Suffolk County District Attorney Ray Tierney said Long Island couldn't have taken on MS-13 without a little help from the feds — as he revealed the migrant gang's three twisted rules that made them the most dangerous in the Empire State.
Tierney said during an exclusive sit-down with The Post that migrant crews like the Venezuelan gang Tren de Aragua wreak havoc in the New York metropolitan area, but MS-13 poses a greater threat because prestige among the ranks is gained solely through violence and murder.
'That's the purpose of MS-13, to be the biggest, baddest, most violent gang in the world,' he said. 'They considered murder part and parcel of what they did. And that's how you gained prestige and respect and moved up in the gang, by committing outrageous acts of violence, including murder.
'In the ethos of the gang the best way to accomplish that would be with your hands, a club machete,' Tierney said. 'Violence for the MS-13 is not necessarily in furtherance of economic benefit.'
He said his office's success in shutting down much of the gang on his turf hinges largely on the feds.
'The reason why it's gotten significantly better is primarily the federal government — the FBI, the US Attorney's Office. And I was part of that, but it was those agencies. They took a lot of these violent actors off the streets and made it better.'
MS-13, or Mara Salvatrucha 13, was formed by immigrants from El Salvador in the US who fled civil war in their country in the late 1980s and early 1990s, according to federal officials.
Initially meant to protect migrants from violence, the gang grew into one of the most notorious criminal enterprises in the country, relying more on violent attacks than traditional criminal activities.
Gang members have three rules that dictate death sentences — no member can cooperate with police, no outsider can disrespect the gang, and rival gangbangers are to be executed on sight, Tierney said.
In New York, MS-13 established a strong presence on Long Island, peaking in 2015, leaving behind a trail of ruthless and merciless violence against even helpless teenagers.
In October, a gang hanger-on nicknamed 'Little Devil' was sentenced to 50 years in prison for luring four men to a local park where a gang of MS-13 thugs hacked them to death.
Leniz Escobar, 24, was convicted in 2022 of four counts of murder in aid of racketeering and one count of racketeering in connection with the horrifying crime.
In July, Alexi Saenz, 29 — the reputed former head of the Sailors Locos Salvatruchas Westside clique — admitted he was behind a series of slayings that included the deaths of Nisa Mickens, 15, and her 16-year-old friend, Kayla Cuevas, who were beaten and hacked to death in 2016.
In March 2024 police in Suffolk County said two severed heads and other scattered body parts found at a Babylon park were believed to be linked to MS-13.
Tren de Aragua, a more recent migrant menace in the Big Apple and surrounding suburbs, exploited city funded shelters in the five boroughs by recruiting new members and spearheading illegal operations.
Despite their capacity for violence, TdA largely relies on drug, gun and human trafficking, and grab-and-go robberies by crews of moped-riding migrants — focusing more on illicit profits than assault and murder.
Both MS-13 and Tren de Aragua were designated as foreign terrorist organizations by the Trump administration, which has launched nationwide raids to expel illegal immigrants.

An iconic image showing a masked man on a motorcycle circling a burning car while holding aloft a giant Mexican flag against a backdrop of black acrid smoke and a row of police cars captured the mood. It was the 'Summer of Love' all over again — and America has had a gutful. The president could not have asked for a better advertisement for his tough border policies. He always said that the millions of illegal aliens who swarmed over the border under Joe Biden was an invasion, and here were the invaders making his point for him. Advertisement As a result, the Democrats have no moral standing. They are moored in no man's land, owning Biden's invasion and the violent masked agitators waving any flag but America's. They own the arson and looting and attacks on police and federal agents. We saw the same in 2020, from Kenosha to Seattle. So President Trump mobilized the National Guard the next day. 'These Radical Left protests, by instigators and often paid troublemakers, will NOT BE TOLERATED,' he said on Truth Social. The riots were top of mind: 'If we see danger to our country and to our citizens, we'll be very, very strong in terms of law and order.' He was particularly disgusted by the tactic of protesters spitting in the face of federal officers. 'I have a little statement: 'They spit, we hit.' . . . Nobody's going to spit on our police officers. Nobody's going to spit on our military, which they do as a common thing. They get up and they start spitting in their face. Suffolk County's jails are being forced to hold onto 125 felons who were supposed to be transferred upstate — with officials blaming state government chaos for the delay, The Post has learned. County Executive Ed Romaine blamed Gov. Kathy Hochul and said housing a growing number of state prisoners is putting staff in a dangerous situation as taxpayers are on the hook for hundreds of thousands in estimated extra costs. 