Rogue civil servant claimed more than £40,000 in fake expenses

A civil servant at the Department for Work and Pensions (DWP) could face jail after raking in more than £41,000 in unauthorised expenses, a court heard.
Maurice Okello, 39, also admitted handing his employers a forged sick note to pocket more than £4,000 and travel abroad while signed off work.
The international policy adviser flew to places including Tampa, in Florida, Mexico City, Boston, the Greek island of Kos and Morocco under the guise of work travel. He also visited Brussels several times as well as the Swedish city of Gothenburg between December 2022 and September 2023.
Okello admitted two charges of fraud at Southwark Crown Court. The first charge of fraud by false representation stated he 'provided a forged statement of fitness to work to your employer claiming you were unfit for work, intending to make a gain, namely being paid your salary of £4,138.96 whilst on sick leave and travelling abroad during the sick leave period'.
Okello replied 'Guilty, yeah' when asked for his plea.
The second count of fraud by abuse of position stated he 'committed fraud in that, while occupying a position, namely policy adviser at the DWP in which you were expected to safeguard, or not to act against, the financial interests of DWP, you dishonestly abused that position intending thereby to make a gain, namely £41,476.91 in unauthorised expenses'.
Okello admitted this charge too.
Warning him he could face a custodial sentence, Judge Christopher Hehir said: 'You have pleaded guilty to two serious offences.
'I am not going to sentence you today because the court needs a pre-sentence report to find out more about you and your circumstances, and the circumstances of these offences.
'You must understand the fact I've ordered a pre-sentence report and the fact I'm readmitting you to unconditional bail is no sort of promise, indication or guarantee of the sentence.
'All sentence options, including immediate custody will be open to the sentencing judge because these are serious matters involving a substantial breach of trust.'

Yanis Mhamdi, a French journalist, said he had been 'detained' by Israel while trying to do his job and called on colleagues in the media to push for his release. In a statement, Israel's defence minister Israel Katz said the Madleen was being taken to the port of Ashdod, which is around 17 miles north of Gaza. Katz said: "I congratulate the IDF for the quick and safe takeover of the 'Madleen' flotilla to prevent them from breaking the blockade and reaching the shores of Gaza. "I instructed the IDF to show the flotilla passengers the video of the horrors of the October 7 massacre when they arrive at the port of Ashdod. The Madleen was reportedly flying the red ensign, the UK's shipping flag. That means the UK Government retains jurisdiction over the ship even if it was in international waters. The UK Government explained in 2022: 'The UK as flag state has primary responsibility for the ship, including criminal jurisdiction, even when the ship is outside the UK's territorial waters. 'If the ship leaves UK territorial waters and enters the high seas (international waters), the UK as flag state retains exclusive jurisdiction (subject to limited exceptions) for so long as the ship remains on the high seas.' However, if the ship entered Israeli waters, then it may become subject to Israeli laws. As the Madleen was reportedly intercepted and seized by Israeli forces in int'l waters, the UK gov must urgently seek full clarification and secure the immediate release of the vessel & its crew. The environmental advocate was among 13 activists aboard the Madleen, a vessel under the British flag run by the Freedom Flotilla Coalition, which aimed to deliver humanitarian aid to Palestinians. The ship was seized as contact was lost following an interception by Israeli commandos on the Mediterranean Sea, reports the Mirror. ‌ The Ministry of Foreign Affairs in Israel has confirmed the boat was escorted to Ashdod port, situated in the country's southern district, deriding the ship as a "selfie yacht". The ministry stated: "It is a media gimmick for publicity (which includes less than a single truckload of aid) - a 'selfie yacht'." ‌ Greta, 22, shared a video on X amidst reports of the incident, in which she raises the alarm that she and her companions required immediate support. The Swedish activist fervently expressed: "My name is Greta Thunberg, and I am from Sweden. If you see this video, we are being intercepted and kidnapped in international waters by the Israeli occupational forces, or forces that support Israel." She continued with a call to action: "I urge all my friends, family and comrades to put pressure on the Swedish government to release me and the others as soon as possible." The footage was reportedly filmed prior to this morning's skirmishes, with activists instructed to avoid mobile phone use and fortunately recorded before they were allegedly confronted with "a white chemical" attack. Reports from the scene indicated some individuals complained of "eyes burning", an event speculated to have occurred in Mediterranean waters. However, at approximately 4:30 am local time, Israeli forces redirected the ship towards Ashdod. Subsequently, a spokesperson for Israel's Ministry of Foreign Affairs issued a statement: "With recent reports of a 'celebrities yacht' heading to Gaza, the Ministry of Foreign Affairs wishes to clarify the following: The maritime zone off the coast of Gaza is closed to unauthorised vessels under a legal naval blockade, consistent with international law. ‌ "The yacht is claiming that it is delivering humanitarian aid. In fact, it is a media gimmick for publicity (which includes less than a single truckload of aid) - a 'selfie yacht'. "Humanitarian aid is delivered regularly and effectively via different channels and routes, and is transferred through established distribution mechanisms. Over the past two weeks, more than 1,200 aid trucks have entered Gaza from Israel. The Gaza Humanitarian Foundation has distributed close to 11 million meals directly to civilians in Gaza. "The Gaza maritime zone remains an active conflict area, and Hamas has previously exploited sea routes for terrorist attacks, including the October 7th massacre. Unauthorised attempts to breach the blockade are dangerous, unlawful, and undermine ongoing humanitarian efforts. We call on all actors to act responsibly and to channel humanitarian aid through legitimate, coordinated mechanisms, not through provocation."

It is understood a uniformed officer told the people onboard the Madleen that there are other means of delivering aid, before the ship was intercepted. The uniformed officer said, in a moment allegedly caught on camera, "established channels and distribution centres" had been set up. "If you wish to deliver humanitarian aid to the Gaza Strip, you're able to do so through the port of Ashdod. We have established channels and distribution centres," they reportedly told the activists. Israel 's defence minister Israel Katz had warned on Sunday that Israel would not allow anyone to break its naval blockade of the Palestinian territory, which he said is aimed at preventing Hamas from importing arms. He added: "To the antisemitic Greta and her fellow Hamas propagandists – I will say this clearly: You should turn back, because you will not make it to Gaza."
