Elevated corridor planned to free up traffic in Sonia Vihar in northeast Delhi
New Delhi: Public Works Department has initiated the process for constructing an elevated corridor spanning 5.5km along Sonia Vihar Pusta Road in northeast Delhi. The department has issued a tender for its feasibility study. Currently, the irrigation and flood control department owns this stretch. The tender seeks a consultant to conduct a comprehensive study for the corridor, which will extend from Nanaksar Gurudwara T-Point to the Delhi-Uttar Pradesh border at Tronica City. Officials have noted that the route handles substantial vehicular movement throughout the day, leading to significant traffic congestion during both peak and non-peak hours and causing inconvenience to both residents and commuters. Building an elevated road is likely to alleviate the congestion problem. The corridor will also improve connectivity between Delhi and the UP border, said a senior official. PWD minister Parvesh Verma conducted a site inspection in April and announced the project. The estimated cost is Rs 500 crore. The central verge's existing space will make it possible to construct an elevated road without significant obstacles, said officials. The right-of-the-way assessment will span six kilometre. The Nanaksar T-junction marks the starting point, where six approach roads connect to Pusta Road via a service road. "There are trees present on both sides of Pusta Road, and there is a Delhi Jal Board pipeline passing underneath. All of this will be part of the feasibility study," the tender stated. The Sonia Vihar treatment plant, operated by DJB, is situated near the proposed alignment. "Widening of Pusta Road on the city side is not feasible because of space constraints. So, an elevated road will be built," the official said. This would bring relief to residents as the demand for an elevated road was long pending. Pillars will be erected on both sides of the road to leave the traffic at the ground level unaffected, he added. The construction of this elevated road will resolve congestion at several bottleneck points. Officials said PWD had been instructed to expedite all necessary procedures to start the work at the earliest. The PWD minister earlier said, "The people of Sonia Vihar have been struggling with severe traffic congestion, making this project essential. However, due to the large number of trees in the area, we have now decided to build an elevated flyover instead." Verma mentioned that he received a request from local MLA Kapil Mishra, following which the project was discussed with chief minister Rekha Gupta and received approval. Property rates likely to go up in Delhi as CM seeks plan on revision of circle rates
Eyeing a revenue boost, Delhi Chief Minister Rekha Gupta on Saturday issued directions for the revision in circle rates at a high-level meeting where the mismatch with current market prices came into focus, said officials. The Chief Minister directed the Revenue Department to form a committee under the chairmanship of the Divisional Commissioner to prepare a plan on the revision. The property prices in Delhi are expected to go up once the revised rates are implemented. Better infrastructure in the Capital, ease of doing business, unauthorised colonies, housing societies, and modernisation of infrastructure in industrial zones were among the issues discussed at Saturday's high-level meeting. During the meeting, officials said, Gupta highlighted that there are inconsistencies in the current circle rate structure across Delhi that require reassessment, and directed the task force to present a report at the earliest after considering all relevant aspects. The panel will submit a detailed report based on current market conditions and property values, which will then be used as the basis for revising the circle rates. Environment Minister Manjinder Singh Sirsa and senior officials from MCD, DDA, DMRC, registrars of co-operative societies, and representatives from the Confederation of Indian Industry (CII) were among the attendees at the meeting. Circle rates, which vary across states and even within areas in a city, are the minimum prices per unit area determined by the government. A property cannot be registered for a price below the circle rate for an area. Depending on factors such as demand and supply, amenities, profile of the neighbourhood, these rates are revised from time to time. In Delhi, the government has divided localities into eight categories based on the floor price — 'A' to 'H'. Upscale localities such as Jorbagh, Vasant Vihar, and Safdarjung Enclave come under category 'A', while the least developed places, mostly located in Outer Delhi, fall in the category 'H'. During the Covid pandemic, the Delhi government relaxed the circle rates by 20%. With the rebate, the circle rate for category 'A' fell from Rs 7.7 lakh to Rs 6.2 lakh per square metre, and in category H, the floor price went down from Rs 23,280 to Rs 18,624 per square metre. In 2022, however, these rebates were withdrawn. At present, the 2014 guidelines are being implemented in Delhi. While the base unit rate of cost of construction (residential use) in category 'A' is Rs 21,960 per square metre, the corresponding value for category 'H' is Rs 3,480. During Saturday's meeting, the CM instructed all civic agencies to take proactive measures for the welfare of unauthorised colonies. She also directed the DDA and Urban Development Department to prepare a comprehensive and detailed report addressing issues related to ownership rights and property registration in these colonies, said officials. The task force also presented a report that included several significant recommendations for the overall development of the city. Some of the key proposals include a standardised development control norms across all agencies and time-bound approvals for large-scale projects, said officials. Officials said that the task force also proposed that slum redevelopment should be encouraged under the public-private partnership (PPP) model, allowing for commercial activities within such projects. 'The task force will work in coordination with various departments and agencies to review existing processes related to entrepreneurs, businesses, and start-ups. It will also evaluate existing policies and submit a report recommending automation and time-bound implementation of reforms,' said Gupta. Further, during the meeting, the CM also discussed the issue of high amalgamation charges for commercial plots and directed the task force to include residential plots under the proposed framework so that an integrated policy can be developed, said officials. She also emphasised the need to make construction-related procedures simple, transparent, and accountable to avoid unnecessary delays in developmental work.

NDMC to spend 31cr on smart water meter plan
New Delhi: New Delhi Municipal Council has approved a sum of Rs 31 crore for its long-pending project to provide smart water meters in areas under its jurisdiction. The work includes replacing conventional mechanical meters with new smart meters. At present, there are 20,709 water connections in the NDMC area. There was earlier a Rs 14 crore proposal for replacing 5,397 defective mechanical water meters with smart water meters. This has been extended also to the remaining 15,312 meters to achieve 100% accuracy in operations and to ensure the longevity of the water meters. "We have a preliminary estimate of Rs 30.8 crore for installing smart water meters in consumer connection lines. These meters will have advanced metering capacities, are highly waterproof, magnetically sealed, have no moving parts and are capable of measuring both low and high water flow," claimed Kuljeet Chahal, NDMC vice-chairman. The proposal underlined that the smart meters were relatively costlier but provided accurate data without manual intervention. Most importantly, no manpower is required for physical meter reading at the site, unlike conventional meters, as the reading will be directly available at the meter data management." Given such features, NDMC decided on June 12 to get the current meters replaced by smart meters to instil confidence in the consumer. "These types of meters are now installed by most water-supplying departments across the country. Since NDMC has already granted administrative and expenditure sanction for the project, we expect the work to be completed by July 2026," said Chahal. Bansuri Swaraj, member of Parliament and ex-officio member of NDMC, said that upgrading essential civic facilities employing modern technology would significantly enhance efficiency and bring transparency and ultimately benefit citizens while improving service delivery. A proposal for the procurement of smart electricity meters for the mass replacement of existing static-type operated electronic energy meters was also approved by NDMC. An official said that the process for replacing conventional meters with smart electricity meters is already underway, with 60% of the work completed.
