
Citizen testing reveals phosphate ‘crisis' in English and Welsh rivers
Citizen testing of rivers in England and Wales by anglers reveals that more than a third of freshwater sites breach phosphate levels for good ecological status.
Volunteers from angling groups are using the data to try to drive change in the way rivers are treated – but the task ahead is huge, according to the Angling Trust and Fish Legal.
'Our freshwater habitats are in crisis – a fact now widely recognised by the public, politicians and regulators,' the chief executive, Jamie Cook, said. 'Many anglers already knew this, having witnessed the decline in water quality at our favourite fishing spots.
'This report sheds further light on the dire state of our rivers and shows how anglers are using data to deepen our understanding of water pollution – and to influence the future of river management when recognised as legitimate stakeholders in decision-making processes.'
The report analysed about 4,000 samples collected by volunteers in the network between July 2023 and July 2024. They measured nitrate, phosphate, ammonia, electrical conductivity, temperature and turbidity on 76 catchments, along with visual observations and photographs.
Only 16% of English rivers are considered to be in good ecological status, with phosphate levels at an upper limit of 0.306ppm.
The report reveals almost 34% of samples collected by angling volunteers breached that upper limit.
Nitrate levels have no upper limit but Angling Trust volunteers were given independent guidance that nitrate concentrations of 5ppm or more were excessive in a freshwater habitat. This level was exceeded in 45% of samples collected.
The pollution is not evenly spread, the report reveals. In the Medway catchment, which is mostly in south-east England, including Kent, Surrey and East Sussex, 100% of site averages – based on eight or more samples in the year – failed to meet good ecological status as defined by the water framework directive, which is part of English law.
In the Avon catchment in Warwickshire, 86% of phosphate site averages failed to meet good ecological status.
Anglers are calling on the government and water companies to improve water quality.
Alex Farquhar, the campaigns and advocacy officer at the Angling Trust, said: 'This report paints a picture of the continued ill health of our rivers and the systemic failure to make the rapid shifts in governance needed to bring them back to life. Listening to citizen science initiatives like this one is essential to this process.'
The extent of pollution still affecting English rivers was revealed as Labour MPs refused to consider adding extra protections for chalk streams, which would designate them as irreplaceable habitats in the planning and infrastructure bill – designed to drive Labour's target of 1.5 million houses and grow infrastructure delivery across the country. All Labour members examining the draft law rejected an amendment containing the extra provision.

Anglers from the rivers Test and Itchen, two world-renowned chalk streams in Hampshire, used the data gathered over 12 months to expose how Southern Water was contributing to polluting the waterways.
They protested with others over sewage dumping from the Fullerton wastewater treatment works. After the demonstration Southern Water increased the capacity of the treatment works, drastically reducing sewage spills.
Anglers from the Royal Tunbridge Wells Angling Society, on the Medway, monitored 15 sites and collected 279 samples, which were analysed by the independent researchers Dr Eleanor Kean and Dr Liz Bagshaw, at the University of Bristol. Every sample breached the upper limit for good ecological status (GES) due to high phosphate levels.
The anglers put pressure on the Environment Agency to create a joint monitoring group that exposed how more than 90% of pollution problems were from direct outputs and outflows from wastewater treatment works and combined sewer overflows, which were the responsibility of Southern Water.
In Warwickshire, more than 50 anglers took part in the monitoring. Their sampling showed 86.4% of sites regularly tested in 2023-24 had average phosphate readings breaching good ecological status – significantly higher than the national average.
Andy Hammerton, a Water Quality Monitoring Network volunteer with the Girling Angling Society, said: 'While our efforts to force the water companies and Environment Agency to improve may be perceived by some to be too little too late … my hope is that by applying the pressure now, my grandchildren will benefit from a clean and safe natural river environment where wildlife and fish will once again flourish.'

