
Delayed by 5 years, Manesar sewage plant enters final phase, will be ready soon
Gurgaon: The construction of a 25 MLD ( million litres per day) sewage treatment plant (STP) in Manesar is in its final stages and is expected to be completed soon, GMDA officials said on Tuesday.
Once operational, the STP will significantly improve sewage management in Manesar, Naharpur Kasan and nearby villages by treating domestic waste using the Sequencing Batch Reactor (SBR) process, a modern cyclic wastewater treatment technology.
At present, untreated sewage from these areas collects in an open pond, raising serious environmental and public health concerns. Once the plant becomes functional, waste will be channelled through a 1,200mm-diameter sewer line to the facility.

According to municipal corporation of Manesar (MCM) officials, around 1.4km of pipeline is being laid to connect Naharpur Kasan with the STP. "The pipeline between Manesar and Naharpur Kasan had already been laid earlier by the public health engineering department (PHED). Of the 1.4 km, around 250 metres is pending, and we expect to complete the remaining work in the next 15 days," an MCM official said.
A GMDA official confirmed that finishing work at the plant site is underway.

"We are waiting for MCM to complete the pipeline laying. Once that is done, we will begin testing and commissioning of the plant," the official said.
The project has faced multiple delays since its inception. Initially, it was assigned to PHED but could not be executed due to unavailability of land. In 2020, GMDA took over as the executing agency under a deposit work arrangement.
Tendering began in July 2020 but was delayed due to the Covid-19 pandemic, pushing the timeline significantly.
The Rs 31.8-crore project was initially slated for completion by 2022. After that, a prolonged administrative impasse further slowed progress, as PHED disagreed over cost-sharing responsibilities following the formation of the Municipal Corporation of Manesar in 2020.
Though official estimates suggest that the villages have a population of around 50,000, locals say the number is closer to 1.5 lakh, with a large migrant population. Residents have long demanded a proper sewage management system to address public health and sanitation issues.

Auto-settlement of EPF claims up to Rs 5 lakh now
NEW DELHI: In a move to enable subscribers to tap into their funds to meet requirements, Employees' Provident Fund Organisation (EPFO) has raised the auto-settlement limit for advance claims from Rs 1 lakh to Rs 5 lakh. This en'hancement is likely to benefit lakhs of subscribers, especially during urgent needs such as illness, education, marriage or housing. Auto-settlement allows claims to be processed entirely by an automated system without human intervention, ensuring quick disbursal & greater transparency. First introduced during the Covid-19 pandemic to provide financial relief, the advance claims EPFO facility has since been expanded and now covers a broad range of advance claims. Announcing the decision, Union labour and employment minister Mansukh Mandaviya said, "The enhancement of the auto-settlement limit is a testament to our govt's commitment to ensuring dignity and ease of living for India's workforce. EPFO members should be able to access their funds promptly, especially in times of need. This step will bring efficiency, speed and trust to the system." In addition, a Centralised Pension Payment System has been launched to streamline pension disbursement. The impact of these reforms is visible in recent figures. In FY 2024-25, EPFO processed a record 2.34 crore advance claims via the auto mode - a 161% increase from 89.52 lakh in FY 2023-24. Auto-settlement accounted for 59% of all such claims last year, up from 31% the previous year. In the first two and a half months of FY 2025-26, EPFO has already auto-settled 76.52 lakh claims, representing 70% of all advance claims so far. Officials said the growth reflected EPFO's commitment to automation and member-centric services. Rehab fee paid, can Lotus buyers register flats now?
Noida: Around 200 homebuyers who have been waiting for years to get their flats at Lotus Boulevard Espacia registered could finally get relief, as the developer has paid a portion of its dues and said it is willing to settle court disputes to avail Uttar Pradesh's rehabilitation scheme. The developer, Cloud 9 Projects, deposited Rs 21 crore with Noida Authority in April this year, and this amounts to 25% of its dues after accounting for relief during the Covid period. A month later, Cloud 9 said it was negotiating with IndusInd Bank, a financial creditor which had filed a petition to initiate insolvency proceedings against the developer. The builder also said it aims to clear its recalculated dues by July. UP govt's rehabilitation package gave several concessions to developers, including a two-year waiver from paying interests and penalties imposed during the pandemic, if the builders deposited 25% of their revised dues. Projects under insolvency or under litigation could also avail the policy if all cases were withdrawn. Launched in 2009, the Espacia project has remained incomplete as the builder defaulted on paying its dues to the Noida Authority, embroiling it in several legal cases. The society, built on 10 acres of land in Sector 100, was supposed to be completed by 2016. Partial occupancy was granted for five towers in March 2016, but 320 out of 366 flats got their registries. The remaining two towers, which have another 168 flats, did not get registered either. "If Cloud 9 Projects follows through on its assurances and formally withdraws or settles the cases, the Noida Authority may finally classify the project as a legacy stalled project, allowing it to unlock registrations and occupancy for 214 remaining flats," a senior Noida Authority official said. Because of pending registries and occupancy certificates, homebuyers had approached the Allahabad HC, which in Feb 2024 directed the Noida Authority to issue the mandatory certificates without insisting on clearance of dues from the builder. The court also directed the ED to investigate the developer for alleged misuse of homebuyers' funds and allowed the Authority to recover pending dues from unsold inventory in one of the towers. But this HC judgment triggered a slew of cases. Noida Authority filed a review petition, which was rejected in May 2024, prompting it to approach the Supreme Court. The special leave petition before SC is pending. The society's AOA also filed a contempt petition in the HC, alleging that the Noida Authority did not comply with the court's order even after the review plea was rejected. The contempt petition is pending too. Separately, Cloud 9 co-director Ashish Gupta filed a special leave petition before Supreme Court, challenging the high court's decision to fix personal liability on directors. The apex court in Oct 2024 issued a stay and restrained Enforcement Directoratefor taking any coercive action against Gupta. This petition will be taken up by the top court on July 22. Other than these cases, insolvency proceedings have been pending before the National Company Law Tribunal (NCLT) since IndusInd Bank filed a petition against the developer in 2022. The developer said an insolvency resolution profession )IRP) has not been appointed till now and it is already in talks with the bank to settle the case — a step critical to avoid the project from entering insolvency proceedings, which would disqualify it from availing the rehabilitation package. "The company is waiting for recalculated dues from the Noida Authority. We want to settle the matter and complete the project," said Ashish Gupta, Cloud 9 director.
