Nearly all details have been agreed upon, but the compensation fee is yet to be finalised, with Brentford seeking £10m for Frank's release.
Frank has impressed at Brentford since 2018, leading them to the Premier League and consolidating their top-flight status; Brentford finished 10th last season, 18 points ahead of Tottenham.
If Frank joins Tottenham, he will reunite with technical director Johan Lange, with whom he previously worked at Lyngby.
