The allotment of land can be done either jointly or by one person to ensure the project's success. The matter is likely to come up in the monthly general house meeting for discussion and subsequent approval of the members on Monday.
The MC followed all the required rules and guidelines of the Chandigarh administration while launching this project. All clauses of penalties, violations, and rules will be applicable to this project as per the Capital of Punjab (Development and Regulation) Act, 1952, Chandigarh Building Rules (Urban) 2017, and the Chandigarh Estate Rules, 2007, as amended from time to time, giving the authority immense power to take action in case of any building or related violations.
With no permission for any kind of fragmentation or amalgamation of any site or building, the Municipal Corporation, Chandigarh, clarified that construction shall be exactly as per the zoning plan, and no other activity shall be permitted in the dwelling units/flats.
In an important decision, the civic body authority clarified in its terms and conditions that there shall be no restriction on the transfer of sites sold by way of auction on a freehold basis.
Therefore, the buyers of the flats/units will have complete freedom to transfer their flat/unit on a freehold basis by depositing the required fee to the authority concerned.
Over 7.5 acres of land in five chunks will be auctioned based on the reserve price, ranging from Rs 125 crore to Rs 217 crore, depending on the size of the land. Interested bidders will have to submit earnest money deposit (EMD), ranging from Rs 2.51 crore to Rs 4.34 crore, for participating in the auction.

Taking a crucial decision regarding the services inside the housing society, the MC clarified that wastewater from waste pipes shall be treated within the premises using an appropriate treatment plant constructed by the allottee. All internal estate services, including roads, public health services (sewerage, stormwater, water supply, TT water, and underground water tanks), electricity, horticulture, and landscaping, along with their maintenance, will be the responsibility of the bidder only.
Moreover, the provision of facilities and services and mandatory provisions within the land auctioned to the purchaser shall be the responsibility of the auction-purchaser. This includes maintenance, management, and upkeep of all the common areas, services, and facilities, including the amenities within the area of the land allotted to it.

Out of the 57 layout plans, several concerned private properties. The formation of the standing committee faced a delay of two and a half years, resulting in numerous projects being held up. Any project exceeding Rs 5 crore needs the committee's approval. On Friday, the meeting lasted for more than three hours. Leader of the opposition Ankush Narang questioned the reasons for not placing important proposals related to waste management despite an urgent requirement for their approval. Chairman Sharma assured that all steps would be taken to accelerate the operation of the committee and approve necessary projects on time. BJP's Inderjeet Sehrawat, a committee member, highlighted 160 shops that were sealed in 2018 on the direction of the Supreme Court-monitored committee. "Sealing was also carried out on Wednesday and Thursday on the orders issued by the deputy commissioner, Najafgarh zone. My only question is why only certain areas are targeted when building bylaws are violated rampantly in entire Delhi," he said, adding that the commissioner should speak to the home ministry, the lieutenant governor and the chief minister to resolve the matter as the decision has left several unemployed. Councillors also inquired about the release of funds for the maintenance of parks under the public-private partnership scheme to residents welfare associations. Commissioner Ashwani Kumar said the details of bills till March 31 were collected and Rs 20 crore would be released soon after the availability of funds. AAP councillor Rafia Mahir questioned the shortage of staff in the public health department, including anti-malaria officers in 12 zones. She also pointed out the non-payment of salaries in Hardayal Library for 36 months. "On the high court's direction, MCD issued Rs 4 crore out of Rs 12 crore, but the amount is less." The commissioner said funds would be allocated based on availability.
