
Care workers gather at Maine State House to join call for wage increases
Jun. 5—AUGUSTA — Shawna Ferris said her finances are stretched so thin that she's had to purchase heating oil 5 gallons at a time.
Ferris, a 44-year-old from Mattawamkeag, was one of dozens of direct care workers who joined House Speaker Ryan Fecteau, D-Biddeford, at a State House news conference Thursday to urge lawmakers and the governor to approve cost-of-living increases for Maine's direct care workforce as part of the state's new two-year budget.
"Their pay should reflect the hard work these people put in every single day," said Fecteau, whose mother is a direct care worker.
Direct care workers include nursing home employees, people who staff group homes for those with mental health or intellectual disabilities, in-home respite care providers, and any number of jobs to help people with daily living tasks.
Workers who joined the news conference held signs behind Fecteau that said "Quality Care Deserves Quality Pay" and "My Bills Went Up, My Pay Did Not. COLAS Now."
The COLA increases vary by year, but are tied to inflation , and would have been 3.5% in 2025. The estimated cost to the state budget — through the federal-state Medicaid program — would be $84 million over the two years. But the state funding would also draw down $137 million in federal funds that would go to about 24,000 direct care workers.
The workers are paid by the private employers, but the ability of the nonprofits to increase wages is directly tied to whether the state boosts Medicaid reimbursement rates to pay for raises.
Ferris works in group homes for adults with intellectual disabilities, and she said the pay is so low that she is struggling to earn enough to pay for groceries.
"Every penny counts," said Ferris, who makes $20 per hour working full-time. "I have never thought about leaving my job, because I love my job so much and the clients depend on us. But I have thought about picking up a second job."
The low pay is contributing to a severe shortage of such workers as employees are lured away by higher wages in less demanding service sector jobs.
Shannon Marquis, who operates a group home for adults with intellectual disabilities for the Independence Association in Brunswick, said people are going to leave the direct care workforce if they don't get raises over the next two years. That means group homes will close.
"You can make more money at McDonald's right now than what we can pay," Marquis said. "The pay does not match the quality of services that the people provide. If there's no money for raises, where are these people going to go?"
Ferris said she does everything from cooking and cleaning to helping clients with daily hygiene, and helping them with their medications. When she can, she helps them become more independent, such as training her clients to call the doctor's office for medication refills.
A 3.5% COLA was set to go into effect as part of Maine's Medicaid budget in January but was canceled by Gov. Janet Mills, with administration officials saying that budgetary constraints led to the COLA being nixed. The Legislature this session passed a 1.95% COLA increase to make up for part of the loss of the 2025 COLAs, but there's no COLA increases in Mills' budget proposal for 2026 and 2027.
Fecteau hopes Mills will agree to provide the full COLA increase for 2026-27, plus restore the 3.5% COLA for 2025, and that the measure passes the House and Senate.
Fecteau said that, based on his conversations with Mills, he doesn't believe she is opposed to the concept of giving the workers COLA increases, but is concerned about how to pay for it.
"If we are able to find a way forward, I think the governor would back it," Fecteau said.
BUDGET CONSTRAINTS
Mills' office provided a written response to questions about the COLAs Thursday, saying the financial pressures on the state have only worsened since the governor proposed the budget.
"With state revenues leveling off — and cuts likely coming from the president and Republicans in Congress, including for critical programs like Medicaid — the governor strongly believes the time for hard budget decisions is here and now," it said.
"As a result of these budget constraints, the Department of Health and Human Services was unable to distribute the January 2025 COLA increase and proposed suspending COLA adjustments for the biennium. However, the department has focused on prioritizing funding to maintain current rates and to avoid cuts to rates. That is why the governor asked the Legislature for additional funding to cover the budget gap in the current fiscal year, along with $122 million to stabilize MaineCare moving forward."
With the COLAs, nonprofits should be able to pay their workers $18.31 per hour, or 125% of the state minimum wage of $14.65 per hour. A separate bill by Fecteau that would have been more generous to direct care workers, mandating that they be paid 140% of the minimum wage, stalled in this year's session, and was carried over to the 2026 legislative session.
The Maine Center for Economic Policy, a progressive think tank, has estimated that 23,500 hours per week of home care for older adults went unserved in 2024 because of the workforce shortage.
