
MoC prepares draft textile, apparel policy
ISLAMABAD: The Ministry of Commerce (MoC) has prepared draft of three scenarios-based five years (2025-30) Textile and Apparel Policy aimed at achieving exports target of up to $ 29.381 billion aligned with export targets proposed by National Export Development Board (NEDB) envisaged under Uraan Pakistan and promoting 'Made in Pakistan'.
Under the draft five years Textile and Apparel Policy, the proposed export target for FY 2025-26 will be $19.370 billion, for FY 2026-27 $ 21.420 billion, FY 2027-28 $ 23.740 billion, FY 2028-29 $ 26.710 billion and for FY 2029-30 $ 29.381 billion.
Strategic objectives of the Policy which also include made-ups/ home textiles, intermediates and raw materials is to provide conducive business environment and boost textiles and apparel exports to $29.381 billion by FY 2029-30; enhance exports of value-added textile products, while maximising utilisation of locally produced raw materials and intermediates, attract export-led investment with the focus on high-value, high-tech and environmentally friendly projects, and enhancing productivity and economies of scale; promote sustainable manufacturing practices, focusing on resource efficiency, industrial de-carbonization, circular economy and social responsibility, and improve the quality of human resource, with a focus on training and capacity building.
Jul-Mar textile group exports up 9.38pc to $13.613bn YoY
The proposed strategic interventions are as follows: (a) SBP and EXIM Bank, in coordination with the MoC and the Ministry of Industries and Production (MoI&P), shall (i) redesign Export Finance Scheme (EFS) for better targeting and utilisation while allowing back-to-back Letter of Credits (LCs) against master LCs with mandatory value-addition to promote export diversification, (ii) enhance credit limits with priority to value-added sectors and MSME, and (iii) reduce mark-up; (b) EXIM Bank, in coordination with the SBP, shall announce targeted financing schemes at low mark-up, with priority to MSME for investments in (i) value-added products (like apparel, technical textiles, smart, high performance and human-made materials, etc.) for enhancing economies of scales, (ii) ancillary industry such as machinery, spare parts, dyes and chemicals, accessories/ trims, etc., and (iii) intelligent, green and technological transformations; (c) EXIM Bank, in coordination with the SBP, shall scale-up Credit Risk Insurance Scheme on favourable terms and conditions for exporters to cover 'Commercial Risks' (i) in case if buyer goes bankrupt or insolvent, defaults on payment, or refuses to take delivery of goods, or (ii) if the issuing bank goes bankrupt, closes down or in respect to receivership, or defaults in spite of consistency of trading documents and consistency between LCs and trading documents or dishonours under usance LC, or on account of 'Political Risks', (iii) if the country or region of the buyer or issuing bank prohibits or restricts the buyer or issuing bank from paying for goods or making LCs payment to the insured, (iv) an import ban is imposed on the goods purchased by the buyer or the import permit issued to the buyer is revoked, (v) any war, civil war or riot makes the buyer unable to perform contract or the issuing bank is unable to discharge its payment obligation under LC, or (vi) a moratorium is issued by third country through which the payment by the buyer or issuing bank has to be routed; (d) SBP and the EXIM Bank shall re-launch Financing Scheme for Renewable Energy with a priority to the MSME to reduce carbon footprints and minimize import of fossil fuels; and (e) EXIM Bank, in coordination with the SBP, shall incentivize establishment of warehouses abroad for E-Commerce entrants. The SBP shall review the policy to increase the export realisation period (from 120 days to 180 days) and the procedures of imposition of penalties on delayed realization. The SBP shall revise the definition of MSME, and link it with dollar-rupee parity.
Access to Reliable and Competitive Energy: Power Division shall (i) supply electricity to direct and indirect exporters on regionally competitive tariff, exclusive of cross subsidies, Transmission and Distribution (T&D) losses, and inefficiencies of other consumers, (ii) diversify energy mix with a balanced blend of renewables and the other conventional resources, modernise infrastructure to reduce transmission and distribution losses and the other inefficiencies to make grid electricity affordable and reliable, (iii) ensure uninterrupted power supply to export sectors, (iv) operationalize Competitive Trading Bilateral Contracts Market (CTBCM) with rational 'Use of System' charges (excluding cross subsidies and other costs (v) announce incremental electricity consumption package, and (vi) review limit of surplus unit exports to WAPDA under Solar Net-metering Policy.

