Penang rolls out automated parking fines
Automated parking enforcement is projected to reduce operating costs and patrol unit manpower needs by 60%.
GEORGE TOWN : Penang has begun using an automated number plate recognition (ANPR) system to issue parking fines, effective today.
The system scans number plates to detect unpaid parking fees in real-time and issues compounds without requiring officers to be physically present.
Notifications are sent directly to motorists via the Penang Smart Parking app, the sole platform for parking payments at council lots.
State local government, town and country planning committee chairman H'ng Mooi Lye said the upgrade meant faster, smarter enforcement with fewer errors.
'This isn't just a tech upgrade. It is (a shift in) how we manage urban parking with smart enforcement, full digitalisation, and a commitment to the environment with fewer paper compounds,' he told reporters at the Seberang Perai City Council.
Penang's local councils – the Penang Island City Council and the Seberang Perai City Council – will operate five ANPR units each.
Using optical character recognition, the ANPR system cross-checks number plates with the road transport department (JPJ) database.
If a vehicle is found to be parked illegally or without payment, H'ng said a fine would be instantly issued, with the owner's details pulled directly from JPJ records.
He said the move would lower operating costs and potentially reduce manpower needs per patrol unit by 60%.

GEORGE TOWN: The offer of a five per cent discount for first-time homebuyers from the Indian Muslim community in Penang does not involve units under the Bumiputera quota and does not affect any existing home ownership policies, said state executive councillor Datuk Seri S. Sundarajoo. Last Thursday, Sundarajoo announced a five per cent discount incentive for the Indian Muslim community for the purchase of residential and commercial units under the Madani Home Ownership Campaign (MOC), which is effective from June 1, 2025 to May 31, 2026. Other initiatives include the introduction of a special housing category, Rumah MutiaraKu Type D (RMKu D), with a maximum price of RM400,000, and a reduction in contribution rates for developers who do not physically build RMKu Type A or B units — from RM120,000 to RM100,000 in areas under the Penang Island City Council, and from RM120,000 to RM72,500 under the Seberang Perai City Council. Sundarajoo said the five per cent discount is an additional measure complementing various existing programmes already in place to meet housing needs in the state. He said that it is an intervention to help reinvigorate the property sector following discussions and consensus among housing industry stakeholders, taking into account the growing concern over the oversupply of non-affordable units in Penang. "According to the Q4 2024 Penang State Property Market Report issued by the National Property Information Centre, 2,796 residential units were identified as overhang, involving various types of properties across the state," he said. In addition to improving housing accessibility, he said the initiative also aims to revitalise the property sector affected by rising construction and labour costs, in line with the state government's aspiration to achieve more balanced, sustainable and inclusive development in Penang.

Sabah, S'wak JPJ kiosks offer road tax renewals
PUTRAJAYA: Motor Vehicle Licence (road tax) renewals for individual private vehicles can be carried out at Road Transport Department (JPJ) kiosks in Sabah and Sarawak starting today. JPJ, in a statement, said the renewal service will be available at 41 kiosks; 21 in Sabah and 20 in Sarawak. This service, however, applies only to private vehicles registered from 2020 onwards. 'For individual private vehicles registered before 2020, owners or their representatives must go to the JPJ counters for renewal,' it said in a statement yesterday, Bernama reported. In addition, renewals can also be done via the MyJPJ app, mySIKAP JPJ portal, JPJ mobile counters, and JPJ strategic partners. Vehicle owners are also advised to ensure their motor insurance coverage is valid and active before renewing their road tax at JPJ kiosks as the system will automatically verify insurance details during the transaction.
