
Schools to get Rs342m for operations
The Department of Education has released funds amounting to Rs3.52 billion under the Non-Salary Budget (NSB) for the final quarter (April-June) of the current fiscal year 2024-25.
These funds are intended to cover daily operational expenses in public schools across all districts of the province, including the Rawalpindi Division, specifically for utility bill payments and the salaries of daily wage staff. The funds will be deposited into each school's account by Monday, April 21.
The funds have already been transferred to the respective district education authorities' accounts. The allocations for districts within the Rawalpindi Division are Rawalpindi Rs132.977 million, Chakwal Rs79.391m, Attock Rs76.693m, and Jhelum Rs52.901m.
Expenses for schools in Murree will be covered by the Rawalpindi District, while those for schools in Talagang will be managed by the Chakwal District.
Additional allocations for major districts include Lahore with Rs129.060m, Faisalabad with Rs184.967m, Gujranwala with Rs117.826m, and Multan with Rs108.097m.
The Headmasters Association has welcomed the release of these funds, stating that it will enable the payment of long-overdue utility bills and salaries of daily wage staff, such as sanitation workers and watchmen.

P2P, Crowd Lending framework: SECP proposes major amendments to potential
ISLAMABAD: The Securities and Exchange Commission of Pakistan (SECP) has proposed major amendments to the potential of Peer-to-Peer (P2P) and Crowd Lending framework in Pakistan. The SECP has invited feedback on a comprehensive Consultation Paper on the Challenges and Potential of Peer-to-Peer (P2P) and Crowd Lending in Pakistan. The paper also included proposed amendments to the Non-Banking Finance Companies & Notified Entities Regulations, 2008, aimed at expanding access to alternative finance. The rapid evolution of financial technologies and the growing demand for inclusive and innovative financing solutions has led SECP to conduct an in-depth review of the existing P2P lending framework. The paper presents a comparative analysis of international regulatory models and best practices to inform policy development. The review identifies several structural and regulatory challenges currently constraining the growth of P2P and crowd lending platforms in Pakistan. These challenges include the absence of securitized lending mechanisms, restrictions on eligible participants, limited options for credit risk diversification, and operational difficulties related to escrow account management. To address these challenges, the SECP proposes a series of amendments to the P2P lending framework. These proposed changes include increasing loan ticket sizes and exposure limits, strengthening governance requirements for NBFCs operating as P2P service providers, ensuring the financial sustainability of P2P platforms, introducing a trust account structure for fund management, enhancing risk disclosures, and introducing IT and cybersecurity standards for platforms. The SECP has invited comments and suggestions from all stakeholders, including P2P platforms, fintech innovators, financial institutions, investors, and the general public. Stakeholder feedback will play a critical role in shaping a forward-looking, risk-sensitive, and enabling regulatory environment for P2P lending in Pakistan. In addition, the SECP also proposed amendments to revise the definitions of SME/MSME and micro-enterprises, enhance credit bureau reporting requirements for lending NBFCs, amend the Code of Corporate Governance applicable to lending NBFCs, and relax the Fit and Proper Criteria for Fintech Startups in the lending space. SCBAP terms toll hike by NHA 'extortion', vows legal challenge
Listen to article The Supreme Court Bar Association of Pakistan (SCBAP) has issued a strong statement condemning the National Highway Authority's (NHA) recent decision to increase motorway and highway toll taxes by 50%, calling it an act of 'extortion' and vowing to challenge the decision through legal means. In a press statement released on Wednesday, SCBAP President Mian Muhammad Rauf Atta termed the tax hike 'entirely unjustifiable' and demanded its immediate withdrawal. READ MORE: SCBAP rejects Indus canal plan, calls for fair water sharing 'The imposition of an additional 50% tax is a move that deserves unequivocal condemnation,' he said, adding that if the decision is not reversed, SCBAP will challenge it through legal forums in a competent court of law. The bar association also criticised the leadership of the Ministry of Communications, under which the NHA operates. It questioned why a non-political figure primarily known for his involvement in the property business was given charge of a ministry responsible for public infrastructure. 