South-South Cooperation: Parliamentary Dialogue Forum Commends HM the King's Leadership

Participants in the 3rd South-South Parliamentary Dialogue Forum expressed their deep appreciation and sincere gratitude to HM King Mohammed VI for the prominent, pioneering role the Sovereign has been playing to promote South-South cooperation.
In the Rabat Declaration, read by the House of Councilors' Speaker Mohamed Ould Errachid during the Forum's closing session, parliamentary leaders from across the globe commended HM the King's support for development and solidarity-based projects and initiatives aimed at furthering unity, complementarity, integration, and shared development.
The Forum's participants commended the Sovereign's Atlantic Initiative, which aims to enable the Sahel countries to access the Atlantic Ocean and build a solid institutional framework that unites Atlantic Africa and enhances synergy among the countries of the South through greater logistical connectivity, economic openness and regional integration, particularly in the African, Arab, Latin American, and Asian geo-economic space.
In this context, they commended all successful regional initiatives and tracks for integration and cooperation in Africa, the Arab world, Latin America, the Caribbean, and Asia designed to achieve prosperity and shared development, increase investment and trade opportunities, and lay solid foundations for a shared, more prosperous and sustainable future.
The parliamentarians further emphasized the importance of bilateral, interregional, and continental parliamentary dialogues among the countries of the South as they rise to the new challenges facing international cooperation and pool efforts to confront growing challenges, while stressing that respect for the sovereignty and territorial integrity of states and non-interference in their internal affairs is the basis for peace, security, stability, and the achievement of sustainable development.
They also pledged to consolidate the work of regional and continental parliamentary unions and of national parliaments in Africa, the Arab world, Latin America, the Caribbean, and Asia, so as to enhance coordination, communication, consultation, and the exchange of views on current strategic issues, thereby keeping abreast of swift technological developments and laying down legislative frameworks that consolidate the foundations of sustainable development and industrial progress in the countries of the South, help address future challenges, and support entrepreneurship.
In this regard, they pledged to support research and innovation in the area of artificial intelligence technology as well as responsible practices aimed at encouraging the use of that technology to promote across-the-board development in the countries of the South.
On this occasion, they noted the importance of convening this Forum as a platform for exploring pathways and possibilities for regional integration and closer South-South cooperation, using a strategic, participatory, and solidarity-based approach likely to lead to complementarity, to more effective integration pathways, and greater capacity for adaptation, coordination, and strategic positioning within new systems of global interaction.
They also highlighted the role of this Forum as a mechanism for parliamentary advocacy regarding common issues and as a means to rise to the challenges faced and make the voice of the peoples of the South heard in various international gatherings.
The Rabat Declaration commended the high level of discussion, dialogue, and interaction which characterized the Forum's proceedings and activities, as well as the valuable contributions of participants, praising the presentations made on the various topics of the Forum, particularly those relating to strengthening interregional and continental dialogues among the countries of the South.
It also highlighted the importance of policies aimed at strengthening strategic partnerships across economic, social, and humanitarian sectors in order to achieve shared development and integration, and lay the groundwork for cooperation, solidarity, peace, stability, and prosperity.

On the occasion of Eid Al-Adha for the year 1446 AH / 2025 AD, King Mohammed VI has granted a pardon to 1,511 individuals convicted by various Moroccan courts, according to a statement from the Ministry of Justice. The beneficiaries include both detainees and individuals at large. Detainees (1,305 individuals): - 72 inmates received a full pardon for their remaining prison terms. - 1,229 had their prison terms reduced. - 4 had their life sentences commuted to fixed prison terms. - 71 received a full pardon for their prison sentences or remaining terms. - 6 had their prison terms pardoned but their fines maintained. - 115 had their fines annulled. - 12 had both their prison terms and fines annulled. - 2 had both their remaining prison term and fines annulled. Additionally, 15 individuals convicted in cases related to extremism and terrorism were granted pardons. These individuals were approved after formally expressing their adherence to national values and institutions, and after renouncing extremist ideologies. They include: - 5 detainees granted a full pardon for the remainder of their prison terms and fines.

King Mohammed VI Sends Eid Al-Adha Greetings to Islamic Leaders

Doha – King Mohammed VI, Commander of the Faithful, has sent greeting cards to the sovereigns, presidents, and emirs of Islamic states on the occasion of Eid Al-Adha. The monarch expressed warm congratulations and best wishes for health, happiness, and peace to his counterparts across the Islamic world. This year's celebration marks a significant departure from tradition in Morocco. For the first time in nearly 30 years, the country is observing Eid Al-Adha without the customary sacrifice of sheep. In February, the sovereign called on citizens to forego the ritual slaughter to preserve the nation's dwindling livestock. The royal directive cited 'climate and economic challenges' that have caused a 'substantial regression' in Morocco's sheep population. Since 2016, the country has lost 38% of its livestock, with breeding ewes declining from 11 million to 8.7 million in 2024. Moroccan authorities have implemented immediate measures following the King's decree. Officials closed livestock markets nationwide, prohibited animal sales and slaughter, and temporarily shut down municipal abattoirs. In some areas, even the sale of utensils associated with the sacrifice ritual has been restricted. The decision follows seven consecutive years of drought that have severely impacted Morocco's agricultural sector. According to the Ministry of Agriculture, the accumulated rainfall deficit has directly contributed to the sharp decline in livestock numbers. The shortage has caused red meat prices to soar, placing additional economic pressure on Moroccan families. In previous years, between 5.5 and 6 million animals were slaughtered during Eid Al-Adha in the North African country. This massive annual culling has become unsustainable under current climate and economic conditions. Understanding the religious significance of the occasion, King Mohammed VI will personally perform a sacrifice on behalf of all Moroccans. This approach follows the example of Prophet Muhammad, who also sacrificed on behalf of believers unable to do so themselves. The government has declared Monday, June 9, an exceptional public holiday to allow Moroccan families to extend their celebrations. The official Eid Al-Adha will be observed on Saturday, June 7 (10 Dhu al-Hijjah 1446 H). To mitigate economic impacts, particularly on seasonal workers and merchants who depend on Eid-related commerce, the government has implemented a MAD 3 billion ($300 million) aid program. An additional MAD 3.2 billion ($320) will be injected by 2026, primarily focused on rebuilding the female breeding stock. Despite the absence of the sacrifice ritual, Eid Al-Adha remains a sacred occasion for Moroccans. Many families are adapting by purchasing smaller quantities of mutton and liver, key ingredients in traditional Eid dishes. The King's father, Hassan II, made a similar decision in 1996, marking the last time Morocco observed Eid without the traditional sacrifice. Most Moroccans have accepted the directive with understanding, recognizing the necessity of the measure given the current environmental and economic circumstances.
