
Pulp mill's parking lot plan hits 2nd delay in front of Saint John council
An Irving Pulp and Paper plan to turn part of Wolastoq Park into a parking lot hit its second delay with Saint John council.
At the continuation of a public hearing Monday night, councillors said they want to see the company and city staff come to an agreement on community benefit.
The company is asking the city for approval to convert 30 per cent of the park into a roughly 500-space parking lot to accommodate the workers needed for a $1.1-billion upgrade project.
After a lengthy discussion, councillors voted to send the plan back to the city manager for further discussion, ultimately delaying a final decision.
The nearby Simms Corner intersection and its well known issues played centre stage in the discussions, along with the loss of park space for the community.
Many councillors expressed concerns about quality of life impacts.
"At the end of the day, it comes down to a loss of park, a reduction of quality of life for those who live and use that area," Coun. Gary Sullivan said.
"If you're losing a big hunk of park and increasing traffic and making their life tougher, what's the community benefit?"
The public hearing on the proposal began two weeks ago at the Feb. 10 council meeting, but the issue didn't get resolved before the 11 p.m. scheduled end. The majority of speakers in that meeting spoke against the proposal, with five left to speak in favour of it.
While a date for the item's return to council has not been determined, the city's general counsel, Melanie Tompkins, said council must vote on the bylaw change within six months or the application process would need to restart.
One of the remaining speakers — Andy Carson, J.D. Irving's director of government relations — said projected traffic increases resulting from the Irving NextGen project won't hit the same peaks as traffic resulting from other projects.
He pointed to the Harbour Bridge construction project slated to be near completion in 2027.
Carson said traffic related to its construction will ease this year and while the Irving project will add traffic back into Simms Corner, it would never reach the peaks of traffic related to bridge construction.
"Which isn't to say that there won't be an impact. That's still hundreds of cars. We appreciate that and we're going to work hard to try to minimize that impact as part of what we do," Carson said.
Tim O'Reilly, the city's director of public works, said Irving doesn't take several factors into account, such as train growth, port expansion and other industrial growth.
Irving wants the parking lot for workers who will be needed for the mill's $1.1-billion plan to replace its recovery boiler and increase pulp output. While J.D. Irving Ltd. owns the land, the company's proposal requires a zoning change.
The proposal was announced in October and has drawn criticism from city residents and staff, but support from trade and union groups, the city's Chamber of Commerce, mill employees and others.
Irving Pulp and Paper mill vice-president Mark Mosher and others say the upgrade would bring a significant economic boost to the city and province through job and tax revenue growth.
Opposed residents and city staff members say creating a parking lot would effectively make the area unusable as a park.
Carson also addressed concerns about green space loss and said the company is open to discussion with city staff about how it can support other park lands on the city's west side.
Mayor Donna Reardon said the delay in making a decision was about doing the right thing.
"I mean, 25 years ago when they purchased that, we didn't talk about mental health and we didn't talk about green spaces and we didn't talk about neighbourhoods," Reardon said.
"But we've evolved since those 25 years and now those things are important to us as communities."
J.D. Irving Ltd. bought the land overlooking Reversing Falls in 1998.
The company announced layoffs early Monday to roughly half of its paper plant workforce. The layoffs were not mentioned in the parking lot public hearing.

‘Main goal is to engage people again'
The Manitoba LGBT* Chamber of Commerce has selected Jenny Steinke-Magnus as its first executive director. Steinke-Magnus brings more than 15 years of experience in non-profit administration, communications, event management and human resources to the role. She started April 7; the chamber announced the appointment on social media last week. 'I'm thrilled,' said Steinke-Magnus, 40, who identifies as a member of the LGBTTQ+ community. 'It kind of brings together many aspects of my identity and my past job skills and experience.' Born and raised in Winnipeg, Steinke-Magnus joined the chamber after 51/2 years as executive director at the Manitoba Choral Association. Prior to that, she worked for two years as executive director for Prairie Voices Inc. Steinke-Magnus holds a master of arts in French studies from Simon Fraser University in Vancouver, and recently completed a non-profit management certificate from Calgary's Mount Royal University. She serves as chairperson of Creative Manitoba. The chamber started in 1988 as the Lambda Business and Professional Club of Winnipeg, taking its name from the 11th letter of the Greek alphabet — lambda — which was first adopted as a symbol for the Gay Activists Alliance in New York in the early 1970s. Until now, the organization has been run by volunteers. It has about 100 members and struggled to get back on its feet after the COVID-19 pandemic. In February, the chamber received a $300,000 grant from the federal Department of Small Business, through its 2SLGBTQI+ Entrepreneurship Program. The grant allowed the organization to create two full-time roles: executive director and program co-ordinator. (Cec Lopez was hired to fill the latter position last month.) Steinke-Magnus said she is looking forward to creating new programs in the coming months, including a mentorship program that will allow members to develop their business skills. Other priorities include updating the organization's branding, planning events and liaising with the LGBTTQ+ business community. 'The main goal is to engage people again and really grow the chamber,' Steinke-Magnus said, adding it's an inclusive organization meant for businesses, individuals and allies. 