'This is a classic example of how a person with private business interests is handling public matters that require genuine political leadership concerned with the welfare of the people,' the statement read. SCBAP said the ministry should focus on addressing inefficiencies within the NHA rather than placing an additional burden on the public through increased toll charges. The decision, it said, is 'utterly unacceptable.' The association intends to challenge the decision through legal means if it is not withdrawn immediately. The statement further raised alarm about the upcoming federal budget, expected next week, criticising the allocation of large sums to non-developmental schemes. SCBAP warned that such allocations pose a significant corruption risk and must be discouraged. 'This move could have dire consequences for the economy.' SCBAP announced it will soon convene a meeting of its Executive Committee to discuss these public concerns and determine a further course of action. NHA enforces 50% toll hike for non-M-Tag vehicles starting June 15 Earlier, the NHA announced a 50% increase in toll taxes for vehicles without M-Tag or with low balance, effective 15 June 2025, as part of a move to implement a 100% M-Tag system across the country's motorways. The decision, notified under Section 10(2)(vii) of the NHA Act 1991 as amended in 2024, applies to key motorways including M-1, M-2, M-3, M-4, M-5, M-9, M-14, and E-35. The notification details revised toll rates incorporating a 50% penalty for non-compliant vehicles. According to the NHA, the new toll for cars on the Islamabad–Lahore (M-2) motorway has been fixed at Rs 1,800, while tolls for Lahore–Abdul Hakeem (M-3) and Pindi Bhattian–Multan (M-4) have been set at Rs 1,200 and Rs 1,600 respectively. Multan–Sukkur (M-5) tolls for cars now stand at Rs 1,800, and the rate for DI Khan–Hakla (M-14) has been raised to Rs 1,000. Meanwhile, cars travelling on the Hassanabdal–Mansehra Expressway (E-35) will pay Rs 450. Heavy vehicles will also face steep charges. Two- and three-axle trucks on the Lahore–Islamabad route will be charged Rs 7,900, while articulated trucks will be charged Rs 10,200. Motorists have been urged to ensure timely M-Tag registration and sufficient account balance to avoid the fine. M-Tag facilities are available at motorway toll plazas and authorised service centres nationwide.

Goldman Sachs sees OPEC+ raising oil output by 0.41 mb/d in August
Goldman Sachs anticipates the eight country OPEC+ oil group will implement a final 0.41 million barrels per day (mb/d) production increase in August, the bank said in a note dated Sunday. 'Relatively tight spot oil fundamentals, beats in hard global activity data, and seasonal summer support to oil demand suggest that the expected demand slowdown is unlikely to be sharp enough to stop raising production when deciding on August production levels on July 6th,' Goldman Sachs said in a note. OPEC+, the world's largest group of oil producers, stuck to its guns on Saturday with another big increase of 411,000 barrels per day for July as it looks to wrestle back market share and punish over-producers. The decision likely reflects relatively tight spot fundamentals, a resilient global economy, and an ongoing shift toward a long-term equilibrium aimed at normalizing spare capacity, supporting internal cohesion, and disciplining U.S. shale production, Goldman Sachs noted. Oil prices rebounded more than $1 a barrel in early Asian trade on Monday after OPEC+ decided to increase output in July by the same amount as it did in each of the prior two months, in line with market expectation. Oil jumps after OPEC+ sticks to same output hike in July versus June Goldman Sachs expects OPEC+ to maintain flat production levels from September, citing slowing global growth in third quarter and new large-scale non-OPEC projects ramping up. Goldman maintained its cautious oil price forecast, projecting Brent crude to average $60 per barrel and West Texas Intermediate (WTI) $56 per barrel for the remainder of 2025. For 2026, it sees Brent at $56 and WTI at $52 per barrel. The forecast reflects expected supply growth outside of U.S. shale will drive surpluses of 1 mbpd in 2025 and 1.5 mbpd in 2026. The bank mainted its oil price forecast stating a moderate upgrade to demand offsets the increase in OPEC+ supply. Goldman Sachs further cited an upward revision of historical International Energy Agency (IEA) Africa demand estimates, stronger-than-expected European demand data, and a softer electric vehicle (EV) outlook in Western markets as contributing factors.
