Bloomington wants to make 10th Street safer between Morton Street and Indiana Avenue

Yahoo02-04-2025

The city of Bloomington plans to spend up to $1 million to make changes to 10th Street. Here's when, why and how you can provide input.
The city is examining the half-mile stretch on 10th Street between Morton Street in the west and Indiana Avenue in the east.
The city has identified that stretch of 10th Street as a high priority area in the city's Safe Streets for All Initiative, based on crash data, traffic patterns and pedestrian safety concerns. The city wants to reduce accidents and improve walkability and bike access.
Karina Pazos, long range planner with the city, said the project is in the early stages and 'pretty much everything is on the table.' However, she cautioned that limited available space is eliminating some options, such as a multiuse path.
Much of the road surface is about 24 feet wide, and the sidewalks add another 5 feet on each side. Beyond the edge of the sidewalk, the city does not have access to a lot of space. In some cases, the sidewalk is right next to an exterior wall.
Pazos said there may only be enough space for a painted bike lane.
Pazos said the city may look at improving lighting, which probably does a better job of illuminating the road than the sidewalk, improving the intersections with painted or raised crosswalks and adding infrastructure to slow down vehicles. That could mean speed bumps or curb extensions that require drivers to steer around them.
The city also is considering adding trees, benches, community art and better infrastructure for disabled people, such as curb ramps.
That's not yet clear. Pazos said if the changes can be handled by the public works department, they may be implemented yet this year. However, if the project requires an outside contractor, bids likely would not be awarded until late this year, which means the work would be done in 2026.
Yes.
At 1:22 p.m. on March 29, 2018, during rain, a driver who was heading south on Grant and stopped at the intersection with 10th Street crashed into a bicyclist.
At 5:27 p.m. on May 17, 2019, a driver who was heading east on 10th Street struck a bicyclist at Dunn Street. The cyclist suffered injuries including a fractured skull.
Pazos said while some people may think, ''Oh, it's only two,' — there shouldn't be any.'
You can:
Attend a public meeting at 5:30 p.m. April 3 at Mr. Copy, 501 E. 10th St.

Both Virginia governor candidates vow to end state's "car tax"

There's one thing both candidates for Virginia governor agree on: the state's "car tax" should go, the Times-Dispatch reports. Why it matters: Most locals who own a car just shelled out big bucks for their annual personal property tax bill. Driving the news: Last week, Lt. Gov. Winsome Earle-Sears, the GOP candidate for governor, announced her "Axe the Tax" initiative at a campaign event in Fairfax. Her proposal calls for ending the personal property tax on vehicles in Virginia and eliminating the state's income taxes on tipped wages. "We are going to get rid of this daggone car tax once and for all," Earle-Sears said at the event. A spokesperson for former Rep. Abigail Spanberger, Virginia's Democratic gubernatorial candidate, told the Times-Dispatch that she too supports ending the "car tax" and plans to work with both Democrats and Republicans in the General Assembly to find a way to do it. The big picture: Roughly half of states levy a personal property tax on vehicles. Better known in Virginia as the "car tax," it's deeply unpopular with residents, likely because, well, it's a tax ... and one that only about half the nation pays. That's largely why statewide politicians have been promising to repeal or offset it on and off for nearly 30 years, including earlier this year when Gov. Youngkin proposed $1.1 billion in car tax relief. Yes, but: The tax is deeply ingrained in Virginia (it's been around since 1782) and provides significant revenue for cities, towns and counties, which levy and collect the money. So if and when politicians want to kill it at the state level, they have to find a way to reimburse the localities for the lost revenue. In 2024, the last time the state looked at repealing the car tax, the estimated price tag for Virginia was $2.5 billion to $3 billion a year, the Times-Dispatch notes.

New report reveals first car that caught fire at Jacksonville airport parking garage

A Jacksonville Aviation Authority police report obtained by Times-Union news partner First Coast News details the events leading up to the parking garage fire that shut down the Jacksonville International Airport May 16. It also reveals the first car to catch fire four hours after a woman parked. According to the report, the Aviation Authority received a dispatch call from the Jacksonville Sheriff's Office at 12:06 p.m. regarding a vehicle on fire in the hourly garage. The first airport officer on scene said he discovered a car had caught on fire with flames rapidly spreading to others around it. The smoke resulted in "low/no visibility" in the garage, so the officer assisted several passengers from the garage to safety. Jacksonville Fire and Rescue personnel responded and extinguished the fire but said it had spread to and damaged about 50 other vehicles. The airport then ceased all operations, the report states. The investigation continued with review of surveillance footage, which showed the following: 8:07 a.m.: Dark-colored mid-size BMW enters hourly garage through upper level access. 8:09 a.m.: Woman parks, exits car and walks toward departures. 12:03 p.m.: Smoke observed coming from beneath of the front of the car. 12:04 p.m.: Vehicle is fully engulfed in fire. Camera loses visibility because of smoke. The report does not state whether the BMW was a gas, electric or hybrid vehicle. The Aviation Authority also issued the following update: "Airport staff are now calling individuals parked in safe areas of the Hourly Garage that registered their vehicles at Once contacted, they can pick up their vehicles starting at 5 pm today. We ask that people come and get their vehicles only AFTER they are contacted by staff confirming their vehicle is safe to pick up to help us ensure an orderly process."
