Hillary Clinton calls for lottery reform in Northern Ireland
Changes in the law around charity lotteries could bring in "vital new funding into Northern Ireland's civil society", Hillary Clinton has said.A video message from the Chancellor of Queen's University Belfast and former US secretary of state will be played to a People's Postcode Lottery reception in Stormont on Tuesday.It comes after Alliance assembly member Sian Mulholland launched a public consultation for her Lotteries for Communities Bill, which aims to expand charity lottery fundraising in Northern Ireland.However, the operator of the National Lottery in Northern Ireland, Allwyn UK, has warned against "industrial-scale society lotteries".
The public consultation states "there may be concerns about the potential risks associated with gambling, and its impact on individuals and communities," and it is seeking to gauge opinions from the public on the matter.
'Huge untapped potential'
In the video message, Clinton speaks about her and former US President Bill Clinton's view of the charity sector in Northern Ireland and across the world."Through our visits to Northern Ireland over the years, we know how vital the charity sector and civil society are - something we believe is true around the world," she said."When we heard that People's Postcode Lottery might come to Northern Ireland, we wanted to lend our voices in support."
What is the Postcode Lottery?
The People's Postcode Lottery is a subscription-based lottery service.Players sign up with their postcode and pay a subscription fee each month to be in with the chance of winning cash prizes.They are automatically entered into the draw and prizes are announced every day of the month. A minimum of 30% of the ticket price goes to charities.Malcolm Fleming, director of public affairs at the People's Postcode Lottery, said there was a "huge untapped potential for charity lottery fundraising to raise millions of pounds every year for charities in Northern Ireland".
Speaking to BBC News NI, Mulholland said: "When we look at large society lotteries and what they have invested into the community and voluntary sector in Great Britain and even across Europe, they've raised millions of pounds in vital funds for these good causes in our grass roots and local communities."She said she wanted to bring that funding option to the community and voluntary sector in Northern Ireland.Speaking at a Stormont communities committee, Allwyn UK representatives said modelling indicated a £5.4m annual loss to Northern Ireland's purse and National Lottery good causes within five years if the legislation was implemented. Mulholland said she had engaged with the National Lottery, which can operate in Northern Ireland because it is governed by a different legislative framework."We have seen research that has shown that in GB where both markets run together side-by-side there is no major impact on the numbers of people playing in the National lottery - it's a very different product," she added.
Why are large society lotteries not in NI?
Current legislation prevents large society lotteries, like the People's Postcode Lottery, from operating in Northern Ireland.Mulholland said this was "because of the cap and the limits that are set in terms of how many people are allowed to play charity lotteries here and also how much charity lotteries here are allowed to put up the prices".

Friday's jackpot has rolled over to a massive £208million after nobody claimed the top prize on Tuesday. If a lucky single ticket holder manages to win the jackpot on Friday (June 6) they will instantly become richer than megastars Dua Lipa and Adele. But with such a massive prize pot on offer, it stands to reason that more people than normal could buy a ticket to try their luck. So can anything be done to increase your chances of matching the six numbers and two lucky stars to win the jackpot? First off, the place you're from could play a part, as some regions are luckier than others. The Midlands is the luckiest region in the UK as more than 1,000 people have become millionaires there since the National Lottery was launched in 1994. In comparison only 195 people have ever won more than £1million in Northern Ireland, with 408 people in Wales becoming millionaires in the same time frame. When it comes to EuroMillions, people from other European countries also take part in the draw – but you'll be pleased to know the UK is one of the luckiest countries. Some 46 out of 172 jackpot winners since September 2016 have been in the UK, analyst said – about 26%. But hold your horses if you're considering packing your bags and moving to the Midlands before buying your ticket. A National Lottery spokesperson said: 'Certain areas have more National Lottery millionaires, but there are more people in London than the North East, for example, so after 30 years of millionaire-making you'd expect it. 