Prince William: Our 20-year plan to save Dartmoor
The Prince of Wales has launched an ambitious 20-year Dartmoor restoration plan that sets out a return to seasonal grazing patterns and heavily wooded river valleys to combat habitat loss and cope with increasingly dry summers and frost-free winters. Climate projections by the Met Office for the Duchy of Cornwall, the private estate of the heir to the throne, show the national park will face greater heat stress for crops and livestock in summer and increased and more extreme rainfall in winter. Climate scenarios predicting 2C of warming suggest Dartmoor may even stop being suitable for blanket peatland, leading to erosion and carbon release. The duchy, which owns about 68,000 acres — 28 per cent — of Dartmoor, has worked in collaboration with the Central Dartmoor Landscape Recovery (CDLR) project on a plan to support wildlife alongside farming by re-establishing more traditional summer grazing seasons for cattle, sheep and ponies. It will also enforce rest periods for the land to give it time to recover and allow biodiversity to blossom. Writing in the foreword to the Landscape Vision for Dartmoor, William says that to 'keep Dartmoor special we must respond to the twin challenges of global warming and the requirement to restore nature, while ensuring the communities on Dartmoor can thrive'. He writes: 'Like the thousands of young people who set out on the Ten Tors Challenge each year, knowing your destination is essential before setting off on any journey. The Dartmoor Vision provides that destination. It shows us what might be possible and how that might be achieved. It is bold and ambitious and something that I hope, by working together, can be delivered for not just the current generation but for generations to come.' • William urges leaders to 'act now' on ocean pollution The national park contains three of the largest moorland Sites of Special Scientific Interest in the country, but none is in a 'favourable condition', with rare moorland birds, such as golden plover, red grouse and ring ouzels, all but disappearing from the area. The CDLR project, which covers 90,000 square miles of the national park, involves about 40 landowners and farmers. Some of the other key aims set out in the 130-page plan include restoring peatlands, sheltering rivers with heavily wooded valleys, carrying out large-scale natural flood management, prioritising native species-rich grasslands, developing the rural skills pool and providing affordable housing for landscape managers and retiring workers. Matthew Morris, rural director for the Duchy of Cornwall, said Dartmoor has been a grazed landscape for millennia, but 'I think we are all agreed things need to change'.'Having hiked a lot of the moor last year myself, parts of it are generally quite barren,' he said.'We want the right type of grazing in the right time and right place, particularly bringing cattle back into the mix. There are a lot of sheep but cattle are more effective grazers and create mini habitats.' • Extend wild camping rights across England, says Dartmoor boss The current grazing rights held for Dartmoor are for 145,000 sheep, 33,000 cattle, 5,450 ponies and 12,330 other potential grazing units, but these are not historically out of step. Records going back as far as the duchy's ownership starting in 1337 show that upward of 10,000 head of cattle were moved to the moor annually from nearby Devon parishes. The report authors suggest the decline in biodiversity on Dartmoor could be 'linked with the loss of nutrient cycling delivered by seasonally large herds feeding on mineral-rich grass for a summer grazing cycle'. 'It is likely that the high moor was not grazed until as late as July or August,' the report says.'Changes in farming today may lead to the first break in generational wisdom ever seen. This would be a huge loss considering the time it takes to re-learn extinct ways.'

Rare hazel dormice released to create Leicestershire's only known population
Conservationists have released 20 rare hazel dormice into a secret woodland location in Leicestershire to create the county's only known population. The tiny mammals were reintroduced this week to an undisclosed area of the Bradgate Park Trust estate by wildlife charity People's Trust for Endangered Species (PTES) and its partners. It comes as part of national efforts to help the endangered species come back from the brink of extinction. The native dormouse, immortalised as the sleepy guest at the Mad Hatter's Tea Party in Alice in Wonderland, has suffered declines of 70% nationally since 2000 and has vanished from 20 English counties. Annual dormouse reintroductions began in 1993 and have been managed by PTES since 2000, with 1,142 being released into 26 different woodlands in 13 counties, including six English counties where they had previously been lost. The reintroduction in Leicestershire follows the successful reintroduction of 38 dormice to the National Forest from the National Trust's Calke Abbey in Derbyshire. The conservationists say this secondary reintroduction is a vital step forward for dormouse recovery nationally and regionally. The hope is that these two populations of dormice will one day form part of a wider population spanning the whole forest. Bradgate Park Trust, which is a site of special scientific interest (SSSI) and part of a national nature reserve, was chosen with the help of local wildlife groups to ensure the woodland is suitable for dormice now and in the future. Ian White, PTES dormouse and training officer, said: 'Despite once being a common part of Britain's woodlands and hedgerows, hazel dormice have experienced a historic and catastrophic decline due to habitat loss, degradation and poor management of woodlands and hedgerows, compounded by a changing climate. 'PTES's reintroductions, alongside habitat management, landscape projects and monitoring, are paramount to their long-term survival.' James Dymond, director of Bradgate Park Trust, said: 'As a small charity, we are proud to be entrusted with the care of these rare and charming creatures. 'This reintroduction is a testament to the past woodland management efforts on the estate, and we are committed to ensuring this special habitat continues to thrive—not only for the dormice, but for a wide range of other rare species that call it home too.' Ben Devine, head of nature recovery at the Leicestershire and Rutland Wildlife Trust, added: 'This release is an exciting first step in helping dormice not only locally, but nationally too. 'Ensuring the right landscape and habitat is in place is key to ensuring continued nature recovery, and we will continue to monitor the dormice to ensure that Leicestershire's only known population thrives and one day expands beyond Bradgate Park estate.' The dormice are bred in captivity and undergo an eight-week quarantine with regular health checks before their release, to ensure only healthy animals are put into the wild. They have been released into their woodland habitat, which has been selected to make sure it meets their needs, in large wire mesh cages with food and water. Local volunteers from Bradgate Park Trust and the Leicestershire and Rutland Mammal Group will regularly check the cages and top up their food and water before the doors are opened after 10 days to allow them to start to explore their new home.
