USPS' DeJoy: Consolidator changes will boost competitiveness

Postmaster General Louis DeJoy described the Postal Service's large-scale changes impacting package consolidators as necessary for his wide-ranging "Delivering for America" plan in an interview with Supply Chain Dive on Sunday.
"I'm not trying to take over the package business industry. I'm trying to just fill my trucks and fill my carrier bags, right?" DeJoy said. "And once I do that, and I've leaned out the whole place, we have potentially a chance of covering our costs and saving the Postal Service."
Consolidators like DHL eCommerce and OSM Worldwide use the Postal Service for final-mile delivery of its customers' packages. But two changes the Postal Service rolled out last year incentivized these companies to overhaul their longstanding business models in varying ways.
For one, the Postal Service eliminated ounce-based rates for packages shipped via Parcel Select, spurring partners that used it to pursue heavier shipments. The agency also nixed contracted rate discounts for consolidator volume going to its delivery units, or facilities closest to the end recipient. This has led more packages to be dropped off further upstream in the Postal Service's network.
"Going into delivery units was not something that I was happy with on a competitive standpoint. I thought it was a foolish strategy," DeJoy said.
Previous consolidator arrangements didn't align with the agency's aim to streamline its middle-mile operations and maximize the amount of volume its ground transportation network handles. Instead, consolidators were often handing packages off one step before delivery.
"We have to get paid for that work, but they were paying somebody else for that work, right?" DeJoy said. "So it's our system now that's bringing the product down. And you know what? I'm going there anyway with my trucks."
The Postal Service's strategic shift under DeJoy has sparked major changes throughout the parcel delivery industry over the past year. Consolidators are looking to deliver heavier packages due to ounce-based pricing changes. Alternative delivery providers are moving to compete directly with the Postal Service on lightweight shipping services. And UPS is now delivering all of its SurePost packages in-house rather than splitting up the work with the Postal Service.
Amid the overhaul, DeJoy said he's open to reach more deals with services that previously relied on the agency. However, he noted there is limited room at the Postal Service for additional business from consolidators in the near term.
The Postal Service is also amenable to discounts for delivery unit drop off, but only through direct contracts and offered more tightly than in the past, according to DeJoy. Some customers still drop off volume at delivery units, but the agency wants to ensure those facilities aren't "overwhelmed" as some locations were in previous instances, he added.
"I gave everybody opportunities to negotiate with us for what I felt was the reasonable price adjustment that we needed to make," DeJoy said.
But the Postmaster General still views consolidators as competitors in the agency's efforts to snag a larger share of the parcel delivery market. Key in that plan is to secure more direct contracts with shippers, including through its Ground Advantage service that offers its own ounce-based rates. The agency is also gearing up to launch its Next Day Priority shipping service later this year. DeJoy said the offering will "roll it out regionally as the deals come."
"We were not dealing with our customers when I got here," DeJoy said. "We had resellers, consolidators, our sales force was dormant. I got a sales force that's on fire now."
Industry stakeholders have voiced concern about how the changes could challenge on-time delivery reliability as more volume is entered into the agency's transforming network earlier. Although DeJoy acknowledged the Postal Service's overhaul has had its share of challenges, he added that shipping partners who align with the agency will see "great service" going forward.
"We're going to perform, we're going to deliver on time," DeJoy said.