'Remember, only around 5% of big winners share their news, so your perception of where the winners are may be based on just the winners spraying champagne. There are big winners in every corner of the country.' Some players reckon buying a ticket in a shop rather than taking part online increases your chances – but a Lottery spokesperson has debunked this theory. They said: 'Anybody has a chance of winning – the one essential is you have a ticket. Research has shown it is a 50/50 split for big winners between retail and online tickets.' The amount of times a number has been drawn also doesn't play a role in boosting your chances. reckons the least drawn EuroMillions numbers are 22 and 40, and the numbers 26, 11 and 16 are the most overdue to feature in a draw soon. Similarly, some superstitious players use a fixed set of numbers every time, maybe choosing lucky numbers, memorable dates, or the birthdays of loved ones. But the National Lottery spokesperson said neither of these improve your chances, telling MailOnline: 'In theory the same numbers could come up in every single draw repeatedly. 'That is just as statistically probable as any other set of five main numbers and two lucky star numbers appearing. 'The numbers you choose statistically play no role. However, there are plenty of big winners who will point to lucky numbers that have helped them win big.' This did actually happen once – 4, 15, 23, 24, 35 and 42 were drawn in two consecutive rounds of the Bulgarian lottery back in 2009. Officials ruled it a coincidence. The Lottery spokesperson also ruled out always playing on a certain day and only playing when there is a lower jackpot as potential ways to boost your luck. This is because the odds of all of your numbers matching those drawn remains the same and will not change no matter how big the jackpot, what day it is, or how many other people have bought tickets. So overall, it seems like there isn't a tried and tested way to improve your odds at winning the EuroMillions jackpot. More Trending The only way to make sure you're in with a chance at all is to buy a ticket and cross your fingers. Previous British winners include those who scooped £83,000,000 in January and the £65,000,000 jackpot in February. Other recent wins include the Easter Lotto draw, in which three people won £1million, and in April a single ticket holder claimed a £5.2million jackpot – not quite as big as the sum on offer this week, but still a life-changing amount of cash. Vennie secures almost £50,000 in new funding
A Livingston community venture which provides a base for youth groups and a well-used Food Outlet has secured almost £50,000 of new funding. The Vennie which has served hundreds of children in Knightsridge since it was first set up 16 years ago hopes to develop new benefits to youngsters in the hard-hit area. The youth club has seen a surge in the number of youngsters joining in the last year with almost 250 signing up. Jen McCusker, the youth co-ordinator who was appointed along with new trustees last August said a redrawn timetable enabled the Vennie to offer two clubs a week to youngsters from primary age up to 17. Alongside sports there are art and drama clubs as well as practical skills courses. Councillor Andrew Miller works with other volunteers and customers at the Vennie food outlet in the Mosswood community centre in Knightsridge. Copyright Reach. The venture has now secured an award of £14,000 of funding for two years from the National Lottery's Community Fund to develop their bike project. The funding will allow the Vennie to hire a Bike Library Technician to develop and manage a new bike lending scheme as well as run bike maintenance classes and encourage cycling and skills development. The Vennie is also converting the office within its building to a library/sensory room. At the Mosswood Community Centre where the Vennie runs its successful Food Outlet, volunteers are supporting young people from Ogilvie School Campus to open and run the café on Friday mornings. Julie Henderson who runs the Food Outlet told the Local Democracy Reporting Service that the outlet would also see the return of a benefits advice officer. The Vennie has also been successful in applying for funding through the Third Sector Community Support Fund, securing an award of £33,157 which will run from July 2025 – June 2026. The group had previously received two-year funding from the TSCSF for the period of July 2023 – June 2025. The funding will be used to support the core work of the project including the Food Outlet, community garden, bike library and youth programmes. A report to the Livingston North Local Area Community by the council's Community regeneration Officer Scott McKillop added: 'This recognises the Vennie as a community anchor organisation for Knightsridge and wider Livingston North, and their capacity to develop community responses to local needs.' Alongside Jen McCusker, the Vennie boosted its team of trustees to include former local MP Hannah Bardell. Another long-term supporter of both the youth club and Food Outlet is local SNP councillor Andrew Miller. The Vennie also celebrated a major boost last Autumn with the opening a new kitchen in their youth club supplied with an £8,000 donation from supermarket chain Morrisons Chairing the local area committee. Councillor Anne McMillan said: 'It's fantastic about the Vennie getting the £14,000 for the bike library. Well done. 'We had a presentation from the Vennie team not that long ago and it was fantastic, so it's great to see they are getting rewarded for the effort they are putting in there.'
