Kolkata: Criticising NIA's "casual approach" for not submitting a report in the 2018 Darivit school firing case, Calcutta High Court on Monday directed the agency to file it by July 9.
On Sept 20, 2018, two youths were killed at North Dinajpur's Islampur when cops fired on people protesting against appointment of teachers at Darivit High School. The deceased were Tapas Barman and Rajesh Sarkar.
Told that the informal report had not been signed yet and would take three more weeks to be submitted, a division bench of justices Tapabrata Chakraborty and Reetobroto Kumar Mitra said: "I will give appropriate remarks against your officer.
They have become very strong and are thinking what will the high court do. It is a casual approach. Do not justify your conduct. In 2024, you were asked to come with a report."
The bench asked the NIA counsel when the charge sheet would be filed. The counsel said: "After the probe is over. It will take some time." Asked for an exact time, the counsel added: "It's a faulty probe by the state authorities. No evidence was collected." The bench also asked the victims' families why they had not accepted the Rs 2 lakh compensation. Their counsel said that the state had initially agreed to pay Rs 20 lakh to each family.

Pune digital arrest case: Pimpri Chinchwad police arrest two with ‘mule' accounts

Pune: Pimpri Chinchwad police's cyber wing arrested two men from Ahilyanagar district on Monday, in connection with the alleged "digital arrest" of a 47-year-old Pune man who lost Rs 53 lakh to fraudsters. Tired of too many ads? go ad free now Police claimed the arrested duo from Bolhegaon in Ahilyanagar district — one's a farmer while the other works at a finance company — allowed their bank accounts to be used as "mule accounts". Stolen money would be wired to their accounts and the duo would then withdraw the cash to hand it over to their handlers, the authorities alleged. "Their handler is also from the same village, but is currently based in Pune. Our investigations show the handler had created at least 20 mule accounts in this village. The details of these accounts were handed over to fraudsters based out of Maharashtra," said assistant inspector Pravin Swami, of Pimpri Chinchwad cyber police. The two men arrested on Monday were identified as Akash Pathare (28) and Avinash Tungar (27). They were held as the police investigate the complaint by a Moshi resident who said that on April 2 he received a "letter" via a messaging app that claimed his bank account was being used to launder money and that he faced arrest. One police official said: "The person at the other end told the Moshi resident he was an 'officer' with the Mumbai crime branch. He told the victim the cops and the bank needed to verify his bank account through a money transfer. The victim was even told the bank would return the money to him immediately after verification. Believing all this, the Moshi man transferred Rs 53 lakh to the three bank account numbers given to him. Tired of too many ads? go ad free now He never got the money back." Senior inspector Ravikiran Nale of Pimpri Chinchwad cyber police told TOI that during their investigation, they found Rs 5.4 lakh of the money was transferred to a private bank's account. "So we took the details of this account holder from the bank and found that it was in Ahilyanagar district. We arrested Pathare who revealed three more names. We then arrested Tungar. A search is on for the two others," Nale said.

DoT urges state governments to use BSNL and MTNL for enhanced data security

The Department of Telecommunications (DoT) has written to the state governments to consider using the telecom services of state-run operators Bharat Sanchar Nigam Ltd (BSNL) and Mahanagar Telephone Nigam Ltd (MTNL), citing data security governments have from time to time mandated using services of state-run telcos on a project-wise basis, such a broad directive of sorts is unprecedented, said industry executives. If implemented, it could cost private telecom and internet service providers (ISPs) thousands of crores in potential annual revenue, they said, adding that the smallest players would be the hardest hit as they survive on wafer-thin margins. Revenue from government contracts constitute a big part of the enterprise revenue of all private telcos and ISPs. The adjusted gross revenue of the telecom industry from April-December 2024 stood at Rs 2,23,799 crore, with private players accounting for more than 92% share. In similar letters, dated April 8, addressed to the chief secretaries of all states and Union Territories, DoT secretary Neeraj Mittal said, 'As BSNL/MNL are becoming competitive in the telecom sector, and in light of the Cabinet decision in the past, I request you to consider utilisation of the services of BSNL and MTNL by all departments/agencies/PSUs (public sector undertakings) of the state government for internet/ broadband, landline and leased line requirements.' EThas seen a copy of the letter. Mittal added that BSNL — which now runs MTNL's operations as well — would dedicate a separate one-stop nodal point to provide the highest level of services to the state governments. The DoT's suggestion could lead to the private sector players missing out on lucrative and typically long-term government sector contracts. State governments and PSUs give contracts to private players through a tendering process, and the final bidder is selected based on the lowest price. But the DoT's letter distorts the historic level playing field, according to private players, with the government siding with one particular telco. An industry executive said the idea behind carving out BSNL and MTNL from the DoT as a separate entity was to let the company function independently and to ensure that the government did not act as a regulator as well as the owner.
