Pecatonica man found not guilty by reason of insanity for stabbing friend to death

ROCKFORD, Ill. (WTVO) — A Pecatonica man has been found not guilty by reason of insanity for stabbing a friend to death in 2019.
David Baldwin, 48, was charged with First Degree Murder for the slaying of Scott Rocen, 52, in September 2019.
Following his arrest, Baldwin was treated for a year at the Elgin Mental Health Center.
This week, a discharge hearing was held in Winnebago County Court to determine if he could be restored to sanity. Baldwin was found mentally unfit to stand trial and found not guilty.
According to the Winnebago County Sheriff's Office, deputies were called to investigate a disturbance at in the 300 block of E. 7th Street around 9:30 p.m. on September 13th.
There, they found Rocen dead of multiple stab wounds, according to the Winnebago County Coroner.
According to investigators, Baldwin had been released from Oakhill Correctional Institution on August 20th of that year.
On the night of the killing, Baldwin, Rocen, and a neighbor had been drinking at a neighbor's house. At some point, investigators said Baldwin returned home. Rocen went to check on him, and Baldwin stabbed him to death, thinking he was a burglar.
The Winnebago County State's Attorney's Office said Baldwin was the one who called police, claiming he had stabbed a burglar in the neck, throat, and stomach.
Rocen had been stabbed 13 times, authorities said.
The Winnebago County State's Attorney's Office said that while he was in custody, Baldwin claimed that he was tired of people breaking into his house and stealing from him.
Judge Debra Schaefer ordered him to five years of additional treatment at the Elgin Mental Health Center. If he is restored to mental fitness, he will then stand trial for First Degree Murder.

(WTVO) — Deported Salvadoran Kilmar Abrego Garcia has been returned to the U.S. to face charges of human trafficking, according to . Garcia was mistakenly deported to El Salvador from Maryland despite a 2019 court order barring his deportation there over a fear of persecution. A federal grand jury has indicted Garcia for allegedly transporting undocumented migrants within the United States over nearly a decade, involving thousands of illegal immigrants from Mexico and Central America, ABC News reported. Among those were members of MS-13, a Salvadoran gang, the investigation said. The Trump administration had previously accused Garcia of being a member of MS-13, although his wife and attorneys have denied it. In the charging documents, prosecutors alleged that Garcia was part of a conspiracy to transport illegal migrants, including MS-13 gang members, women, and children, and sometimes weapons and drugs, from Texas to other locations in the United States. According to one co-conspirator, Garcia also abused some of the female undocumented migrants, which caused him to report Garcia's behavior to the other co-conspirators because it was 'bad for business.' Illinois Gov. JB Pritzker in April that his state would take punitive actions against El Salvador for holding Garcia in custody. The Salvadoran native reportedly fled to the U.S. when he was 16 and lived in Maryland for roughly 14 years. In 2022, he was stopped by Tennessee State Troopers, who, in released , suspected he was a human trafficker. However, he and his passengers were released from the scene. The federal documents alleged that Garcia and his co-conspirators 'devised and employed knowingly false cover stories to provide to law enforcement if they were ever stopped during a transport. These false cover stories regularly involved the transportation of individuals (i.e. the undocumented aliens) for work, such as a construction job.' One of Garcia's co-conspirators was allegedly involved in the transportation of more than 150 migrants that ended when the trailer overturned in Mexico, and injuring others, according to U.S. Attorney General Pam Bondi. ROCKFORD, Ill. (WTVO) — Winnebago County Sheriff's Deputies arrested 19-year-old Deisom Wren, who was on pretrial release after allegedly leading officers on a 100-mile-per-hour chase on weapons charges. On May 11, around 11 p.m., officers saw a Chevrolet Malibu speeding at 90 mph on North Main Street in Rockford. The deputies ended his pursuit when he reached a speed of almost 100 mph. Authorities reported the driver evaded them after going through a construction zone. Later in the night, South Beloit Police pulled Wren over on Bunn Street. Three teens were in the vehicle during the stop. Officials found cannabis when they searched the car. Wren told deputies he lent the vehicle to a friend and was not the person leading them on a chase. The occupants of the vehicle all told officers that Wren was the only person driving the car that they knew of. Wren was taken into custody that night and released on pretrial the next day. On June 5, Rockford Police pulled the same Malibu over for improper lane usage. Wren was the driver, and deputies found a firearm in the car. Wren is charged with aggravated fleeing police, unlawful possession of cannabis, reckless driving, speeding 35 plus miles over the limit in a construction zone, child endangerment, possession of a firearm without a FOID, aggravated unlawful possession of a weapon and resisting an officer. The U.S. seized 145 darknet and internet domains as well as cryptocurrency funds linked to BidenCash, a market for buying and selling stolen credit card details and associated personal information, the Attorney's Office for the Eastern District of Virginia said on Wednesday. The marketplace accumulated revenue of $17 million from supporting over 117,000 customers and traded more than 15 million payment card numbers since it began operating in 2022, the attorney's office said. The information included home addresses and phone numbers. The U.S. has been trying to clamp down on illicit activity with crypto ties. In March, the Financial Technology Protection Act to combat illicit finance on digital asset platforms was reintroduced to the House of Representatives after failing to complete its journey through the Senate before the end of the Congressional session. Criminal activity in crypto is rising. According to a report by Chainalysis $40 billion was received on illicit addresses with crypto ties in 2024 and the number it said is set to increase this year. The U.S. Secret Service's Frankfurt Resident Office, the U.S. Secret Service's Cyber Investigative Section and the FBI Albuquerque Field Office were also involved in the case.