'They've been convicted and are supposed to be in state prisons and they're not because the state is just not taking them,' Romaine told The Post. 'Well, [Hochul] fired 2,000 corrections officers striking for better working conditions and she's closing prisons around the state.' 4 Suffolk County's jails are being forced to hold onto 125 felons who were supposed to be transferred upstate. But Romaine said that has changed in the aftermath of labor unrest with the corrections officer union and Democratic governor. Advertisement He said the delays are now causing headaches across the system, from administration to the inmates themselves. Most of the detainees in the two county jails — in Riverhead and Yaphank — are people accused of low-level crimes that are being held for trial and have not been convicted. Advertisement 'Our jail staff are already spread thin,' Romaine wrote in a letter to Gov. Hochul in May obtained by The Post. 'I understand that the state faces similar staffing challenges, but it is unfair to shift this burden to the County with minimal financial compensation and little to no collaboration.' The state Department of Corrections and Community Supervision blamed the backlog on system-halting staffing shortages that were sparked after the state fired 2,000 corrections officers who participated in an unauthorized, nearly month-long strike in March. 4 Romaine added that the influx of roughly 125 felons is raising serious safety and management concerns for staff. Advertisement 'The law says they're state ready, then they need to be in state prisons, not local jails,' he said. New York State is reimbursing Suffolk $100 per day for every inmate stuck in the county jails, but Romaine said the county pays $250 per day for each, meaning taxpayers are on the hook for the extra $150. 'The warden and his staff calculate that we have expended approximately $280,000 in excess of what we have received from the state to house these state ready but unclaimed prisoners since February,' Romaine wrote in the May letter. 4 New York State is reimbursing Suffolk $100 per day for every inmate stuck in the county jails. Cristina Cuomo allegedly used her family connections to try to help the posh Surf Lodge in tony Montauk keep its crucial liquor and music licenses, The Post has learned. Long Island's Surf Lodge — owned by Jayma Cardosa, a buddy of ex-Gov. Andrew Cuomo's sister-in-law — was fighting to keep its licenses in 2019 amid violations with the State Liquor Authority and local town officials. Cardoso hoped to get then-Gov. Cuomo — through Cristina and her husband Chris Cuomo, Andrew's brother — to 'soften up' then-SLA Chairman Vincent Bradley, who was appointed by Andrew, reveal emails obtained by The Post. Andrew has denied all of the allegations against him. Christina ended up writing a name-dropping letter to Bradley on Feb. 6, 2019, on behalf of Cardoso. 'Dear Vincent, I hope you are well. By way of my husband Chris Cuomo, I got your email from my brother-in-law, Gov. Andrew Cuomo,' Cristina said. She said she was writing on behalf of her 'friend and fellow Brazilian' Cardoso, who faced 'potential license revocation' for overcrowding conditions cited by a fire-marshal inspection during the prior year's Labor Day weekend. Advertisement The SLA had threatened to 'eliminate live music' at the venue as part of a proposed settlement with it so that it could keep the liquor license, the letter said. 'Jayma has brought Grammy Award winning live music and culture to the Hamptons community for 11 years, and has attributed to Montauk's burgeoning tourism while other establishments have come and gone,' Cristina told Bradley in her letter. Cristina, founder of the health+wellness platform Purist that operates in the city and Hamptons, added, 'I cherish our family vacation time out East and the cultural outlets that make our enjoyment of the Hamptons all the more special. 'Thank you for your thoughtful consideration in preserving the arts and culture at The Surf Lodge and the Hamptons as a whole.' 7 Cristina is married to Andrew's brother Chris. In the settlement pact, the owner agreed to pay $55,000 in civil penalties and limit music to three nights a week, stopping at 8 p.m. Upstate Republican Borrello, who is a restaurateur, said Cristina's letter doesn't pass the ethics smell test. Advertisement His campaign denied that the ex-governor had intervened in the Surf Lodge based on the letter from his sister-in-law or any other interactions. Through a campaign rep, Cuomo pleaded ignorance on the topic and claimed it's much ado about nothing. 'We knew nothing about this situation and certainly took no action, but the fact this seven year old letter is getting shopped around weeks before Election Day shows just how desperate people are getting — this really is some bottom of the barrel stuff,' said Cuomo spokesman Richard Azzopardi.
