
Odd-even scheme back as rebuild of Metro Manila's busiest highway starts
MANILA: The government will implement drastic measures to minimise the public inconvenience to be brought by the two-year 'Edsa Rebuild' project starting next month, including the revival of the odd-even scheme of the 1990s to significantly reduce the number of vehicles on Metro Manila's busiest highway, and a toll holiday in portions of the Skyway Stage 3 that will be used as an alternate route.
In a press briefing on Monday (May 26), Metropolitan Manila Development Authority (MMDA) Chair Don Artes noted that implementing the odd-even scheme 24 hours a day along Edsa was necessary to avoid a 'carmageddon' not only along the major thoroughfare but also on side streets designated as alternate routes once the rehabilitation works of Edsa start.
Under the odd-even scheme, vehicles with license plates ending in odd numbers (1, 3, 5, 7, 9) are prohibited to use Edsa on Mondays, Wednesdays and Fridays. Vehicles with plates ending in even numbers (2, 4, 6, 8, 0) are not allowed to use Edsa on Tuesdays, Thursdays and Saturdays. The scheme will not be enforced on Sundays.
A dry run of the policy will first be implemented for a week starting June 16, where violators will be apprehended and issued violation tickets, but will not be fined or penalised.
According to Artes, the MMDA will soon publish the alternate routes that motorists can take while the Edsa repair works are in progress and clearing operations will be conducted regularly in these routes to remove any obstructions that may further cause traffic.
In order to reduce more vehicles on Edsa, Artes said provincial buses, trucks and other big vehicles will be temporarily banned from entering Edsa from 5 a.m. to 10 p.m.
Bike lane separators will also be removed along Edsa, while an exclusive motorcycle lane will be opened.
Secretary Vince Dizon said the Department of Transportation (DOTr) would also deploy 100 additional bus units along the Edsa Busway to encourage the public to commute instead of using private vehicles.
Dizon assured the public that the Edsa Busway will remain operational even while the Edsa rehabilitation is in full swing.
Additional trains and four-car train sets will likewise be running on the tracks of Metro Rail Transit Line 3 (MRT 3) to increase the capacity of the train system and X-ray scanners in all stations of the MRT 3 will also be removed to decongest queues.
The rebuilding of Edsa is expected to last until 2027, with its preparatory works set to begin on the night of June 13, according to Public Works Secretary Manuel Bonoan.
The odd-even scheme, first implemented in April 1996 on Edsa, will be enforced 24 hours a day only on the 23.8-kilometer highway, while the number coding scheme, or the Unified Vehicular Volume Reduction Program, with 'window hours' (except for roads in Makati City) will still be implemented on other roads in Metro Manila.
'With the enforcement of the odd-even scheme, we are expecting a 40-percent reduction of vehicles along Edsa,' Artes said.
An average of 437,873 vehicles pass Edsa each day, exceeding its carrying capacity of 250,000, government records show.
'Without government interventions, we expect that the travel speed along Edsa will decrease by 20 per cent, and traffic will worsen especially during the peak hours in the morning and evening,' Artes warned.
The MMDA, he said, may adjust the period of the odd-even scheme later on, and possibly include a window period from 10 p.m. to 5 a.m. the next day.
The waiving of the toll in some segments of Skyway Stage 3, which runs from Buendia in Makati City to Balintawak in Quezon City, may be implemented by July or August, but only in segments where the vehicles will be detoured, according to Dizon.
Artes noted that when Skyway Stage 3 was toll-free from its opening on Dec. 29, 2020, to Feb. 1, 2021, the volume of vehicles on Edsa was reduced by as much as 14 percent.
With both the free use of Skyway Stage 3 and the odd-even scheme, travel time on Edsa will improve during the two-year rehabilitation of the highway, Artes said.
The DOTr and the Toll Regulatory Board said they were working closely together to identify viable measures that would mitigate the projected revenue loss of San Miguel Corp., operator of the Skyway due to the planned toll holiday.
Roadworks will be done 24 hours a day to fast-track the project's completion and to minimise the further disruption in the Edsa traffic.
The repair works will be done 'by segments, one lane at a time,' starting from the innermost lane.
'The concept of the Edsa Rebuild is that we will change the pavement… In other words, we will dig up the existing pavement on Edsa, and we will replace it with a new [one] that is more durable,' Bonoan said.
