Sacramento County fails to address elder financial abuse, Grand Jury finds
(FOX40.COM) — The Sacramento County Grand Jury released a new report on Wednesday, stating that the county is not doing enough to protect against elder financial abuse.
According to Elizabeth TenPas, Grand Jury Foreperson, it is unlike other counties; Sacramento does not have a proactive approach in dealing with what they said is a serious and growing problem. Financial abuse can result in great harm to victims over the age of 65.
The Grand Jury has deemed that elder adults who are victims of abuse by family members, trusted advisors, tradespeople, or unrelated caregivers are being disadvantaged of justice, TenPas said.
TenPas stated in a press release that the Grand Jury's investigation found that from 2019 through 2024, Sacramento County Adult Protective Services confirmed almost 4,000 cases of elder financial abuse, but the law enforcement within the county only referred 123 cases to the District Attorney's Office for possible prosecution.

'Neither the District Attorney nor county law enforcement agencies have dedicated staff specifically trained to investigate and prosecute elder financial abuse,' said Elizabeth TenPas, Grand Jury Foreperson for 2024-2025. 'In fact, the District Attorney's website explicitly states that such exploitation is only prosecuted on 'rare occasions' by the elder abuse unit. Many abusers avoid consequences because the District Attorney's Office does not prosecute financial abuse cases that are not accompanied by physical abuse, or involve large dollar losses or multi-victim schemes.'
After the cases had been given to the DA's office, they only filed charges for 99 cases of the 123 that were given to them, authorities said.
The newly published report found additional findings to focus on the need for:
Increased funding for creating elder financial abuse prosecutor, investigator, and victim advocate positions in the DA's office.
Each law enforcement agency to have at least one detective with specialized training in the investigation of elder financial abuse, as well as training for uniformed officers on recognizing the signs of such abuse.
Reactivation of the Financial Abuse Specialist Team to facilitate collaboration between the DA, law enforcement, social service agencies, legal services organizations, victim advocacy organizations, and financial institutions to combat financial elder abuse.
Improved record-keeping and data collection practices by Adult Protective Services and law enforcement agencies to allow tracking of elder financial abuse cases.
Greater community outreach on the part of Adult Protective Services, the DA and law enforcement agencies.
Officials stated that the Grand Jury makes many recommendations that include adding funding in the DA's office to investigate and prosecute these crimes, while also recommending specialized training for law enforcement to know the signs of financial elder abuse.

Man charged with assault for allegedly attacking and strangling neighbor

MURRAY, Utah () — A Murray man has been charged with assault after banging on his neighbor's door and allegedly physically attacking him when he came outside. On May 21, 2025, just before 9 p.m., a Murray City police officer was called to a disturbance near Regal Street in Murray. When the officer arrived, a group of people were standing outside and pointed out a man they said had attacked them. Two inmates charged for allegedly stabbing 'rival gang member' at Utah State Prison One person, the victim, was bleeding from several injuries and had a red mark and abrasion on his neck, according to the officer's arrest statement. The victim told the officer that his neighbor, Barrios, had begun banging on his door loudly, damaging the doorframe from the impact. When the victim opened the door to speak with him, documents say Barrios began yelling at him and physically attacked him. The victim recalled Barrios saying, 'I'm going to f– kill you!' and wrapping his arm around his neck to strangle him. According to documents, surveillance footage of the altercation showed Barrios attempting to strangle the victim, causing him to fall to the ground. Barrios then made a second attempt to strangle him, but the victim managed to pin Barrios' arms to his chest and stop the physical attack. The officer who apprehended Barrios reported that he smelled of alcohol and appeared to be intoxicated. Barrios was arrested and booked into the Salt Lake County Jail and was charged by the Salt Lake County District Attorney's Office on June 6. A look into Decker's relationship with his girls

Now, KIRO 7 is sharing an exclusive video that gives a closer look into Decker's relationship with his daughters. Since the beginning of the week, we have been in touch with the girls' mother, Whitney Decker, via her trusted friends and attorney. They tell us the reason this situation is so shocking is because they truly never saw it coming. Through exclusive videos and pictures, we see Paityn, Evelyn, and Olivia smiling, laughing, and having fun with their dad. Whitney Decker even gave us a photo compilation turned into a video. She told her attorney she made the video as a Father's Day gift for Travis prior to this year. Arianna Cozart said she has represented Whitney during the divorce between her and Travis. She said local organizations are even separating from some patients due to a lack of staffing and funding. 'If Travis would've been supported and his mental health struggles of course he never would've murdered his babies,' Cozart said. She said one local VA especially is struggling. 'They haven't been able to see any new veteran patients for six months,' she said. Because of this, Decker was without the help he needed to work through his mental health issues. 'I know Whitney believes that these children would not be dead if our government military veterans would've been supported,' Cozart said. Right now, Whitney Decker isn't ready to speak out on this horrifying tragic situation. Cozart tells us in time, she will, saying she has already mentioned using her voice and story to advocate for veterans' mental health benefits so that this never happens to anyone else.

DA: SF felon shot self, then victim during search for gang members
SAN FRANCISCO (KRON) — A felon has been charged in a late-May Tenderloin shooting where he accidentally shot himself while firing from his car at a suspected gang member, prosecutors announced on Friday. Hit-and-run driver who ran over, seriously injured 5-year-old charged: SF DA At a Thursday arraignment hearing, Jonathan Contreras, 33, pleaded not guilty and denied all allegations involving the May 24 incident on the 500 block of Ellis St., said San Francisco District Attorney Brooke Jenkins' Office. 'Allegedly, he was in a vehicle and asked the victim, who had just exited from a business on the block, if he was a member of a gang,' said the DA's office in a news release. 'Mr. Contreras allegedly then pulled out a firearm, accidentally shot himself in the leg and then shot the victim causing great bodily injury.' He was charged with several crimes, including discharging a firearm from a motor vehicle, unlawful possession of a loaded firearm and having a concealed firearm in a vehicle. Contreras remains in custody with no set bail. 'The District Attorney's Office moved to have him detained pending trial due to the public safety risk he poses,' confirmed the DA's office. Despite charges being filed, this remains an active investigation.
