Brecel failed to show in the East Midlands for his match with Alexander Ursenbacher.
It comes just days after he failed to turn up for a similar event ahead of the Wuhan Open.
A brief statement from the World Snooker Tour read: "Luca Brecel has withdrawn from this week's British Open qualifiers and been replaced in the draw by Ashley Carty.
"Brecel was due to face Alexander Ursenbacher on Wednesday afternoon but has decided to pull out.
"Carty is the highest available player from the Q School top-up list."
Brecel is currently enjoying a summer holiday with new flame Shawney Demuyter.
He appeared to be out of the country on Sunday as he went out for pizza and drinks with his beau.
On Tuesday, the day before his scheduled match with Ursenbacher, Brecel uploaded a snap of himself wearing a bizarre mask on Instagram.

He followed it with snaps of him wearing a pink hat and a giant black wig.
He captioned the picture: "Bad hair day."
The Belgian Bullet has slipped down to number 39 in the world rankings, with his form collapsing since his world title win two years ago.
Legendary snooker star Steven Hendry said of Brecel: "He's fallen off a cliff. What a great player, though.
"It's very frustrating for me to watch someone who is so talented [not perform].
"He's still in his 20s, and could play still for the next 10, 15 years, win so many tournaments, earn so much money... [but he] doesn't seem interested."
Brecel had been set to play in next month's Championship League.
But he has already withdrawn from that event.
Brecel has previously dubbed himself the "Ronaldinho of snooker" thanks to his fast-paced and risk-taking style.
The maverick told Midnite: "I just don't really think a lot about winning tournaments and stuff like that. I just like playing the game.

Snooker legend Jimmy White, 63, lands new job as he's lined up for role in TV crime drama

SNOOKER legend Jimmy White has landed a new role in TV. The ten-time major winner works mostly as a pundit but still plays from time to time. 1 But he has now landed a new role completely outside of his comfort zone, in a new TV crime drama. White, 63, is set to perform an acting role in series Write To Kill. He will play the director of an estate agency who sacks the main character in a snooker hall, according to Deadline. Actress Charlotte Kirk is set to star in the thriller, which follows an aspiring author who is offered money to commit a heinous crime. White still plans to continue playing snooker until he is at least 65. The cult hero is the only one of his generation still playing at a professional standard but he knows that eventually Father Time will dictate for how long he can be competitive. He said: 'This last year my schedule was too busy. I was all over the place doing exhibitions and my preparation wasn't the greatest. 'I have to manage it a bit differently for the next two years but if I don't find some form, this will be my last two years. 'You've got to show the form on the table. My game is in good shape but I've not got any results this year. 'If I didn't think I could win, I wouldn't play. The minute I think I can't win, I won't play. But I don't take any regard of what people say about me playing on. 'Is there a chance I'll play at 70? No. I'm going to see out these two years and if I find some consistency, then I'll make a decision. But if I don't, I'm going to go and play bad golf.'
