Children miss extra 4.7m school days as pandemic triggers attendance crisis

Schoolchildren across Britain are missing an extra 4.7m days every term after the pandemic triggered a national attendance crisis, new analysis shows.
Children missed 11.5m days of school in the autumn term of 2023 – 67pc more than the 6.8m days lost in the same period before Covid hit in 2019, according to a new report by the Institute for Public Policy Research (IPPR) think tank and The Difference, an education charity.
The numbers represent a 'fundamental fracturing of society' which is hammering productivity and driving spiralling costs to the public purse, the report warned.
Children have increasingly missed school since the pandemic lockdowns, which disrupted the education system and reduced parental support for full-time schooling.
Alongside kids skipping school, expulsions have also surged by a third in a single year while the number of children in home education has jumped by more than a fifth.
Lost learning is a major threat to the UK economy as children lose the ability to build the skills needed to join the workforce at the same time Britain's economic inactivity crisis spirals out of control.
Previous analysis shows each child who is expelled from school costs the taxpayer an estimated £170,000 over their lifetime.
The number of young people who are not in education, employment or training (Neets) has jumped by nearly a quarter since the pandemic began to just under one million – the highest level since the end of 2013.
Britain's attendance crisis is closely interconnected with a boom in special educational needs that is crippling local authorities' finances.
Since 2015, the number of children with the highest level of special educational needs support plans has increased by 140pc.
Kiran Gill, an associate fellow at IPPR and the founder of The Difference, warned that the attendance crisis threatens Rachel Reeves's promises to grow the economy.
Ms Gill said: 'Our education system is failing the children who need it most. The consequences – rising mental health issues, youth violence and risks to national growth – should concern us all.
'This is the new frontier in education. Without more children in front of their teachers, we cannot raise attainment, improve employment, or give more children the safe, healthy childhood they deserve.'
For every child that is permanently excluded, IPPR calculates there are 10 more who are making 'invisible' exits from school, which includes being illegally banned from the school without a formal expulsion.
A third of these children go on to an 'unknown destination', meaning the Department for Education has no idea where or whether they are still being schooled.
The report's authors urged the Chancellor to invest £850m over the next five years to tackle school absence.
This would help half a million children and would pay for itself by 2030 by reducing the need for 35,000 costly Education, Health and Care Plans (EHCP), which help kids with learning difficulties get through school.
They also called for new laws to make sure children are monitored when they leave school.
School admissions policies should also be changed so that institutions take on more children from disadvantaged backgrounds, they added.
Efua Poku-Amanfo, a research fellow at IPPR, called for urgent action to tackle lost learning.
'Children can't learn if they are not in school or are in some other way lost from the classroom or unaccounted for. Since the pandemic, huge swathes of children have never returned, are being excluded or are mysteriously absent,' she said.

GUILFORD COUNTY — Several school board members publicly pressed Tuesday night for the Guilford County Board of Commissioners to do more for the county's public schools than was called for in the county manager's budget recommendation for the fiscal year that begins July 1. Several members of the Guilford County Board of Education used their speaking time at the end of the board's meeting Tuesday to either express their hopes about the budget, voice their frustrations or, in one case, openly declare 'shame on them' for not already stepping up to provide Guilford County Schools with more resources. School board member Dianne Bellamy Small, a Democrat whose district includes part of High Point, was the most forceful in her comments, naming Commissioner Pat Tillman and alluding to Commissioner Carlvena Foster, both former members of the school board. 'Tillman used to sit right beside me and I used to kick him in his ankles, so he should know better,' she said. She criticized the commissioners for being able to find $75 million for an incentives package for an as-yet-unidentified company expected to be named at a press conference today while the proposed budget leaves GCS employees without adequate money for pay raises and maintenance. 'Investing in education is the best win we can do for the entire community,' she said. 'If they can find $75 million to incent a company to come here, they can find the' $53 million increase that the school board had requested. The county manager's budget proposal would increase the school system's normal operating expenses by $32 million but would not provide any money for emergency maintenance needs such as heating and air conditioning repairs. School board member Linda Welborn, a Republican, said that while the commissioners have provided a large amount of school bonds money, GCS cannot legally pay for repairs and routine maintenance with that, and it's financially unsound to replace an entire HVAC system if can be repaired instead. 'You cannot leave us hanging with no maintenance dollars to not fix an emergency,' Welborn said. 'I'm totally in shock that somehow their logic is not there.' In other business, the school board voted in favor of closing three elementary schools with low and shrinking enrollment, including Southern Elementary south of Greensboro, which will close after the 2026-27 school year. Its students will be divided between Allen Jay Elementary in High Point and Sumner Elementary in Greensboro, which both are being torn down to be replaced by all-new schools in 2027. The board also approved a number of appointments of new principals, including: * Chelsea Smith as principal at Ferndale Middle. Smith has been serving in a research analyst role since 2021 and was principal at Bessemer Elementary from 2018 to 2021. * Howard Stimpson as interim principal at Kearns Academy. Stimpson has been a principal with Guilford County Schools since 2014 and currently serves as principal at Penn-Griffin School for the Arts. * Abu Zaeem as principal at Penn-Griffin School for the Arts. Zaeem is the current principal at Shadybrook Elementary and also served as principal at Doris Henderson Newcomers School. * Alexa Veach as principal at Shadybrook Elementary. Veach serves as assistant principal at Sternberger Elementary and has worked as an assistant principal at Western Middle and Ferndale Middle.