Arthur Phillips, economic policy analyst for the Maine Center for Economic Policy, said that "we need to stop balancing budgets on the backs of our most essential, and undervalued, voters."
The proposal has attracted bipartisan support, with Rep. Jennifer Poirier, R-Skowhegan, backing the COLA increase. Poirier works as a community living coordinator for Living Innovations, a nonprofit provider for adults with intellectual disabilities.
"It's extremely difficult to recruit and maintain staffing," Poirier said. "We need to restore the full COLAs in the budget."

BATON ROUGE, La. -- As Louisiana Rep. Kimberly Landry Coates stood before her colleagues in the state's Legislature she warned that the bill she was presenting might 'seem strange' or even crazy. Some lawmakers laughed with disbelief and others listened intently, as Coates described situations that are often noted in discussions of 'chemtrails' — a decades-old conspiracy theory that posits the white lines left behind by aircraft in the sky are releasing chemicals for any number of reasons, some of them nefarious. As she urged lawmakers to ban the unsubstantiated practice, she told skeptics to 'start looking up' at the sky. 'I'm really worried about what is going on above us and what is happening, and we as Louisiana citizens did not give anyone the right to do this above us,' the Republican said. Louisiana is the latest state taking inspiration from a wide-ranging conspiratorial narrative, mixing it with facts, to create legislation. Tennessee Gov. Bill Lee signed a similar measure into law last year and one in Florida has passed both the House and the Senate. More than a dozen other states, from New York to Arizona, have introduced their own legislation. Such bills being crafted is indicative of how misinformation is moving beyond the online world and into public policy. Elevating unsubstantiated theories or outright falsehoods into the legislative arena not only erodes democratic processes, according to experts, it provides credibility where there is none and takes away resources from actual issues that need to be addressed. 'Every bill like this is kind of symbolic, or is introduced to appease a very vocal group, but it can still cause real harm by signaling that these conspiracies deserve this level of legal attention,' said Donnell Probst, interim executive director of the National Association for Media Literacy Education. Louisiana's bill, which is awaiting Republican Gov. Jeff Landry's signature, prohibits anyone from 'intentionally" injecting, releasing, applying or dispersing chemicals into the atmosphere with the purpose of affecting the 'temperature, weather, climate, or intensity of sunlight.' It also requires the Department of Environmental Quality to collect reports from anyone who believes they have observed such activities. While some lawmakers have targeted real weather modification techniques that are not widespread or still in their infancy, others have pointed to dubious evidence to support legislation. Discussion about weather control and banning 'chemtrails' has been hoisted into the spotlight by high-profile political officials, including Health Secretary Robert F. Kennedy Jr. and U.S. Rep. Marjorie Taylor Greene. Recently, Marla Maples, the ex-wife of President Donald Trump, spoke in support of Florida's legislation. She said she was motivated to 'start digging' after seeing a rise in Alzheimer's. Asked jokingly by a Democratic state senator if she knew anyone in the federal government who could help on the issue, Maples smiled and said, 'I sure do.' Chemtrail conspiracy theories, which have been widely debunked and include a myriad of claims, are not new. The publication of a 1996 Air Force report on the possible future benefits of weather modification is often cited as an early driver of the narrative. Some say that evidence of the claims is happening right before the publics' eyes, alleging that the white streaks stretching behind aircrafts reveal chemicals being spread in the air, for everything from climate manipulation to mind control. Ken Leppert, an associate professor of atmospheric science at the University of Louisiana Monroe, said the streaks are actually primarily composed of water and that there is 'no malicious intent behind' the thin clouds. He says the streaks are formed as exhaust is emitted from aircrafts, when the humidity is high and air temperature is low, and that ship engines produce the same phenomenon. A fact sheet about contrails, published by multiple government agencies including NASA and the Environmental Protection Agency, explains that the streaks left behind by planes do not pose health risks to humans. However, the trails, which have been produced since the earliest days of jet aviation, do impact the cloudiness of Earth's atmosphere and can therefore affect atmospheric temperature and climate. Scientists have overwhelmingly agreed that data or evidence cited as proof of chemtrails 'could be explained through other factors, including well-understood physics and chemistry associated with aircraft contrails and atmospheric aerosols,' according to a 2016 survey published in the journal Environmental Research Letters. In the survey of 77 chemists and geochemists, 76 said they were not aware of evidence proving the existence of a secret large-scale atmospheric program. 