Santa Fe public works, family services directors announce upcoming departures

The city of Santa Fe announced the upcoming departures of two high-level employees at public meetings this week: the directors of Youth and Family Services and Public Works.
After nine years with the city, Youth and Family Services Director Julie Sanchez will leave July 4 for a new role at the state, where she will serve as a director of planning policy and special projects in the Department of Aging and Long-Term Services.
Community Services Director Henri Hammond-Paul announced Sanchez's resignation Wednesday to city councilors on the Quality of Life Committee.
'We're incredibly excited by what's next for her and seeing her continue to thrive, but we're also heartbroken that she'll no longer be with us," he said.
Sanchez's portfolio includes most of the city's social services work, including homelessness and housing efforts, violence prevention, early child care and eviction prevention. The department received millions of dollars from the American Rescue Plan Act during the COVID-19 pandemic.
Public Works Director Regina Wheeler announced at a Public Works and Utilities Committee meeting Monday she will retire in January. Wheeler has been with the city since July 2018.
Wheeler said it's been an honor to serve the city, and she believes her department will be in good hands after she leaves.
'You have a great public works team that is doing incredible work. They're just a machine,' she said. 'I think with the knowledge the governing body has about where investments are needed, it's just set up for success in the long run.'
The two departures create the need for additional job searches at a time when the city is recruiting for a number of top positions, including public utilities director, affordable housing director, risk manager and equity and inclusion director.

The city also is searching for a new airport manager, as former manager James Harris' last day was Friday. He announced last month he was stepping down to serve as manager of the Waco Regional Airport in Texas.
Former airport security coordinator Jimmy Gunn will serve as interim manager while the city searches for Harris' successor, city spokesperson Regina Ruiz said Thursday.
The city last month hired Elisa Montoya as the new community development director following a vacancy of nearly 10 months, and City Manager Mark Scott said Tuesday he believes the city is 'really close' to hiring a new deputy city manager following the previous deputy's departure in January.

Senate sparks outrage after blocking state's gas car ban in stunning reversal: 'We are sowing poison seeds for the future'

