Iraq considers TikTok ban again

Baghdad (IraqiNews.com) – Iraq's Minister of Communications, Hiyam Al-Yasiri, has reignited debate over a potential ban on TikTok, a platform immensely popular within the country, boasting 34.3 million users according to the Digital Media Center (DMC). The app serves as a preferred online destination for a wide segment of Iraqis, especially youth and numerous influencers and content creators.
Minister Al-Yasiri attributes the renewed push for banning Iraq's most-used social media app to 'thousands of appeals from Iraqi families' requesting its removal due to content deemed inappropriate and inconsistent with the values of 'our people and our families.' This stance mirrors her previous call for a ban in March 2024, when she argued TikTok contributed to the 'disintegration of the Iraqi social fabric' and lacked educational merit. The Ministry now hopes for, and would implement, a ban mandated by the Iraqi Parliament.
However, the proposed ban faces pushback. Fadel Al-Gharawi, head of the Strategic Center for Human Rights in Iraq, emphasized that freedom of expression is a fundamental right internationally, while acknowledging that it isn't absolute and shouldn't violate public morals. He noted that while social media has benefits, some TikTok usage in Iraq has deviated from public decency. Crucially, Al-Gharawi argued against a 'comprehensive ban,' advocating instead for platform regulation—similar to measures in other countries—to 'prune' problematic content without denying access.
Al-Gharawi urged the government to foster a safe online environment rather than resorting to bans. Launched globally in 2016 and surpassing 4.5 billion downloads, TikTok's widespread use presents Iraqi authorities with the complex challenge of balancing societal and cultural concerns against principles of digital freedom and access for its millions of users. The app's future in Iraq remains uncertain amid these conflicting pressures.

The step follows the approval of the Iraqi Prime Minister and Arab leaders during the Arab Summit held recently in the Iraqi capital, Baghdad, according to Al-Jumaili. The Prime Minister's Office (PMO) previously said that Iraq's digital transformation is critical to the country's digital business and artificial intelligence strategy. During his meeting last November with Deemah AlYahya, Secretary-General of the Digital Cooperation Organization (DCO), Al-Sudani stressed that the government has included digital transformation into its economic and administrative reforms, as well as electronic payments. Al-Sudani emphasized the government's potential to make a big change in this area, as well as its willingness to collaborate with the DCO on initiatives that benefit Iraq and the region in the context of digital transformation and artificial intelligence. In March, Ali Al-Alaq, governor of the Central Bank of Iraq (CBI), disclosed that the government is working on a comprehensive digital transformation strategy. In a statement to INA, Al-Alaq highlighted that the government is following a plan aimed at transitioning to digital governance. He stated that Iraqi ministries would take a leading role since steps have already been taken, initiatives have been implemented, and a data center has been constructed.

Diyar Dawski, who owns a men's clothing shop, told Shafaq News that daily purchases have dropped below 20 items—far from the usual holiday rush, noting, 'The salary delay is the main reason.' Many vendors are now facing mounting inventory and potential losses. Shoppers, too, are feeling the strain. Afan Jamil, shopping with her children, said she's had to rely on cheap street stalls. 'With no salary and rising prices, we can't afford proper Eid clothes.' Another resident, Yaqoub Jaafar, shared a similar frustration, stating, 'Markets used to be packed. Now they're nearly empty. I had to borrow money just for basics.' The crisis, rooted in ongoing disputes over oil exports and budget entitlements, deepened after the 2023 shutdown of the Kurdistan pipeline to Turkiye's Ceyhan port. Since then, Erbil has received only monthly advances, not its full budget allocation, fueling mistrust and complicating negotiations. Last week, the KRG Ministry of Finance urged Baghdad to resume payments for employees, pensioners, welfare recipients, and the families of martyrs, accusing federal authorities of using legal pretexts to delay disbursements. Baghdad, in turn, has accused the Region of exceeding its share and withholding required revenues. Iraqi MP Karwan Yaroes told our agency earlier that Baghdad may release an emergency advance within two days to cover May salaries.

According to a statement by the Iraqi embassy in Ankara, Ambassador Majid Al-Lajmawi met at the Iraqi embassy with the Turkish presidential envoy to Iraq, Faisal Eroglu. He stressed that water remains a critical aspect of Iraq-Turkiye relations and reiterated Baghdad's desire for a strategic and equitable partnership that safeguards the rights of both countries. During the meeting, Iraqi Minister of Water Resources Aoun Dhiab held a phone call with Eroglu to address technical concerns and explore avenues for direct coordination. For his part, Eroglu expressed Turkiye's willingness to cooperate on all discussed matters, particularly water. The two officials also discussed bilateral cooperation, focusing on water issues and the status of Iraqis in Turkiye. Al-Lajmawi urged Turkiye to ease residency procedures and remove administrative barriers, especially for students and those with humanitarian or medical needs.
