
Hopkins police force to get 20 to 30 new officers this year but not exceed 100
The Johns Hopkins Police Department, which has received pushback from students, community members and local leaders, will add 20 to 30 new officers over the remainder of the year, according to a university public safety spokesperson.
The additional hires are part of the long-term plan to make incremental additions to the staff under Branville Bard Jr., who was named the first chief of the university's police department in 2023, in addition to being vice president for public safety.
The department will not exceed 100 officers under that strategy. The department currently consists of 12 sworn officers and one community engagement adviser.
'During my time at Hopkins I have met with over 100 community and stakeholder groups and I commit to continue our work with the community to shape the JHPD as a model, community-oriented, transparent, and constitutional public safety organization,' Bard said in a statement. 'We have implemented national guidance on best practices and model policies from criminal justice reform efforts, social science research centers, and civil rights organizations, including the American Civil Liberties Union.'
The department has jurisdiction to patrol the Homewood academic campus, the medical campus in East Baltimore and the Peabody Institute conservatory in Mount Vernon. Officers can also operate in certain areas of public space that border the campus.
The police force has been the subject of community and student protests before it was even launched. Some critics allege the police force was formed to quiet dissent on campus and could potentially harm students.
In 2019, seven people were arrested during a monthlong sit-in against the creation of the department. In 2022, protesters disrupted a pair of town halls about the department.
The annual meeting of the department's accountability board in November was moved from in-person to online, limiting potential protests. The board consists of five community members unaffiliated with the university and 10 students, faculty and staff, including at least one member of the school's Black faculty and staff association.
The university said it's taken steps to address concerns.
'It is important to note that the JHPD is one small part of our Public Safety ecosystem,' Bard said. 'Importantly, we are also continuing the implementation of our public safety initiatives, including the Innovation Fund for Community Safety and the Behavioral Health Crisis Response Team.'
The Johns Hopkins University Behavioral Health Crisis Support Team was created to pair mental health clinicians with public safety officers to help people experiencing behavioral health crises. Under this strategy, the clinician and a public safety officer travel together to calls with a behavioral health component.
The community safety innovation fund intends to award up to $6 million over four years to community safety organizations such as B-360, which utilizes dirt bike culture to combat poverty; I AM MENtality, which provides leadership development training, mentorship and mental health counseling; and WombWork Productions, which helps communities through performing arts.
Last summer, the JHPD finalized policies to govern how the force will operate on the three campuses. The 88 policies include use-of-force procedures, arrests and interactions with the community.
The policies were written with themes of racial justice, procedural justice, de-escalation and harm reduction.
The arrest policy, for example, advises officers of alternatives to arrests, such as warnings and referrals for criminal and civil violations. Arrests are made only when it is 'least intrusive and most appropriate,' the policy says.
Supervisors must approve actions beyond a warning, except for felony offenses.
In April, the Maryland Appellate Court agreed with a lower court decision to dismiss a lawsuit from three Baltimore residents that challenged the university's police department. Judge Douglas Nazarian wrote in an opinion that the plaintiffs did not show they were aggrieved in a different way than the public, the facts of the case haven't matured into an existing controversy, and the suit failed to state a claim.
'These people are being prepared to take over Baltimore Police Department's patrol duties in areas of the city that Johns Hopkins still refuses to identify,' said Joan Floyd, one of the plaintiffs in the suit, in a statement to The Baltimore Sun.
Baltimore City Councilor Odette Ramos also opposes the private police force. She said there are significant problems with the plan, including confusion on the boundaries and jurisdiction with the Baltimore Police Department, as well as what she calls the flawed policies that officers will be following.
'JHU has the opportunity to invest in transformational work in our city to address the root causes of crime, but instead chooses to invest in arming itself inside and outside of the campus,' Ramos said in a statement to The Sun. 'Officers that will not have the same training as our Baltimore Police officers with access to AR15s in their cars possibly profiling individuals in our diverse neighborhoods is not what I call safety at all.'