'It's pure myth and conspiracy,' Leppert said. While many of the arguments lawmakers have used to support the chemtrails narrative are not based in fact, others misrepresent actual scientific endeavors, such as cloud seeding; a process by which an artificial material — usually silver iodide — is used to induce precipitation or to clear fog. 'It's maybe really weak control of the weather, but it's not like we're going to move this cloud here, move this hurricane here, or anything like that,' Leppert said. Parker Cardwell, an employee of a California-based cloud seeding company called Rainmaker, testified before lawmakers in Louisiana and asked that an amendment be made to the legislation to avoid impacts to the industry. The practice is an imprecise undertaking with mixed results that isn't widely used, especially in Louisiana, which has significant natural rainfall. According to Louisiana's Department of Agriculture and Forestry, a cloud seeding permit or license has never been issued in the state. While presenting Louisiana's bill last week, Coates said her research found charts and graphics from the National Oceanic and Atmospheric Administration on spraying the air with heavy metals to reflect sunlight back into space to cool the Earth. The Consolidated Appropriations Act of 2022 directed the Office of Science and Technology Policy, with support from NOAA, to develop an initial governance framework and research plan related to solar radiation modification, or SRM. A resulting report, which Coates holds up in the House session, focuses on possible future actions and does not reflect decisions that had already been made. SRM 'refers to deliberate, large-scale actions intended to decrease global average surface temperatures by increasing the reflection of sunlight away from the Earth,' according to NOAA. It is a type of geoengineering. Research into the viability of many methods and potential unintended consequences is ongoing, but none have actually been deployed. In recent years, misinformation and conspiratorial narratives have become more common during the debates and committee testimonies that are a part of Louisiana's lawmaking process. And while legislators say Louisiana's new bill doesn't really have teeth, opponents say it still takes away time and focus from important work and more pressing topics. State Rep. Denise Marcelle, a Democrat who opposed Louisiana's bill, pointed to other issues ailing the state, which has some of the highest incarceration, poverty, crime, and maternal mortality rates. 'I just feel like we owe the people of Louisiana much more than to be talking about things that I don't see and that aren't real,' she said.

More than 300,000 Pennsylvanians will lose access to Medicaid due to: —New eligibility requirements. —Increased bureaucratic paperwork because of proposed six-month re-determinations, whether eligibility is determined every six months instead of every year. —New work reporting requirements, which will require more staff and new IT infrastructure. The bill also proposes other federal cuts that will further destabilize our health care infrastructure and threaten the closure of hospitals, especially in our rural communities. Half of Pennsylvania's 65 hospitals serving rural communities operate at a deficit, struggling to survive, and relying significantly on Medicaid to cover the cost of providing care. "The Congressional Republicans' bill would have devastating consequences for Pennsylvanians. From unaffordable health care costs to a higher number of uninsured individuals seeking uncompensated care through our hospital systems, this bill should concern every one of us." said Pennsylvania Insurance Commissioner Michael Humphreys. As of today, Congressional Republicans' bill needs to pass the U.S. Senate and be signed into law. There are no changes to Medicaid. Lawrence confirmed as Pa.'s Consumer Advocate Attorney General Dave Sunday this week announced that the Pennsylvania Senate unanimously confirmed the nomination of Darryl Lawrence to serve as Pennsylvania's Consumer Advocate. Lawrence has been serving as interim Consumer Advocate since Feb. 4, where he has been representing Commonwealth consumers in public utility service quality and pricing matters. Lawrence has been with the Office of Consumer Advocate since June 2005 and previously held the position of Senior Assistant Consumer Advocate for the office. "I am pleased that the Senate has confirmed my appointment of Darryl Lawrence as Pennsylvania's Consumer Advocate, and am confident that Darryl will serve Pennsylvanians well in that capacity," Sunday said. "Darryl dedicated his career to advocating on behalf of Pennsylvanians who may not have a voice in the regulatory, judicial, and legislative processes attached to public utilities. He has proven himself as an experienced, tough, fair, and honest advocate." The Pennsylvania Office of Consumer Advocate was established by the General Assembly in 1976 to serve as the legal representative for all utility ratepayers in the Commonwealth. The Pennsylvania Office of Consumer Advocate is housed in the Office of Attorney General, but functions independently. The Office of Consumer Advocate has discretion and authority to intervene in litigation