'There's a lot that we could do and a lot of potential, and we're really, really excited. We know there's a lot of people out there — we just need to get the word out and let people know who we are.' The Winnipeg Chamber of Commerce is also excited about Steinke-Magnus' appointment, said Loren Remillard, president and CEO. 'I think this is good news for our business community, for the (LGBTTQ+) community and all Winnipeggers,' he said. 'The more we work together collaboratively as partners, the stronger our community will be.' The two chambers have always had a good relationship, but it has 'waxed and waned' depending on the LGBT* chamber's volunteer leadership, Remillard said. He believes a paid, full-time executive director will only make the chamber — and its connection to the Winnipeg chamber — stronger. 'We look forward to working with the new CEO, so that we can talk on a day-to-day basis about how we can work together more effectively to the benefit of both organizations,' Remillard said. In February, she called the funding that allowed for the two staff hirings 'a game-changer' for the organization. The chamber will host 'Pride on Tap: a 2SLGBTQ+ Mixer' on May 27 at Devil May Care Brewing Co. Tickets are $20 for members and $25 for non-members, and will be available at in the coming days. 'We want to encourage everyone to come out,' Steinke-Magnus said of the after-work event, which coincides with Pride Week. Thanks to the generosity of Pattison Affichage and the participation of Casacom, the campaign will not only be rolled out on social media, but also displayed in more than 81 strategic locations across the Greater Montreal region, along major roadways and in commercial and residential buildings in the downtown area. In addition to its mobilizing messaging, it directs people to a web page presenting a myriad of ways to make a real difference, through MMFIM member organizations, in preventing and curbing homelessness by giving, renting or hiring. " This campaign is meant to showcase practical solutions that exist for collective action, whether that's donating time to an organization, giving a second chance to someone who has experienced homelessness by hiring them, or leveraging one's real estate expertise in collaboration with an organization. We hope that it will help raise awareness that every action counts and ensure that the means are put in place to manage homelessness in a coherent and accountable way. Saint John mayor defends effort to compromise with Irving over controversial parking lot
Social Sharing Saint John council has come under fire from a business group for proposing a compromise on J.D. Irving Ltd.'s request to replace parkland with a parking lot near its west side pulp mill. Council recently decided it could agree to rezoning the parkland for five years, so people working on a $1.1 billion upgrade at Irving Pulp and Paper have a place to park. The proposed temporary rezonig brought public criticism from Shannon Merrifield, CEO of the Saint John Chamber of Commerce, who said businesses need long-term assurance, and council was sending the wrong message to investors. But Mayor Donna Reardon is standing behind what she called a difficult decision for council. "We'd like to think that we've approached this thoughtfully, and we'd like to think that we've been fair about this and gathered as much information as we could," she said in an interview Thursday. "We've heard from everybody. We've been through three public hearings. It's been a lot, but we'd like to think that we have done our very best to evaluate the application, to look at the impacts and to go forward. And it's not easy." JDI had requested a third of Wolastoq Park, built on land the company owns, be rezoned so it could build a 500-stall parking lot. The company wasn't interested in temporary rezoning and withdrew its application the day after council's meeting last Thursday. JDI said it plans to reapply for rezoning in the future, but for now will find other options for parking. City staff were not in favour of the rezoning, and residents expressed concern about the loss of green space, the impact on quality of life, traffic congestion and the already problematic Simms Corner intersection. When JDI didn't get its way, Merrifield, CEO of the Saint John Region Chamber of Commerce, issued a statement expressing disappointment with the city. The issue represents a "test of Saint John's readiness to embrace growth, welcome investment and support economic momentum for real, lasting progress," the statement said. Reardon responded with an open letter on Wednesday to clarify that the council's decision was an attempt at compromise and to confirm the city is pro-growth. Council supports the pulp mill's upgrade, known as NextGen, and what it means to the local economy. "Council's role is to represent all Saint John residents, taxpayers, and landowners," Reardon wrote. "While the Chamber speaks for the business community, Council must weigh broader considerations, including community impacts, land use planning, safety, transportation infrastructure, and the preservation of public spaces." Mayor says decision was about fairness Reardon said in her letter that the council decision came down to trying to strike a balance between supporting big business and protecting the interests of residents and taxpayers. "Council has the power to do what they believe is best for the city and overrule staff if they believe that that's what should be done," she said. "We have a process in place and we need to stick with that process. Our job is to look at every application that comes and evaluate it based on the parameters that we're asked to do what's best for the city of Saint John." The mayor said that under the council proposal, the land's future use could be reviewed in five years, and the company could make another application then. She also said that Jim Irving, the CEO of J.D. Irving, acknowledged when he appeared before council, that the company's future needs could be different, and it might ask for a rezoning based on business realities at that time Although council was never voting to reject or approve NextGen, Merrifield suggested otherwise. "With the looming threat of new tariffs and growing global economic uncertainty, any community would welcome a $1.5 billion investment as a signal of confidence in their future. The question is — will Saint John?" J.D. Irving has also complained, claiming it was facing unreasonable restrictions on their proposal. Reardon said the road to success is paved with good partnerships and that healthy debate is a sign of a healthy community.