Redistricting: Majority Black Voting Maps Rejected In Louisiana
Source: Mario Tama / Getty One of the most innocuous yet insidious ways voter suppression rears its head is through redistricting, a process by which a state legislature draws up voting maps along political lines. Despite a federal judge finding that their current legislative map violates the Voting Rights Act, Louisiana lawmakers have rejected a new map that would've included eight new, majority Black districts. The Louisiana Illuminator reports that Bill 487 and Bill 488, which would've redrawn the legislative maps for the Senate and House of Representatives, respectively, were struck down in a 9-6 and 9-5 vote that fell along party lines. The current maps were drawn in 2022 and utilized census data from 2010, despite the fact that the state's Black population has only increased over the last decade. Black voters make up a third of Louisiana's population, but the current voting maps only have one majority Black district. Rep. Edmond Jordan (D-Baton Rouge), ithe chairman of the Louisiana Legislative Black Caucus, authored both bills. He explained the changes were necessary to address a ruling by a federal judge last year that found the current map disenfranchised Black voters. 'By us not upholding our obligation and redrawing these maps … I think it sends a signal that we are unwilling to do so,' Jordan told his fellow legislators. 'Rather than wait on the court to come up with a decision, I think it's incumbent upon us to get ahead of that and maybe draw these maps and show the court that we're willing to comply with Section 2' of the Voting Rights Act. The Republican opposition explained that they didn't feel the need to update the maps as the ruling is currently under appeal, and they believe that the courts will rule in their favor. They also brought up concerns that the new district lines would require current elected officials to move in order to still represent their district or possibly have to run against another incumbent to maintain their seat in the legislature. Jordan understood those concerns but stated his priority was giving Black voters an equal voice in determining who represents them. 'What we're trying to do is attempt to unpack and uncrack these districts so that they would comply with Section 2,' Jordan said. Source: Juan Silva / Getty From the Louisiana Illuminator: Packing is a type of gerrymandering that forces a large number of voters from one group into a single or small number of districts to weaken their power in other districts. Cracking dilutes the power of those voters into many districts. Jordan's plan would have added new majority Black House districts in Natchitoches, Lake Charles, Shreveport and Baton Rouge, and Black Senate districts in Baton Rouge, Shreveport and Jefferson Parish. In what can only be described as saying the quiet part out loud, state Republicans added that they found Section 2 of the Voting Rights Act to be outdated. For clarity, Section 2 of the Voting Rights Act prevents any voting law or measure 'which results in a denial or abridgement of the right of any citizen of the United States to vote on account of race or color.' Considering that they're actively using legislative districts to curb the power of Black votes, it's clear Section 2 is still a necessity to maintain voting rights within majority Black communities. Redistricting is always a partisan affair, with the legislative map being drawn by whatever party has power. Far too often, though, the redistricting efforts by state Republicans are largely built around minimizing Black voting power to keep Republicans in office. This isn't only an issue in Louisiana, as several states have drawn legislative maps that explicitly undermine Black votes. Redistricting plans in the state of Texas are also facing legal challenges due to allegations of racism. There's an ongoing fight in Texas's Tarrant County over redistricting plans that several state legislators believe violate the Voting Rights Act, and there's currently a federal case underway against the Texas state government over its 2021 voting map that was believed to have 'diluted the power of minority voters.' One of the worst offenders is Alabama, whose redistricting efforts have been deemed racist by federal judges several times. State Republicans have said that if they don't receive a favorable ruling in their appeal on the decision, they won't update the voting map until 2030 to avoid federal oversight. There is nothing more on brand for the modern GOP than having a temper tantrum when being told to be less racist. If anything, this is a reminder that in America, the boring, procedural racism is often the worst kind. Tulsa's new Black mayor proposes $100M trust to 'repair' impact of 1921 Race Massacre
TULSA, Okla. -- Tulsa's new mayor on Sunday proposed a $100 million private trust as part of a reparations plan to give descendants of the 1921 Tulsa Race Massacre scholarships and housing help in a city-backed bid to make amends for one of the worst racial attacks in U.S. history. The plan by Mayor Monroe Nichols, the first Black mayor of Oklahoma's second-largest city, would not provide direct cash payments to descendants or the last two centenarian survivors of the attack that killed as many as 300 Black people. He made the announcement at the Greenwood Cultural Center, located in the once-thriving district of North Tulsa that was destroyed by a white mob. Nichols said he does not use the term reparations, which he calls politically charged, characterizing his sweeping plan instead as a 'road to repair.' 'For 104 years, the Tulsa Race Massacre has been a stain on our city's history,' Nichols said Sunday after receiving a standing ovation from several hundred people. 'The massacre was hidden from history books, only to be followed by the intentional acts of redlining, a highway built to choke off economic vitality and the perpetual underinvestment of local, state and federal governments. 'Now it's time to take the next big steps to restore.' Nichols said the proposal wouldn't require city council approval, although the council would need to authorize the transfer of any city property to the trust, something he said was highly likely. The private charitable trust would be created with a goal to secure $105 million in assets, with most of the funding either secured or committed by June 1, 2026. Although details would be developed over the next year by an executive director and a board of managers, the plan calls for the bulk of the funding, $60 million, to go toward improving buildings and revitalizing the city's north side. 