on its own behalf, and has actively participated in matters before the Pennsylvania Utility Commission and in state and federal courts. Public utilities include electric, natural gas, water, wastewater, and telecom companies under either Pennsylvania Public Utility Commission or Federal Energy Regulatory Commission jurisdiction. PUC Chairman confirmed for second term The Pennsylvania Public Utility Commission this week thanked the State Senate for unanimously confirming the reappointment of Chairman Stephen M. DeFrank to a second term as Commissioner and expressed appreciation to Governor Josh Shapiro for submitting the nomination. Chairman DeFrank was confirmed on June 4, by the Senate and will continue serving as chairman of the commission. His new term extends through April 1, 2030. DeFrank was sworn in immediately following his confirmation. NIL legislation to protect student athletes to be introduced Pennsylvania House Republican Leader Jesse Topper, R-Bedford/Fulton, and Rep. Perry Stambaugh, R-Perry/Juniata, this week announced they will soon introduce legislation to provide protections for student-athletes receiving compensation for the use their name, image and likeness (NIL). While a case wending through federal courts will likely expand the NIL universe, no state legal structure exists. This leaves compensated student-athletes vulnerable to poor financial decisions and without recourse if they should become injured during their career. "NIL is one of the most dynamic and evolving spaces in the national sports market that has become a life-changing positive for many student-athletes and families," Topper said. "As the NIL landscape continues to advance at the federal level, it is appropriate for state legal supplements to ensure student-athletes are protected at a vulnerable time in their lives." "Our legislation will ensure that students have the financial education and protection available to safeguard their NIL assets while giving them the opportunity to save NIL earnings should they become injured or otherwise incapable of pursuing their athletic career." According to the recently filed co-sponsorship memo in advance of the introduction of formal legislation, the Topper-Stambaugh NIL proposal would require institutions of higher education to offer all student-athletes the option to place a portion of their revenue sharing or NIL earnings into trust accounts. The institutions may partner with established financial firms experienced in educational trust management to minimize administrative overhead. The accounts would have the following features: —Funds become fully accessible upon graduation or departure from the university. —Limited hardship withdrawals permitted with appropriate oversight. —Professional investment management with transparent reporting. —Opt-in structure that preserves athlete autonomy while encouraging responsible financial planning. In addition, colleges and universities would be mandated to provide financial literacy education and resources to their student-athletes. "In the new 'Wild, Wild West' of collegiate athletics that NIL has spawned, helping protect student-athletes from financial harm or exploitation is a solid first step states should take," Stambaugh said. "As the landscape surrounding NIL evolves, Pennsylvania will be studying changes and enacting policies to ensure our colleges and universities can remain competitive." Explore All Events To help spotlight the top hospitals and health systems across the nation, The Business Journals is partnering with Premier, a technology-driven, health care improvement company, to publish its annual rankings, including its 100 Top Hospitals ranking. Sutter ranked No. 3 among five large health systems, following two based in Texas. It earned five stars, indicating performance in the top quintile, for clinical outcomes, which consider risk-adjusted mortality, complications, hospital-acquired infections, 30-day mortality and readmissions. It also received four stars for operational efficiency and patient experience. Sutter is one of the largest employers, nonprofits and companies in the Sacramento region. It reported nearly $18 billion in revenue for fiscal 2024 and employs about 17,500 people in Sacramento, Placer, El Dorado and Yolo counties. This year's top performers on Premier's 15 Top Health Systems rankings were Houston Methodist in Houston, Texas; Saint Francis Health System in Tulsa, Oklahoma; and CHI Memorial in Chattanooga, Tennessee, each of which topped its respective size category. Only health systems with at least two short-term, general, acute care hospitals with separate Centers for Medicare & Medicaid Services Certification Numbers were included in the analysis. Rankings were based on Medicare Provider Analysis and Review data, and data from the Centers for Medicare & Medicaid Services Care Compare website. Health systems do not apply to be considered. The health systems on this year's rankings outperformed peer systems by 22% on inpatient mortality rates. They also had fewer infections and shorter stays compared to peers. If the performance of this year's 15 Top Health Systems were extrapolated to all Medicare inpatients, more than 171,000 lives could be saved in-hospital and the typical patient could be released a half-day sooner.
