Uncertainty looms over continuation of Medisep scheme
THIRUVANANTHAPURAM: Uncertainty prevails over the future of Medisep, the health insurance scheme for government employees and pensioners, as the expert committee appointed by the state government to recommend revisions is yet to submit its report.
The Oriental Insurance is the insurance provider and, under the present scheme, the annual premium for a beneficiary is Rs 5,664, including 18% GST. The government makes an advance payment of the premium amount to Oriental Insurance in four instalments a year. The government will retrieve this amount from the salary or pension of beneficiaries in 12 instalments.
Earlier, the insurance provider had asked the government to hike the premium. This demand and the criticism by employees' organisations prompted the government to appoint an expert committee to submit recommendations on revamping the scheme. The major criticism by employees was that prominent hospitals are not partnering with the scheme. Lack of standard treatment packages and inclusion of impractical rates were also raised.
The agreement with the Oriental insurance ends on June 30, 2025, and the government will have to decide on a premium hike to renew it.
Started in July 2022, the scheme has 30.92 lakh beneficiaries. Of the 11.43 lakh direct beneficiaries, 5.53 lakh are government employees and 5.90 lakh are pensioners. Besides 19.48 lakh dependants of employees and pensioners are also part of the scheme. As many as 628 hospitals are partnering with the scheme. Of them, 471 are private hospitals and 145 are government hospitals. Until March, 9.49 lakh claims worth `1,849.89 crore were approved.
Meanwhile, Finance Minister K N Balagopal said the government wants to continue the programme. 'We are waiting for the expert committee report. It will have recommendations on different aspects like premium, bidding etc,' he said.

UP to fund all district disability rehab centres
Lucknow: The UP govt has proposed that it will fund all 38 district disability rehabilitation centres (DDRCs) to improve the facilities being provided to differently-abled persons. The initiative aims to strengthen service delivery and ensure better rehabilitation support for thousands of persons with disabilities across the state, said officials. At present, only around five DDRCs are receiving financial support from the govt of India, while one centre in Ambedkar Nagar is run independently by NTPC. Acknowledging the funding gap, the state's social welfare department proposed that state funding be used for the operation of all DDRCs. The department proposed an annual budget of Rs 12 crore for consistent rehabilitation, skill development and assistive services to persons with disabilities across the state. D DRCs offer essential services for persons with disabilities, including health check-ups, assistive aids, artificial limbs and skill training. Due to a lack of funding, many of these centres have not been functioning at full capacity. At present, around 15 lakh differently-abled persons are registered on the Unique Disability ID portal in UP. Chief minister Yogi Adityanath directed the social welfare department to ensure that there are DDRCs in all 18 divisional headquarters of the state. These centres will provide localised access to rehabilitation, education and skill development services.

19 urban health and wellness centres in Coimbatore awaiting inauguration
COIMBATORE: As many as 19 urban health and wellness centres (UHWCs) in Coimbatore -- whose construction work has been completed and staff members have been recruited -- are awaiting inauguration. The Coimbatore city municipal corporation has 32 urban primary health centres (UPHC). The Tamil Nadu govt has constructed 19 UHWCs in Coimbatore to enhance the health services in the city. They include those in Ganapathy Maa Nagar, Townhall, Olympus, Ondipudur, Rathinapuri, Selvapuram, Kovilmedu and Pappanaickenpalayam. The state govt spent Rs 25 lakh for the construction of each centre, The construction work of the wellness centres was completed at least six months ago. More than 70 people have joined various postings including doctors, staff nurses, health inspectors and housekeeping staff, across the 19 centres. 'The state govt has completed the recruitment of staff members for the UHWCs. They include doctors, staff nurses and other cadres who will work on a contract basis. The centres will help the poor people. Commenting on this delay, N R Ravisankar, an activist in Cheran Maa Nagar, questioned the public health preparedness of the corporation. 'While they look into roads and drains, public health is very important. While there are high possibilities of monsoon infections like dengue and flu, the lack of these facilities forces the public to opt for private hospitals and clinics. Medical expenses in the private sector are not affordable, and many people fail to avail proper treatment. If these facilities are open, people from all walks of life can get better healthcare at the earliest, that too free of cost.' said Ravisankar. Briefing on the delay, a senior corporation official said, 'The situation is the same across the state, with 208 centres awaiting inauguration.' Meanwhile, all the staff recruited for these 19 centres are on duty at various urban primary health centres. Chief minister M K Stalin in 2022 announced the establishment of 708 urban health and wellness centres across Tamil Nadu, with 72 centres allocated to the Coimbatore district.