'The Greenwood District at its height was a center of commerce,' Nichols said in a telephone interview. 'So what was lost was not just something from North Tulsa or the Black community. It actually robbed Tulsa of an economic future that would have rivaled anywhere else in the world." Nichols' proposal follows an executive order he signed earlier this year recognizing June 1 as Tulsa Race Massacre Observance Day, an official city holiday. Events Sunday in the Greenwood District included a picnic for families, worship services and an evening candlelight vigil. Nichols also realizes the current national political climate, particularly President Trump's sweeping assault on diversity, equity and inclusion programs, poses challenging political crosswinds. 'The fact that this lines up with a broader national conversation is a tough environment,' Nichols admitted, 'but it doesn't change the work we have to do.' Jacqueline Weary, is a granddaughter of massacre survivor John R. Emerson, Sr., who owned a hotel and cab company in Greenwood that were destroyed. She acknowledged the political difficulty of giving cash payments to descendants. But at the same time, she wondered how much of her family's wealth was lost in the violence. 'If Greenwood was still there, my grandfather would still have his hotel,' said Weary, 65. 'It rightfully was our inheritance, and it was literally taken away.' Tulsa is not the first U.S. city to explore reparations. The Chicago suburb of Evanston, Illinois, was the first U.S. city to make reparations available to its Black residents for past discrimination, offering qualifying households $25,000 for home repairs, down payments on property, and interest or late penalties on property in the city. The funding for the program came from taxes on the sale of recreational marijuana. Other communities and organizations that have considered providing reparations range from the state of California to cities including Amherst, Massachusetts; Providence, Rhode Island; Asheville, North Carolina; and Iowa City, Iowa; religious denominations like the Episcopal Church; and prominent colleges like Georgetown University in Washington. In Tulsa, there are only two living survivors of the Race Massacre, both of whom are 110 years old: Leslie Benningfield Randle and Viola Fletcher. The women, both of whom were in attendance on Sunday, received direct financial compensation from both a Tulsa-based nonprofit and a New York-based philanthropic organization, but have not received any recompense from the city or state. Damario Solomon-Simmons, an attorney for the survivors and the founder of the Justice for Greenwood Foundation, said earlier this year that any reparations plan should include direct payments to Randle and Fletcher and a victims' compensation fund for outstanding claims. A lawsuit filed by Solomon-Simmons on behalf of the survivors was rejected by the Oklahoma Supreme Court last year, dampening racial justice advocates' hopes that the city would ever make financial amends.

Trump offers no rest for lifelong US activist couple
They've lost count of how many times they've been arrested, but even with a combined age of 180 years, American couple Joseph and Joyce Ellwanger are far from hanging up their activist boots. The pair, who joined the US civil rights rallies in the 1960s, hope protesting will again pay off against Donald Trump, whose right-wing agenda has pushed the limits of presidential power. "Inaction and silence do not bring about change," 92-year-old Joseph, who uses a walker, told AFP at a rally near Milwaukee in late April. He was among a few hundred people protesting the FBI's arrest of Judge Hannah Dugan, who is accused of helping an undocumented man in her court evade migration authorities. By his side -- as always -- was Joyce, 88, carrying a sign reading "Hands Off Hannah." They are certain that protesting does make a difference, despite some Americans feeling despondent about opposing Trump in his second term. "The struggle for justice has always had so much pushback and difficulty that it almost always appeared as though we'll never win," Joseph said. "How did slavery end? How did Jim Crow end? How did women get the right to vote? It was the resilience and determination of people who would not give up," he added. "Change does happen." The couple, who have been married for more than 60 years, can certainly speak from experience when it comes to protesting. Joseph took part in strategy meetings with Martin Luther King Jr -- the only white religious leader to do so -- after he became pastor of an all-Black church in Alabama at the age of 25. He also joined King in the five-day, 54-mile march from Selma to Montgomery in 1965, which historians consider a pivotal moment in the US civil rights movement. Joyce, meanwhile, was jailed for 50 days after she rallied against the US military training of soldiers from El Salvador in the 1980s. Other causes taken up by the couple included opposing the Iraq war in the early 2000s. "You do what you have to do. You don't let them stop you just because they put up a blockade. You go around it," Joyce told AFP. - 'We'll do our part' - Joseph admitted he would like to slow down, noting the only time he and his wife unplug is on Sunday evening when they do a Zoom call with their three adult children. But Trump has kept them active with his sweeping executive actions -- including crackdowns on undocumented migrants and on foreign students protesting at US universities. The threats to younger protesters are particularly concerning for Joyce, who compared those demonstrating today to the students on the streets during the 1960s. "They've been very non-violent, and to me, that's the most important part," she said. Joyce also acknowledged the couple likely won't live to see every fight to the end, but insisted they still had a role to play. "We're standing on the shoulders of people who have built the justice movement and who have brought things forward. So, we'll do our part," she said. Joyce added that she and Joseph would be protesting again on June 14 as part of the national "No Kings" rally against Trump.