'We will adopt the latest technologies on concrete mix. On top of the concrete mix that we will make, we will put a running surface with thick asphalt so that traffic will be smoother,' he added. - Philippine Daily Inquirer/ANN

Odisha: Medha Patkar, IRS officer detained over planned protest against bauxite mining
Environment activist Medha Patkar was detained along with over 20 others by the Rayagada administration shortly after she arrived in the Odisha district on Thursday to participate in a public meeting in protest against the proposed bauxite mining by Vedanta Limited. Officials barred her from reaching the place along with 24 others, including activist Prafulla Samantra and IRS officer Sunanda Jhodia, citing that her presence at the protest at Sunger Hatapada village, organised by anti-mining forum 'Maa Mati Mali Surakshya Mancha', could create a law-and-order situation. Rayagada district collector Parul Patawari's order, dated June 4, said there is a reasonable apprehension the movement and the presence of Patkar and other activists may lead to deterioration of law and order, disturb public peace and hinder smooth conduct of administrative affairs and development processes in the district. 'Therefore in exercise of the powers conferred under Sec 163(3) of Bharatiya Nagarik Surakhya Sanhita,2023, Collector hereby issues prohibiting order restricting the above named individuals from entering or remaining present in Rayagada district for a period of two months from the date of issue of this order & participating in or instigating any form of protest, Dharana or unlawful assemblies within the said area. Any violation of this order shall be liable for action as per the law,' the order stated. After she was detained at the Rayagada railway station by police, Patkar was swiftly sent to Berhampur from where she travelled to Bhubaneswar. 'When I got off the train, the police stopped me at the station. I sat there and they asked me to wait in the VIP lounge, but I refused. I was supposed to go to the house of the person who came to receive me and then attend the programme. But the police did not allow it and showed me an order from the Collector listing 20 to 25 names of people who were barred from entering Rayagada district. They accused me of coming here to 'instigate' people,' she said. The meeting at Sunger, where Patkar was scheduled to speak, was planned in protest against bauxite mining at hills that straddle Kalahandi and Rayagada districts. In March 2023, the Odisha government issued a 50-year mining lease for a proposed bauxite mining project in the Sijimali hills, with the mines extending over an area of 1,549 hectares. After facing setbacks in its plans to mine at the Niyamgiri hills, Vedanta's interest shifted to the Sijimali. The mines have an estimated bauxite reserve of 311 million tonnes. The Sijimali mining project is likely to displace 100 families from 18 villages in the two districts, activists claim. Vedanta has applied for the mandatory Environment Clearance under the Environment (Protection) Act, 1986, and Forest Clearance under the Forest (Conservation) Act, 1980. In October 2023, two public hearings in Rayagada and Kalahandi districts for environmental clearance ended amid much protests. Protesting the detention of Patkar, former state Congress chief Niranjan Patnaik called it unfortunate. 'It is an assault on the very spirit of democracy. People who believe in democratic values should reflect seriously on this. Who are the architects behind this decision? In whose interest such a decision has been taken,' Patnaik asked.

Trump one of 'supportive' voices to back Pete Rose's removal from ineligible list, MLB commish says
Scrutiny increased over Pete Rose's Baseball Hall of Fame eligibility once the former Cincinnati Reds star died last year, as President Donald Trump weighed in with his own thoughts on the issue. MLB Commissioner Rob Manfred removed Rose, and several other players, from the ineligible list in May, allowing the possibility of those athletes being voted into the Hall of Fame. He admitted at a news conference owners meeting on Wednesday that Trump's support for Rose was one of the many factors that went into the decision. "The president was one of a number of voices that was supportive of the idea that this was the right decision," Manfred said. "Obviously, I have respect for the office and the advice that he gave I paid attention to, but I had a lot of other people that were weighing in on the topic, as well." Trump wrote on Truth Social in March that he planned to pardon Rose. He and Manfred met in April about Rose's Hall of Fame candidacy. "Major League Baseball didn't have the courage or decency to put the late, great, Pete Rose, also known as 'Charlie Hustle,' into the Baseball Hall of fame. Now he is dead, will never experience the thrill of being selected, even though he was a FAR BETTER PLAYER than most of those who made it, and can only be named posthumously. 007 First Light announcement trailer: James Bond is a bullet looking for a target in the new game, watch
In one of the most exciting pieces of gaming news in recent times, IO Interactive has finally released the announcement trailer for the James Bond game. It's titled 007 First Light, and the game was revealed to fans during the Sony State of Play showcase, and the trailer was later dropped on YouTube. According to the trailer, the game seems to pay homage to the films by including several interesting details which help differentiate 007 from any other agent with a licence to kill. While an exact release date hasn't been communicated by the Danish game developers, the game is all set to release in 2026 for Microsoft Xbox, Windows PC, Sony PlayStation 5, and the upcoming Nintendo Switch 2. The game will focus on the early years of Bond, before he earned his credentials as MI6's most lethal weapon, and even the tagline for the game is 'Earn Your Number'. While this is just a sneak peek and games have a way of turning out to be very different from the trailer, it does look promising. To be clear, 007 isn't winning any realism awards and going up in the upper echelons with projects like Red Dead Redemption, but the graphics do seem to hold themselves together. The trailer opens up with the director of MI6 (presumably M) talking to her subordinate about recruiting a young Bond. The game will also feature the forever iconic Aston Martin, and the trailer features what looks like the special edition DBS from 2019, which was built to commemorate 50 years of the film On Her Majesty's Secret Service. IO Interactive has made it clear that the narrative of the game itself is completely original and has not been picked up from any of the books or the films. With GTA 6 also slated for a 2026 launch, it will be interesting to see how this game competes with the most anticipated project of all time in gaming history.
