Two held after youth duped by ‘cheaper' cab ride offer from Bengaluru airport
Bengaluru: Two cab drivers duped a youth here on the pretext of providing him a cheaper ride home from the airport.
The incident, which was reported to the police on June 23, happened when the victim arrived at Kempegowda International Airport (KIA) from Japan on June 20 and was looking to book a taxi to his J P Nagar home.

Following the complaint, KIA police have arrested the two accused identified as Santosh, 46, and Kabiruddin, 33. They were remanded in judicial custody.
According to the complaint filed by Pradeep Penakalapati, a builder from Puttaparthi in Andhra Pradesh, his son Sandeep, an undergraduate student, had returned from his trip to Japan and walked out of airport Terminal 2 around 1 am. While he was trying to book a taxi, Santosh approached him, offering a ride for Rs 1,000 – cheaper than what cab aggregators would usually charge.
Once Sandeep agreed to the fare, the trip started with Kabiruddin, a native of Assam, behind the wheel.
However, just a few metres into the ride, Kabiruddin passed his phone to Sandeep, saying there was a ride confirmation call that he needed to respond to. Soon, Sandeep realised it was Santosh at the other end of the call, claiming that the base price for the trip would be Rs 899, with Rs 50 charged for every km. Additionally, 1.9% of the total fare would be levied as night surcharge.
Overall, a much higher amount than what was initially agreed upon.
Sandeep disagreed with the amount and told Kabiruddin to stop the vehicle so that he could get down, but Kabiruddin continued to drive. He locked the doors and was speeding. He drove till Esteem Mall, turning a deaf ear to Sandeep's insistence to stop the car.
Kabiruddin then stopped the car and demanded Rs 4,220. Realising he had been trapped, Sandeep made the payment without a fuss.

Kabiruddin then dumped the baggage on the road and sped off.
Upon reaching home, Sandeep narrated his ordeal to his father, who lodged a complaint with KIA police.
A senior police officer confirmed that there have been complaints about drivers picking up passengers, offering cheaper rides from the airport, but eventually coercing them into paying much higher amounts.
He even said that this particular name, Santosh, had figured in some of the other incidents as well, though no one had filed any official plaint against him.

Use of demolition as a tool of enforcement without procedural compliance transforms a lawful act into a coercive one, the Orissa High Court said Wednesday as it ordered departmental proceedings months after a decades-old community centre was allegedly demolished against court orders. A single-judge bench of Justice SK Panigrahi was hearing a petition by residents of Balipur Mouza village in Odisha's Cuttack district who were challenging eviction proceedings initiated against the property that administration claims stood on common village land. In its order on June 20, the court slammed the tehsildar's demolition of the property despite two high court orders preventing such a move. It also ordered that part of the compensation be recovered from the official's salary. According to the court, the demolition, which occurred on December 24 last year, violated Supreme Court's guidelines issued in November. The speed and secrecy with which it was undertaken creates an impression 'not of public administration but of covert operation', the court said. 'When the state proceeds to demolish a structure in that window, knowing that the order has not yet been passed, knowing that judicial scrutiny is underway, it raises a serious concern. This is not how institutions committed to constitutional governance are expected to behave,' read the court order. The facts of this case echo a growing and troubling pattern commonly referred to as 'bulldozer justice', where executive power, backed by machinery rather than reason, supplants legal process, the court said. It also voiced concern that the behaviour of the official could set a dangerous precedent. 'The conduct of the official reflects a troubling pattern where legal process is treated as optional,' said the court. The court ordered a compensation of Rs 10 lakh in the case, saying that of this, Rs 2 lakh will be recovered from the tehsildar's salary. The balance of Rs 8 lakh will be paid by the state. The court also directed departmental proceedings against the tehsildar and asked the chief secretary of Odisha to inform all revenue officials and municipal authorities in the state of the Supreme Court's guidelines on demolition. According to court documents, the structure had existed since 1985, even undergoing reconstruction from government funds 2016-18. In July last year, the Athgarh sub-collector's court ordered the demolition that the tehsildar carried out. In its order last November, the Supreme Court laid down that all demolitions should follow due process, which includes giving a mandatory 15-day notice period.