FCC board expected to approve full-time faculty bargaining agreement

The Frederick Community College board of trustees on Wednesday is expected to approve a bargaining agreement for full-time faculty through 2028, which would end nearly two years of union negotiations. The agreement addresses employee wages, workplace culture and time off for full-time faculty members. About 100 college faculty members are represented by the union, United Academics of Maryland. The union, which has ratified the agreement, is a local affiliate of the American Federation of Teachers and the American Association of University Professors. Once approved, the agreement will be Maryland's first full-time faculty community college union contract, according to Lindsay Sanders, the higher education organizer for the American Federation of Teachers. After a Maryland law guaranteed collective bargaining rights for community college faculty and staff members, FCC's full-time members voted in August 2023 to unionize. FCC faculty members for nearly two years rallied and advocated for shared governance and to remedy pay inequities, according to union leaders. The FCC union voted to ratify the contract on May 20. On Wednesday, the board of trustees is expected to approve the agreement and both of the bargaining teams would sign it upon approval, according to Sanders. 'I expect the agreement to be approved,' FCC labor relations specialist Pamela Murphy said in a statement sent to The Frederick News-Post. Sanders wrote in an email on Tuesday that she wasn't available, but suggested talking to Lindsey Blankenbaker, the northeast regional assistant director of organization and field services at the American Federation of Teachers. Blankenbaker could not be reached for comment by phone on Tuesday. A collective bargaining agreement is a legal contract that sets the terms and conditions of employment, including employee wages, working conditions and benefits. 'The concerted efforts of both negotiations teams since November 2023 were collaborative and resulted in an Agreement that will guide the work of FCC's full-time faculty moving forward,' Murphy said in a press release. Murphy noted in the statement sent to the News-Post that while the negotiations happen in closed session and specific topics could not be addressed, 'the sessions were respectful and collaborative to address any disagreements.' The agreement posted to the FCC board of trustees' online agenda for Wednesday's meeting shows specific details regarding leave provisions, benefits, reimbursement and compensation for full-time faculty of the college. Additionally, by approving the agreement, full-time faculty members are prohibited from encouraging, participating in or condoning a strike. The agreement says that full-time faculty members who violate that part of the agreement 'shall be subject to discharge.' The collective bargaining agreement provides up to 10% raises for full-time faculty members in fiscal year 2026. Additionally, the agreement offers expanded leave opportunities, including floating holidays and wellness days. The contract also establishes a four-step grievance and arbitration process, which is a formal way to address workplace complaints. The News-Post reported in 2023 that Sue Johnson, then-president of the Frederick County Board of Education and a professor and former union organizer for FCC, said the idea came about amid allegations of bullying and harassment by former FCC President Elizabeth Burmaster. After more than three years of protests and a no-confidence vote from faculty who had accused Burmaster of creating a culture of fear on campus, she left the college in 2021. Annesa Payne Cheek was named president in February 2022 and replaced interim President Thomas Powell after a six-month search. The agreement also outlines 'fair and transparent processes' for cutting positions, as well as how FCC policies are grievable. 'FCC faculty now have bolstered workload parameters, shared governance, compensation, job protection, academic freedom, leaves, intellectual property rights in an enforceable union contract,' according to a post from the FCC United Academics of Maryland Facebook page. Murphy said in the statement that this agreement is the first negotiated at FCC. 'As such, there was a significant learning curve as to what subjects are required by law to be negotiated and what is not subject to bargaining, in addition to all that negotiations generally entail,' she said.

The economy saw the biggest monthly contraction for a year-and-a-half in April as manufacturing activity pulled back sharply amid a record drop in exports to the US following President Donald Trump's tariff hikes. Official figures showed gross domestic product (GDP) fell by 0.3% in April, compared with growth of 0.2% the previous month, and marking the biggest contraction since October 2023. It was also worse than the 0.1% contraction expected by most economists. The Office for National Statistics (ONS) said output in Britain's manufacturing sector dropped by 0.6% in April, having surged earlier in the year as US importers stocked up ahead of Mr Trump's tariff rises, which came into effect at the start of April. Exports to America fell at the fastest pace on record, down £2 billion in April – led by machinery and transport, including cars, according to separate trade figures from the ONS on Thursday. ONS director of economic statistics Liz McKeown said: 'After increasing for each of the four preceding months, April saw the largest monthly fall on record in goods exports to the US with decreases seen across most types of goods, following the recent introduction of tariffs.' The wider economy also shrank as the all-important services sector saw activity fall by by 0.4% in April. The ONS said this was largely pulled lower by a drop off in demand in the housing market following the rush to complete property deals ahead of the stamp duty change from April 1. Chancellor Rachel Reeves acknowledged that the latest GDP figures were 'clearly disappointing', but insisted her spending review would help deliver growth. GDP fell 0.3% in April 2025. The fall in GDP also comes after soaring wage cost pressures from April, with the increase in national insurance contributions (NICs) and the minimum wage both taking effect at the start of the month, which has hit the service sector particularly hard. Ms McKeown said declining output in services and manufacturing sectors both dragged on overall GDP in April. 'However, over the last three months as a whole GDP still grew, with signs that some activity may have been brought forward from April to earlier in the year,' she said. She added: 'Both legal and real estate firms fared badly in April, following a sharp increase in house sales in March when buyers rushed to complete purchases ahead of changes to stamp duty. 'Car manufacturing also performed poorly after growing in the first quarter of the year.'
