes it is not discussed until the farmer dies. But now there will hopefully be a more open and honest conversation about planning for succession.'

Price of Freddo increases yet again as popular chocolate suffers shrinkflation
In the history of Cadbury's Chocolate, the price of one item has come under the spotlight more than any other. Once just 10p, a Freddo can nowadays set you back 30p or more. The humble frog-shaped chocolate bar has been hit by another price change – this time to its multipacks. Cadbury Dairy Milk has reduced its multipack by 20%, while the shelf price has stayed the same. The Freddo 5x18g and Freddo Caramel 5×19.5g packs have now been replaced by 4x18g and 4×19.5g packs respectively, according to The Grocer. But the price remains the same, at £1.40 each. The change has been noted at Tesco, where the five packs disappeared earlier this month, only to reappear as four packs. Morrisons are selling the old five packs and new four packs, both at £1.40. Sainsbury's are still flogging the old multipacks while they are out of stock in Asda. Cadbury's owner Mondelez confirmed the weight of the multipacks has taken a hit due to 'significant higher input costs'. In a statement to The Grocer, they said the cost of crucial ingredients such as cocoa and dairy had gone up considerably. They added: 'Meanwhile, other costs like energy and transport, also remain high. 'This means that our products continue to be much more expensive to make and while we have absorbed these costs where possible, we still face considerable challenges. 'As a result of this difficult environment, we have had to make the decision to slightly reduce the weight of our Cadbury Dairy Milk Freddo multipacks so that we can continue to provide consumers with the brands they love, without compromising on the great taste and quality they expect.' Cadbury has made similar changes to other multipacks. More Trending In March, Twirl packs shrunk from 10×21.5g a piece to 9×21.5g. The Freddo bar was actually first invented and sold by MacRobertson's, an Australian confectionery company. It was desinged in 1930 by an 18-year-old named Harry Melbourne, and it was sold as part of the children's range. Freddo frogs came in four varities back then, milk chocolate, white chocolate, half milk and half white chocolate, and milk chocolate with peanuts. The frog-shaped chocolate bar became part of the Cadbury range in 1967 when Cadbury bought MacRobertson's. However, the chocolate treat didn't launch in the UK until 1973. They were sold for a few years before production was stopped in 1979. 15 years later, in 1994, Freddo made its return to shops, and a caramel-filled version known as Taz, was also launched at the same time. In the 90s Freddo bars were sold for 10p and this price remained in place until 2005 when it started to increase. While Freddo price have been going up and up and up – at roughly 2p a year – they do sometimes come back down. Sainsbury's lowered the price of the frog back down to 10p for Nectar customers to celebrate Cadbury's 200th anniversary. The supermarket chain typically sells a Freddo for 40p, whereas Tesco sells stand alone Freddo's for 30p. Cadbury fans ‘disgusted' as chocolate pack shrinks
The product in question is the Dairy Milk Little Bars multipacks which are now being sold as packs of four instead of packs of six. A pack of four chocolate bars costs £1.40 on Tesco's website despite a pack of six of the same chocolate bar costing the same price last month, reports The Sun. Taking to the review section on the Tesco website, one customer said: 'Advertised as new, only thing new is you get 4 instead of 6!! For the same price. Disgusting!' Another commented: 'Stop reducing how much is in the packet and charging the same price!!!' A third noticed the difference in pack size: 'Taken 2 bars out. STILL SAME PRICE. Were 6 now 4. Disgraceful.' Someone else shared: 'Was a six pack now a four pack for the same price, a third less chocolate, unacceptable shrinkflation'. The Sun explained that another pack of Cadbury chocolate bars – Freddos – had reduced from five bars to four as well as Cadbury Dairy Milk multipacks which went from nine bars to seven. The Liberal Democrats want government legislation amended to legally require large supermarkets to inform shoppers when the quantity of goods within a pre-packaged product has decreased thereby increasing the price per unit of measurement. Details of the changes would need to be attached or placed alongside the product for a 60-day period, according to the amendment tabled to the Product Regulation and Metrology Bill. Supermarkets would be forced to tell their customers if they want them to 'pay more for less' under the proposals designed to tackle 'shrinkflation'. Digestive biscuits, butter, crisps and chocolate bars were among the items found to have decreased in size while their unit cost increased, according to 2024 research by Compare the Market. Cadbury told The Sun: 'We understand the economic pressures that consumers continue to face and any changes to our product sizes is a last resort for our business. Warning as Nigel Farage's No2 plots brutal cuts 'worth more than NHS budget'
Nigel Farage's No2, Richard Tice, has said he is plotting to slash public funding to 35% of GDP - which would wipe out a massive £275billion amid questions about Reform's NHS plans Nigel Farage's "reckless" economic plans would see the entire NHS, armed forces, police and criminal justice budgets wiped out, startling new analysis shows. Comments by the Reform leader's No2 indicate the party wants to slash £274billion from government spending - more than five times Liz Truss's unfunded tax measures. Richard Tice, who is tipped as Mr Farage's choice for Chancellor, is accused of planning a dangerous "game of roulette". The brutal analysis comes after Mr Tice hinted during a podcast recording he would take an axe to public spending, without saying what services he would cut. He told the Politics Inside Out podcast last week he would like to see the size of the state reduced to just over one-third of GDP with public spending down to 35% of GDP. This would see a savage £274 billion cut from government budgets, based on current GDP figures. Chief Secretary to the Treasury, Darren Jones, said: 'Reckless Richard Tice would play a game of roulette with Britain's finances that would mean chaos, cuts and decline. ' Nigel Farage has spoken openly about how Reform would finish NHS funding through general taxation in favour of expensive healthcare insurance. 'Now whilst Farage announces more spending commitments, Tice shoots the breeze about choking off the funds for vital frontline services. 'They can't tell us how any of this would work. We only know that it would lead to devastating cuts to our public services and provoke another financial crisis just like Liz Truss 's mini Budget." Budget settlements from official Treasury figures in 2024 showed the public cash awarded to the NHS amounted to £188.5 billion. The Ministry of Defence receives nearly £54billion, the Home Office gets over £20billion while Ministry of Justice funding comes in at almost £12billion. Public spending is currently around 45% of GDP. Mr Tice told the podcast, hosted by former Labour MP Jonathan Ashworth: "At 35% of GDP, things were working more. No one was saying back in the mid-nineties, to my recollection, the NHS is bust and broken and needs fundamental reform.' It comes amid serious questions about how Reform plans to fund the NHS. In April Mr Farage declared: "I do not want it [the NHS] funded through general taxation. It doesn't work. It's not working." Labour analysis has shown that Reform's previously announced £80billion of unfunded spending commitments could lead to an increase in mortgage payments for the average family by an eyewatering £5,500 a year - with increased borrowing pushing up interest rates and bills. It comes after Tory frontbencher Chris Philp, who was Chief Secretary to the Treasury when Ms Truss announced her disastrous mini-Budget in 2022, also voiced alarm about Reform. He told the BBC's Laura Kuenssberg that Nigel Farage's team wants to go even bigger on unfunded tax cuts.