Robbers barge into businessman's house in Vasant Kunj, loot Rs 30 lakh: Police
On Monday night, four men allegedly barged into businessman Karan Chopra's Vasant Kunj house after he opened the door anticipating a delivery. Claiming that they had guns on them, they allegedly took him hostage and ended up robbing Rs 30 lakh in cash. When they left, Chopra immediately called the police, and a case was filed. The suspects, however, are yet to be traced. Chopra, who allegedly owns several CNG pumps across Delhi-NCR, was at his farmhouse in Vasant Kunj when the incident happened. 'A person came to the door, claiming to be a delivery boy. As soon as the complainant (Chopra) opened the door, three more men barged inside and took him hostage. They told him that they have guns, asked him to stay calm and let them leave with the cash,' a police officer said. DCP (South West) Amit Goel said that the information regarding robbery was received at the Vasant Kunj South police station. 'On receipt of the information, SHO, along with staff, reached the spot, where the complainant Karan Chopra was met, who alleged that three to four persons forcefully entered his house and looted around Rs 30 lakh. He told the police that he is engaged in the business of city gas distribution,' he said. The crime and forensics teams were called to the spot immediately, and the investigation was launched. The police are now analysing the footage from CCTV cameras in the nearby areas to get more clues about the robbers. Police are also analysing whether the robbers had visited the area before the robbery for reconnaissance. 'It seems they knew the locality well,' said an officer. A case has been registered under sections 309 (4) (robbery), 331 (house trespass) and 351 (criminal intimidation) of Bharatiya Nyaya Sanhita at Vasant Kunj South police station, police said.

WTC Faridabad promoter Ashish Bhalla proposes refund plan for investors before court
By Abhimanyu Sengupta At least 2,224 people, who had invested in the now-stalled Faridabad World Trade Centre (WTC) project, have been chosen for a refund with a court agreeing to a 'refund and settlement plan' proposed by WTC Group promoter Ashish Bhalla, who was arrested by the Enforcement Directorate (ED) in March on charges of cheating and money laundering. On May 22, a Faridabad court – presided over by Judicial Magistrate First Class Anil Kumar – allowed Bhalla to open an escrow account to facilitate settlements to the investors. The court was hearing FIRs lodged on the basis of complaints filed by investors, who have alleged they have not been handed over developed residential plots as promised. According to the FIR, WTC Faridabad Infrastructure Development Private Limited – of which Bhalla was a promoter – lured buyers into investing in a project at Sector 111-114 in Faridabad, promising residential plot allotments. However, the promoters allegedly orchestrated a criminal conspiracy, failing to complete the project and withholding plot deliveries for over a decade. On March 6, the ED attached assets worth Rs 2,300 crore, including land in Faridabad, and arrested Bhalla. It alleged that he, among other things, had diverted investor funds. On April 7, the court permitted Bhalla to submit a 'resolution plan', which he did on April 15. Based on the plan, a six-member committee, chaired by Justice (retd) Rajiv Narain Raina of the Punjab and Haryana High Court, was set up to oversee the refund process. On May 8, investors endorsed Bhalla's plan in the Faridabad court. The committee met on May 11, 14, and 18, collecting around 200 consent forms from investors. Claims are still being consolidated and submitted to the court. Since the filing of the FIR last November, of these 2,224 investors, 1,045 have already received the settlement, Bhalla's counsel has informed the court. Investors who consented to the refund and settlement process, however, maintain skepticism. 'Until we get our money back and the committee directly engages with us, we cannot say whether the step is good,' said A K Verma (50), a government employee. 'On an individual basis, we gave our consent for the process. Till it happens, what can we say? We are waiting to get back our hard-earned money,' said SK Gupta, another investor.