‘This came out of nowhere': Winfield post office closing Sept. 30
The Winfield postal substation will be stamped closed on Sept. 30. Notice of contract termination was emailed by a U.S. Postal Service official earlier this week to Amy Culver, the customer service agent for the post office, and George and Diane Smith, owners of the building, which shares space with U-Haul Rentals. Susan W. Wright, Strategic Communications Specialist for the U.S. Postal Corporate Communications, when asked the reason behind the termination, responded with the following email: 'The Postal Service sometimes contracts with retailers to host Contract Postal Units, or CPUs, within a retail establishment, operated by the retailer's employee. CPUs can provide communities with expanded access to postal services, but they are not operated by the Postal Service. In all instances, CPU agreements may be terminated by either party upon 120 days' written notice.' 'In the case of the Winfield CPU at 8380 E. 109th Ave., Crown Point, the Postal Service determined the nearby postal facilities are able to fully serve the community and the CPU was no longer needed.' Wright, in her email, said she had no information about changes to be made in the Leroy Post Office, 14120 Elkhart St., located south of Winfield in Leroy. The Winfield postal substation was opened in April 2021 and before that was housed for many years inside the former Fagen Pharmacy, now CVS Pharmacy, 10809 Randolph St., before Fagen's closed in 2017. The town of Winfield and nearby unincorporated Lakes of the Four Seasons, which use a Crown Point ZIP code, have mail delivered through the Crown Point Post Office on Summit Street in Crown Point. Crown Point Postmaster Rhianna Derolf could not be reached for comment. The Smiths, with whom the contract is held, said the termination email came from Shaun D. LaBay, a contracting officer for the United States Postal Service in Aurora, Colorado. He referred all questions to the postal service communications services in Washington, D.C. Culver and the Smiths said they were blindsided by the email notifying them of the 120-day termination since they thought all was well. 'This came out of nowhere,' Culver said. The Smiths said they agreed to house the post office substation and sign a contract with U.S. Postal officials as a way to give back to the Winfield and Lakes of the Four Seasons area, where they have lived for close to 40 years. The feedback the Smiths have received from the community over the last four years has been great. 'We can't walk down the street without someone saying thank you to us…The town has been good to us and this is our payback to them,' George Smith said. The Smiths receive no rental income from the U.S. Postal Service and only a small percentage back from such things as sale of stamps, which they have to purchase from postal officials. Town Council President Zack Beaver and Winfield Township Trustee Cody Reynolds voiced disappointment about the closure. Both Beaver and Reynolds said their attempts to reach out to the Crown Point Post Office were unsuccessful, as were calls made by Post-Tribune. 'It's a shame it's being closed because it serves thousands of residents,' Beaver said. Reynolds credited his predecessor, former Winfield Township Trustee Paulette Skinner, for pushing to get the substation reopened after it was closed in 2018 after Fagen Pharmacy closed. On June 26, 2018, Skinner's office sent state officials a petition with the signatures of 2,548 residents asking to restore postal services. 'Given the township's history on this we are actively engaged,' Reynolds said. Reynolds issued a statement from the Winfield Township Trustee's Office, which in part, condemned the termination action and even addressed the possibility of the closure of another nearby post office located in Leroy. 'The Winfield Township Board and I are vehemently opposed to the closure of one or both of these facilities. If this is allowed to happen, these decisions will leave a 25.5-square-mile area without service from a local post office. Residents would be forced to travel 5 or more miles away just to find the next closest facility, Reynolds said in his statement. 'We also have to take into account that both of these substations may also be the closest facilities for a number of people who live outside of Winfield Township, particularly those in Porter and Union Townships in Porter County. Ultimately, this decision could end up affecting almost 25,000 residents.' Reynolds said he is already communicating with other local, state and federal officials to do all officials can do to reach a positive outcome for the community. 'As more information becomes available, we will work to keep the members of our community fully informed on this issue,' Reynolds said. UPS surcharge updates impact fuel fees, bulky packages and more

UPS has rolled out a barrage of surcharge changes since May that could introduce further pricing pressure for shippers. The carrier has hiked its fuel fee calculations, added a new international levy and tweaked the list of ZIP codes in which delivery area surcharges apply, among other adjustments. Updates to how fees on bulky packages are calculated will take effect Aug. 17. "UPS rate updates help to support ongoing expansion and capability enhancements as we strive to maintain the high service levels you expect from UPS," the company said on its website. Aug. 17 Source: UPS UPS and rival FedEx have accelerated the frequency of surcharge changes over the past few years in a bid to boost profitability, experts have told Supply Chain Dive. Although discounts offered by the delivery giants are softening the blow, the fee hikes are contributing to customers' higher shipping expenses. "You keep getting these changes forced into this network, and you haven't budgeted for it, along with all of the other stuff you're dealing with as a shipper, and it is difficult," said Adi Karamcheti, a senior consultant of professional services at Shipware. Fuel surcharges have been a particular thorn in shippers' side recently, with several increases levied since 2024. UPS increased its fuel surcharge calculations for domestic shipments by 100 basis points on May 26. The carrier adjusts the index-based fees weekly based on average diesel fuel and jet fuel prices. Those prices determine the surcharge rate UPS applies for deliveries. This means if the diesel fuel index's price per gallon is $3.20, a UPS Ground or Ground Saver delivery now incurs an 18.75% fee instead of a 17.75% markup under previous calculations. The move comes less than three months after UPS increased its domestic fuel surcharge calculations by 50 basis points. Beyond fuel prices, UPS customers need to keep up with upcoming changes to how large package and additional handling fees are calculated. Now those surcharges consider a package's cubic inch total rather than a combination of length and girth. Shippers with bulkier items, like patio furniture, aftermarket car parts or recreational equipment, should pay extra attention to how the new calculations will influence what charges apply and when, said Gene Pawlak, who is also a senior consultant of professional services at Shipware. Shippers have ways to blunt the impact of rate and fee hikes, according to a post on the website of Reveel, a parcel spend management provider. This includes focusing contract negotiations on the surcharges they are most heavily exposed to, minimizing empty space when packaging products and leveraging warehouses closest to end customers.
