The Bihar government has announced a 2 percentage points hike in dearness allowance (DA) for its employees and pensioners. The decision was taken on May 16, 2025, at a meeting of the state cabinet, chaired by Chief Minister Nitish Kumar.
With this hike, employees and pensioners in the pay scale of the 7th Pay Commission will get DA and Dearness Relief (DR) of 55 per cent, Additional Chief Secretary (Cabinet Secretariat) S Siddharth said.
'A hike of 6 percentage points has been approved for those in the pay scale of the 6th Pay Commission. This will raise their DA and DR to 252 per cent. For those in the pay scale of the 5th Pay Commission, the DA and DR have been raised by 11 percentage points to 466 per cent," he said.
The hike will benefit more than 5 lakh employees and over 6 lakh pensioners, officials said.
It will be effective from January 1, 2025, they said.
West Bengal Govt Employees Hail SC Direction on DA
Meanwhile, an association of West Bengal government employees has hailed the Supreme Court's interim order, directing the state to pay 25 per cent of the outstanding Dearness Allowance (DA) within the next three months.
Sangrami Joutho Mancha convenor Bhaskar Ghosh said the state government had been denying its employees their rightful dues. 'Thanks to the SC for upholding our rights," he said.
A bench comprising Justices Sanjay Karol and Sandeep Mehta, which was hearing a plea of the West Bengal government against the Calcutta High Court order on the issue, asked the state government to pay the DA arrears for 2009 to 2019 within three months.
The ruling Trinamool Congress said it will abide by the SC order in letter and spirit.
TMC leader Joyprakash Majumdar, however, attacked the opposition, alleging they were trying to malign the state government..
Around six lakh state employees would benefit from the apex court's interim order.

Cabinet will discuss JAC demands, CM firm on resolving employees' issues: Bhatti
Hyderabad: Ahead of the cabinet meeting on Thursday, deputy chief minister Bhatti Vikramarka-led cabinet sub-committee held talks with govt employees' JAC leaders on Wednesday and assured them that the Congress govt considered their 57 demands as genuine. "Despite financial constraints, the CM is firm on resolving their issues. The cabinet sub-committee will submit a report to the govt with its recommendations, and the cabinet meeting on Thursday will decide which of the financial intensive and other demands will be accepted," Bhatti said. Sources told TOI that the cabinet meeting was likely to give preference to clearing a significant quantum of the pending Rs 10,000 bills of the employees and may announce release of one Dearness Allowance and time frame for another DA. The govt may also accept demand of new health cards, but a final decision on "cashless and capless treatment" would be taken after cabinet discussion. The govt may also revise the treatment slabs fixed nearly nine years ago. However, contrary to expectations, sources said the cabinet may not decide on enhancing the retirement age from the present 61 to 64 years following intelligence reports on severe backlash from students and youth. We are confident that tomorrow's cabinet meeting will find solutions to many of the demands of the JAC," he said while emphasising the need for their cooperation so that neither the public nor employees face difficulties. He said that it was due to financial issues resulting from the past decade's governance that bills and other demands of the employees piled up. "The Congress is continuing many welfare schemes of the previous government and is also implementing its own promises. Also, new schemes not announced in the manifesto have been launched. All this is being done without any additional tax on the citizens. The govt is committed to addressing employees' demands as part of this effort," Bhatti said. On their part, the JAC leaders said they would decide their future course of action based on the cabinet decision. The JAC has threatened to launch protest programmes in a phased manner, followed by a pen-down strike from June 9 onwards, if at least some of their important demands are not met. The JAC has demanded 51% fitment (PRC), release of at least three of the five pending DAs and Rs 10,000 crore employees bills, new health cards with cashless and capless treatment, revision of old rates of medical treatment and a number of non-financial issues such as general transfers. Besides these issues, the cabinet meeting on Thursday is also expected to discuss the approval of loans to unemployed youth under Rajiv Yuva Vikasam, implementation status of various development projects and those to be launched with central assistance, and national dam safety authority and vigilance reports.

Collegium system reforms can't be at cost of judicial independence: CJI
Amid a clamour for legislative revamp of the judges-selecting-judges system, fuelled by Vice-President Jagdeep Dhankhar's statements, CJI B R Gavai has said no reform in the collegium system could be at the "cost of judicial independence" and that judiciary should retain its primacy in appointments to Supreme Court and high courts. At a round-table in UK Supreme Court on Tuesday evening, CJI Gavai said, "There may be criticism of the collegium system, but... judges must be free from external control." CJI said SC had struck down National Judicial Appointments Commission Act in 2015 as the law attempted to dilute judiciary's independence by giving primacy to the executive in court appointments. Unwarranted interference led to collegium system, says CJI Tracing the evolution of the collegium system through two SC judgments in 1993 and 1998, the CJI said the executive had the final say in appointment of judges to Supreme Court and HCs till 1993 and that system saw two senior-most judges of SC getting superseded in the appointment of CJIs (both by the govt headed by Indira Gandhi) in breach of established traditions. He said the collegium system evolved as judiciary's response to the executive's excesses and unwarranted interference in appointments to constitutional courts. As per the two judgments concerned, the collegium was to act in unanimity and its decision was to be final, Justice Gavai said, adding that this "sought to ensure independence of judiciary, reduce executive interference and maintain judiciary's autonomy in its appointments". Quoting B R Ambedkar's words - "our judiciary must both be independent of the executive and must also be competent in itself" - the CJI said the fact that constitutional courts drew salaries from the Consolidated Fund of India made judges independent of the executive. Referring to Kesavananda Bharati judgment of 1973 that propounded the basic structure doctrine by a 13-judge bench through seven to six majority, CJI Gavai said, "This ruling established a significant judicial precedent, affirming that certain fundamental principles, such as democracy, rule of law, and the separation of powers, are inviolable and cannot be altered."
