This constitutional amendment would change how Utah publishes constitutional amendments

An amendment to the Utah Constitution has been introduced in the Utah Legislature that would change the publication requirements for future amendments to the constitution.
HJR10 and HB481 would work together to change the publication requirements for proposed amendments to Utah's Constitution and other ballot questions. This will change it so these amendments and ballot questions can be published online instead of having to be published in print newspapers.
'Since that's not really the best notice anymore, then the way to do that is to amend the Constitution and clarify it, you know, make it more modern with what our current practices are,' said Rep. Anthony Loubet, R-Kearns, the sponsor of both the bill and resolution.
Currently the state constitution has been understood to say that these amendments have to be published in physical print newspapers across the state. But under the new amendment they would just be published online.
'I'm a nerd, so when it's a legal, procedural thing. I read the court thing and I'm like, 'I know how to solve this,'' Loubet said. 'When the court identifies and applies the law, and we look at it and say, well, the plain meaning doesn't match with what the current practice is. Well, that's our job.'
The amendment, HJR10, would make it so that the manner of publication for notice would be determined by statute, then HB481 sets that statute. Also clarified in the amendment is that it has to be published for 60 calendar days before the General Election, instead of two months.
The bill also clarifies that proposed amendments have to be published as a class A notice. This includes the amendments being published on the Utah Public Notice website and the Lieutenant Governor's website.
The bill requires the notice to include the entire resolution and not just a summary of the text.
If HJR10 passes through the Legislature, it will go on Utah's ballot in 2026. HB481 will only go into effect if the amendment is approved.
Sen. Lincoln Fillmore, R-South Jordan sponsored SB73, which would change the requirements for publishing citizen initiatives. This bill requires citizen initiatives to be published in print newspapers around the state for two months before being put on the ballot, as previously reported by The Deseret News.
Loubet's constitutional amendment includes citizen initiatives so it conflicts with SB73. Loubet said Fillmore has a substitute for his bill which would make it so the publication has to follow the constitution. So if this constitutional amendment goes into effect, it will change how these citizen initiatives are published.
SB73 will go into effect this summer, but if Loubet's amendment passes, that will change at the beginning of 2027 when the amendment becomes a part of the constitution.

'The level of immaturity is beyond words,' Paul told reporters, adding that the move to withdraw his invite was 'just incredibly petty.' Paul said his invitation was pulled in retaliation for his refusal to support Trump's 'Big Beautiful Bill.' He said he would consider voting for the GOP's budget if the debt limit portion was removed, but that is unlikely to happen by the time the Senate votes on it. 'I'm arguing from a true belief and worry that our country is mired in debt and getting worse,' Paul said. 'And they choose to react by uninviting my grandson to the picnic. I don't know. I just think it really makes me lose a lot of respect I once had for Donald Trump.' Paul said the move wouldn't make him come around. 'It's just, I think, a really sad day that this is the level of warfare they've stooped to,' the Kentucky Republican said, apparently unaware that there are far more serious disputes raging across the country. Paul said he was unsure who made the call to disinvite him and his family. It could be Trump or 'petty staffers who have been running a sort of a paid influencer campaign against me for two weeks on Twitter,' he said, before taking aim at Deputy White House Chief of Staff Stephen Miller. 'You have people that are basically going around casually talking about getting rid of habeas corpus,' Paul said. 'And the same people that are directing this campaign are the same people that casually would throw out parts of the Constitution and suspend habeas corpus. So, I think what it tells is they don't like hearing me say stuff like that, and so they want to quiet me down. And it hasn't worked, and so they're going to try to attack me.' Paul pointed out that in his time in the Senate, neither Presidents Obama nor Biden disinvited him to the bipartisan gathering on the South Lawn, which he had been planning on attending alongside his wife, son, daughter-in-law and six-month-old grandson. The invite revocation may have also been spurred by how Paul broke with Trump on another issue: Saturday's $45 million military parade in Washington, D.C., which is supposed to celebrate the Army's 250th anniversary but which conveniently falls on Trump's birthday. 'I've never been a big fan of goose-stepping soldiers in big tanks and missiles rolling down the street,' Paul explained this week. 'So if you asked me, I wouldn't have done it. We were always different than the images you saw of the Soviet Union and North Korea. We were proud not to be that.'

It should give them a pathway to citizenship. The United States has advertised itself as the 'land of freedom and opportunity' for centuries, which is why it is so appealing to immigrants. Marcelo and I are part of working-class immigrant families that, despite financial struggles, have tried their best to stay in this country 'the right way,' as many would call it. My family and many other families, including Marcelo's, came to this country on visas that were frequently renewed. But many families are unable to keep up with the expenses of navigating the pathway to citizenship. ICE officials have admitted that arresting Marcelo was a mistake — ICE was looking for his father — but then sarcastically called his dad 'father of the year.' He actually deserves that title. The sacrifices he had to make and the family, friends, community, and jobs he had to leave behind for his children speak to his character. As any parent would, Marcelo's parents want nothing but the best for their children. They are an integral part of their community; they pay their taxes, and they give back to this country for all the opportunities it has given their children. I can speak for every immigrant when I say this: No immigrant wants to live in the United States undocumented. In a land filled with countless opportunities, the pathways to citizenship are intentionally complicated and limiting for many. Our country doesn't need mass deportation, it needs comprehensive and aggressive immigration reform to allow immigrants clearer and easier pathways to legal residency.