APTMA demands immediate removal of yarn, fabric from EFS
KARACHI: All Pakistan Textile Mills Association (APTMA) has urged the government to immediately remove yarn and fabric from the Export Facilitation Scheme (EFS), warning that their continued inclusion is jeopardising the domestic textile industry and distorting fair market competition. Addressing a press conference at APTMA House here on Tuesday, Kamran Arshad Chairman APTMA said that inclusion of Yarn and Fabric in the EFS has resulted in unfair market competition as the domestic industry products are paying 18 percent GST, while importers are enjoying tax-free and duty-free regime. He said that Pakistan Cotton Brokers Association (PCBA) and Pakistan Cotton Ginners Association (PCGA) and many other textile associations are supporting APTM's move. APTMA for removing yarn & fabric from ambit of EFS On the occasion, Naveed Ahmed, Chairman of APTMA Southern Zone, Khawaja Muhammad Zubair, Chairman PCBA and Dr Jassu Mal PCGA, Yasin Siddik former chairman APTMA, Asif Inam and others were also present. 'FY25 budget removed sales tax exemption on local inputs under EFS; however, imports are sales tax-free and duty-free. This move is directly hurting the domestic industry', Kamran Arshad He mentioned that some 18 percent sales tax on local inputs is refundable, but refunds are delayed, incomplete, and costly to process, especially disadvantageous to SMEs. Due to this disparity, over 120 spinning mills and 800 ginning factories have already shut down; looms are also closing and loom workers are protesting on streets in Faisalabad. SMEs are specifically disadvantaged as they have fewer channels for import and pay sales taxes at every stage. In addition, only 60 to 70 percent of refunds are issued, while the rest are stuck in manual processing with no progress in the last 4-5 years, he added. 'Due to cheap import of yarn and fabric, exporters strongly prefer imported inputs, resulting in disadvantageous local suppliers.' There is a massive $1.5 billion increase in import of only cotton, yarn and greige cloth compared to export growth of $1.4 billion in FY25. The import of these items rose from $2.19 billion in FY24 to $3.64 billion in FY25, he mentioned. Chairman APTMA said that subjecting local supplies to 18 percent sales tax while bestowing zero rating on imports is an anti-Pakistan policy that is bleeding the economy within. He informed that APTMA has pushed as much as it can for restoration of the EFS to its June 2024 position with sales tax zero-rating on local supplies. 'We have held meetings with the Minister Finance, Chairman and Members FBR, IMF representatives; however, the IMF has not agreed to restoration.' He said a high-level committee was also formed led by Ahsan Iqbal, Minister for Planning Development & Special Initiatives of Pakistan for negotiation with IMF; however, the meeting could not hold. PM seeks Turkish participation in running Gwadar Port
ISLAMABAD: Pakistan has reportedly decided to expand bilateral relations with Turkiye as a number of measures are under active consideration including Turkish participation in operationalisation of Gwadar Port, privatisation and off-shore drilling projects, etc. Both Turkey and Azerbaijan publicly supported Pakistan during conflict with India, after companies of both countries present in India were targeted by the Indian government. Prime Minster Shehbaz flew to Turkiye and Azerbaijan to express the country's appreciation for the support they extended in the unprovoked conflict with India. Numerous issues uncovered: Gwadar Port struggles to achieve desired success Prime Minister Shehbaz Sharif met Turkish President Recep Tayyip Erdogan during his official visit to Turkiye on May 25, 2025. Well informed sources told Business Recorder that during the meeting, Prime Minister gave several directions on further enhancing Pakistan-Turkiye bilateral cooperation. They said Prime Minister directed Board of Investment (BoI) that immediate allotment of land be ensured for Special Economic Zone (SEZ) dedicated for Turkish companies in Karachi. The SEZ shall be named President Recep Tayyip Erdogan Special Industrial/ Economic Zone. He also directed that date of the next Pakistan-Turkiye Joint Commission meeting be finalised at the earliest. Ministry of Privatisation and Ministry of Defence were directed to engage Turkish firms in the privatisation process of airports. He also directed that payment for MILGEM class ships be expedited, and also to enhance strategic cooperation between Pakistan and Turkiye in defence and counter-terrorism. Ministry of Federal Education and Professional Training and Ministry of National Health Services, Regulation and Coordination was tasked to invite Turkish consultants/ firms to participate in mega projects including Jinnah Medical Complex and Danish University. In this regard a road show was planned for June 2, 2025 in Turkiye for Jinnah Medical Complex. Danish University also joined the same event. According to sources, Petroleum Division and Ministry of Water Resources have been directed to invite Turkish delegation of experts to Pakistan for off-shore drilling and enhancing water storage. Power Division, Privatisation Division, Ministry of Foreign Affairs/ Pakistan Ambassador to Turkiye have been directed to identify and contact Turkish experts/ consultants for privatisation of power Distribution Companies (Discos). Ministry of Maritime Affairs, Ministry of Planning, Development & Special Initiatives and Ministry of Foreign Affairs are directed to explore Turkish participation in operationalisation of Gwadar port. Ministry of Railways and Ministry of Foreign Affairs will invite a Turkish delegation to Pakistan for deliberation and chalking a way forward on the Istanbul-Tehran-Islamabad Railway project. Prime Minister has directed Ministry of Foreign Affairs to explore possibility of upgrading Turkish Republic of Northern Cyprus (TRNC) Trade Office to Consulate. MoFA will also examine the issuance of statement of support for Turkish Republic or Northern Cyprus. Chief Secretary AJK Government has been directed to immediately (within 48 hours) allot a plot of land in Muzaffarabad to Maarif Foundation for building a school, and the Prime Minister intends to personally hand over the allotment letter to the Ambassador of Turkiye in Islamabad. An oversight committee is to be established within the Prime Minister's Office to oversee the implementation of all these directives. Copyright Business Recorder, 2025