The United States Senate voted in late May to overturn California's strict vehicle emissions standards, which were set to phase out sales of new gas-powered cars by 2035. In a 51-44 vote, the Senate reversed a decision that had given California the green light to enforce rules requiring an increasing number of new-car sales in the state to be zero-emission vehicles. As reported by the Los Angeles Times, federal lawmakers pulled back approval for a major environmental policy that aimed to speed the shift to electric vehicles and cut down on harmful air pollution and carbon emissions. Using the Congressional Review Act to repeal the waivers has been reported as atypical of Senate procedures. NPR also noted that "there are significant questions" about whether this use of the CRA has strong legal standing. In an effort to keep California's policies in place and allow the state to move forward to a cleaner and cooler future, Senator Adam Schiff had issued a dire warning to the Senate. "We are sowing poison seeds for the future," Schiff said, per the LA Times. "Seeds that will grow to be more asthma and more sickness and more hospitalization and more death. That is the bleak but blatant reality of what we are debating here today." The policy, known as Advanced Clean Cars II, was introduced by the California Air Resources Board in 2022. It was then approved by the Environmental Protection Agency in late 2024. The policy would have required carmakers to steadily increase the number of electric or hybrid vehicles they sell in California. By 2035, only zero-emission or hybrid vehicles would have been allowed as new-car sales in the state. In 2022, California Governor Gavin Newsom released a comprehensive plan for the state to achieve carbon neutrality by 2045. This included Advanced Clean Cars ll and other initiatives designed to focus on renewable energy, clean buildings, carbon removal, and clean fuels. Ahead of the 51-44 vote and from the Senate floor, Senator John Barrasso offered up a rebuke of Advanced Clean Cars ll and other policies designed to encourage the adoption of EVs. "Democrats have this delusional dream of eliminating gas-powered vehicles in America," he said, per the LA Times. "They want to force-feed electric vehicles to every man and woman who drives in this country. Well, Republicans are ready to use the Congressional Review Act to end this Democrat electric vehicle fantasy," Barrasso added. With federal lawmakers rescinding a state's requirements intended to improve air quality and reduce heat-trapping pollution, there could be consequences for human health. For example, the particulate matter produced by gas-powered cars, especially in areas of dense population and high traffic, has been linked to serious concerns, including decreased lung function and cardiac conditions, with the greatest impacts on children, older people, and marginalized communities. By revoking Advanced Clean Cars ll, the Senate may have also greatly impacted the fate of similar policies around the country. Following California's lead, 11 other states have drawn up plans to gradually phase out gas-powered cars over the coming decades. These states include New York, Massachusetts, Colorado, and New Mexico. Now that the measure has passed in the Senate, it will go to President Donald Trump, who is expected to sign it into law. However, Newsom and California Attorney General Rob Bonta said the state would sue in an attempt to restore the gradual gas-powered vehicle ban. While speaking at a news conference, Newsom pointed to a larger picture, one he says goes well beyond the borders of California. "This is about our economy, it's about our health, it's about our global competitiveness," Newsom said. "It is, Donald Trump, about our national security, and it's about our ability to continue to innovate and outpace competition all across the globe," he added. "In the short term, weak data may support BTC to continue the rebound. The market is concerned about Friday's non-farm payrolls report, if it again shows that the labor market cooling, will strengthen the year rate cut expectations," analysts at Bitunix said in an email. Other analysts expressed concerns about the public spat between President Donald Trump and his one-time ally and billionaire tech entrepreneur Elon Musk over tax reforms and their impact on fiscal deficit. "A public clash between Elon Musk and Donald Trump shook investor confidence, highlighting fractures within political and business leadership," said Valentin Fournier, lead research analyst at BRN. "Traditional markets held relatively steady (−0.5%), but crypto saw a sharp reaction, with $830M in liquidations as leveraged traders got wiped out." Fournier suggested maintaining a cautious, low-exposure stance, expecting sideways or further downside action over the weekend. "Any near-term rebound will need a fundamental catalyst to be sustained," he noted. More buoyantly, USDC issuer Circle's shares surged 168% on their first day of NYSE trading to close at $83.23 from the IPO price of $31, lifting the market cap to $18.5 billion. The stock saw a trading volume of over 47.8 million shares, according to the exchange. The debut, however, revived memories of Coinbase's listing in April 2021, which marked an interim bitcoin market top. The number of large open interest holders of CME bitcoin futures reached an all-time high of 217 as of the end of May, signaling increased institutional participation. Uber CEO Dara Khosrowshahi said that the company is in the 'study phase' of potentially using stablecoins as a payment method. About 57% of workers say their company doesn't have an LGBTQ+ employee resource group or equivalent support group, according to a new poll by Monster. 'Organizations can help foster an inclusive environment for LGBTQ+ employees through resources, visibility, and open dialogue,' Monster said. In a May 2025 survey of 1,300 U.S. workers, 17% said they feel more comfortable discussing gender identity or sexual orientation, as compared to last year, while 42% feel less comfortable. Half of workers said their company's policies regarding protections for gender identity, gender expression and sexual orientation have remained the same since the beginning of the current administration. Among workers who identify as LGBTQ+, 14% said they're open about their sexual orientation and gender identity with colleagues, compared to 45% of straight or cisgender employees. A quarter of workers said it's very important for workplaces to foster open discussion about LGBTQ+ identities and expression. Nearly half of workers, however, said they believe fostering open discussions about LGBTQ+ identities or expression is 'completely irrelevant' in the workplace. To increase LGBTQ+ comfort and belonging at work, Monster said companies can expand and communicate policy protections; only 2% of workers saying their company's policies regarding LGBTQ+ protections have expanded since the beginning of the current administration. During Pride month, HR professionals should consider several steps to promote belonging while mitigating legal risks, management-side law firms wrote in recent weeks. Although cultural observances may not be a target for federal enforcement actions, this year may feel 'thornier' to navigate, Ogletree Deakins attorneys said in an analysis, noting that planning ahead and leading with inclusion can help. Despite federal efforts to end private-sector diversity, equity and inclusion programs, most employers intend to maintain their initiatives with few or no changes, according to an employer survey by law firm Littler Mendelson. At the same time, a growing number of employers reported concerns about the potential for DEI-related litigation. On the employee side, LGBTQ+ workers are reporting more discrimination and less happiness at work, according to a WorkL report.
