Delhi govt to survey beggars under SMILE scheme, focus on rehab and resettlement
NEW DELHI: The Delhi government has invited Expressions of Interest (EoI) to conduct a survey aimed at identifying individuals involved in begging across the city. The goal is to rehabilitate, educate, and train them for employment, thereby enabling them to lead a life of dignity. Officials from the Social Welfare Department said special attention will be given to rescuing children forced into begging, as well as women, differently-abled individuals, senior citizens, and those struggling with substance abuse.
This initiative is part of the Centre's SMILE (Support for Marginalised Individuals for Livelihood and Enterprise) scheme, managed by the Ministry of Justice and Social Welfare. The government has invited organisations experienced in addressing the issue of begging to conduct the survey.
According to a document accessed by this newspaper, a standardised survey format will be used to collect comprehensive data, which will then be entered into a national database accessible to various stakeholders, including state agencies, district authorities, and shelter homes. All data will be stored on a central online portal to facilitate easy access and coordination.
As part of the effort, the government plans to offer support through outreach programs, encouraging individuals involved in begging to avail themselves of services at shelter homes. Special focus will be placed on children, women, senior citizens, differently-abled individuals, and those addicted to drugs, with authorities aiming to rescue and rehabilitate them.
Children forced into begging will be referred to Child Care Institutions (CCIs), while women and other vulnerable individuals will be accommodated in separate shelter homes. The government also plans to connect young children (aged 0-6) with Anganwadi centers, which provide early childhood education and care.
Once individuals are placed in shelter homes, the focus will shift to their resettlement and long-term well-being. Children will be enrolled in government schools and adults will receive counseling and skill development training tailored to their capabilities and interests. The shelter homes will also assist in connecting individuals with vocational training centers, helping them gain skills for employment or to start income-generating activities on their own.
'It is suggested to motivate and counsel persons to seek help, and assess the actual reasons they got involved in begging through personal interviews—with the individuals and their family members—and through the use of standardized surveys. Information about the shelter home, including duration of stay, facilities, and future prospects, should also be shared,' the document stated. As per officials, the program aims to empower people living in difficult circumstances, offering them the opportunity to improve their lives and become self-sufficient.

Will seek time with PM for Alamatti dam height increase: DKS
Bengaluru: Deputy Chief Minister DK Shivakumar on Tuesday said that he would seek time from the Prime Minister and Union Jal Shakthi Minister to discuss Alamatti dam height increase in view of objections raised by Maharashtra. 'I will seek time from PM and the Jal Shakthi Minister once CM Siddaramaiah writes a reply to the objection raised by the Maharashtra CM,' he said speaking to reporters after inspecting the venue of Kempe Gowda Jayanthi. 'Chief Minister Siddaramaiah will write a reply to the letter of Maharashtra CM Devendra Fadnavis within two days. I have already shared my inputs with the CM. We will also share CM's letter with all the MPs so that they can take it up in the Parliament. We will seek an appointment with the PM after that. It is important that all of us safeguard state's interests in unison,' he said. 'Maharashtra CM Fadnavis is an intelligent person. He was in favour of the project in the past. I am surprised he wrote this letter now. Managing floods within a state is the responsibility of the state governments,' he added. Asked about his visit to inspect the venue for Kempe Gowda Jayanthi, he said, 'We have decided to celebrate this year's Kempe Gowda Jayanthi at this venue. The land allotted to Kempe Gowda Development Authority is nearby. We will lay the foundation stone for the Kempe Gowda Development Authority on June 27 and celebrate his Jayanthi. In the allotted land, a museum on Kempe Gowda will also come up.' 'Our local leaders have suggested swapping the allotted land with the land of Social Welfare Department as it also has an auditorium. A railway line will also pass through this place and a station would be built here. This will be taken up in the Cabinet meeting,' he explained. Asked if the land was too far from the city, he said, 'Bengaluru has grown now, where else can we allot the land? No one is willing to part with Golf course and Race Course.' Asked about his Delhi visit, he said, 'We have to visit Delhi as Union ministries are all located there. I don't have any work in Delhi currently, CM may have. I will go to Delhi if High command asks me to. I have to travel to Delhi meet some Union Ministers, but I am awaiting their appointment.' Asked about the news that the much-awaited Cabinet expansion may happen post completion of two years, he said, 'You have to ask the High command and the CM about this.' Replying to a question on appointments for Boards and Corporations, he said, 'We will do it soon. We have to accommodate about 500-600 party workers. The list is ready, we will release it after discussing it with local leaders.' Asked about MLC nominations, he said the High command would take a call on that. Asked about Legislative Council Chairman Basavaraj Horatti's letter, he said, 'I haven't got a copy of the letter, I will comment on that after I go through it. I know how BJP had done the selection and we are examining that as well.'

Now, the cabinet approved the creation of 390 posts under the new cadre... the process to appoint full-time POs will start soon." The decision has been taken in view of the ' Protection of Women from Domestic Violence Act , 2005. The decision has been taken in view of the state witnessing a rise in the cases of domestic violence," she said. Live Events "The move aims to ensure effective protection of the rights of women, guaranteed under the Constitution for victims of violence of any kind occurring within the family and for matters connected therewith or incidental thereto," Preyashi said. As per the Act, the PO will assist the magistrate in the discharge of his functions and the former will also be responsible for getting the aggrieved person medically examined, if she has sustained bodily injuries and forward a copy of the medical report to the police station and the magistrate having jurisdiction in the area where the domestic violence is alleged to have been taken place. The PO will also ensure that the order for monetary relief is complied with and executed, in accordance with the procedure prescribed under the existing law, she explained. The state government has already taken several steps to ensure justice for women facing domestic violence through the enactment of Dowry Prohibition Act, Prohibition of Child Marriage Act, 2006 etc., she said, adding different schemes also provide various kinds of services to women who face domestic violence. The number of cases registered and disposed of relating to crimes committed against women increased in 2023-24, when compared to the previous year, according to the Bihar Economic Survey report (2024-25) released by the state government in February this year. "It can be attributed to increased awareness and integrated support provided by the authorities concerned as many women are coming forward to register cases with the authorities," she said. Of the total 7,517 cases registered, 6,599 cases relating to offences against women were disposed of in 2023-24. Out of all cases in 2023-24, registration was the highest for dowry harassment at 837 while cases of sexual harassment at workplaces were at 24, she added.

Lakhs homeless in Delhi, little planning on their relief
New Delhi: Below the city's flyovers, across busy pavements and near markets, there are faces we pass by every day. They are Delhi's homeless hundreds — barefoot, faces streaked with dust, squatting on the hard ground under torn tarpaulin or selling their wares at traffic crossings. Among those who end up on the streets, many come to the city seeking a better life but end up on the pavement. There have been talks of schemes to make their lot better, such as the Support for Marginalized Individuals for Livelihood and Enterprise (SMILE). There are night shelters for the homeless, but thousands still sleep on the roadside, battling hunger, harsh weather and cold concrete. Dr Indu Prakash Singh, a member of the State Level Shelter Monitoring Committee (SLSMC), Delhi, in inputs for the UN-Habitat global report, has highlighted the scale of the issue. He cited a survey from Aug 2024. During this survey, 1,56,369 people were counted as sleeping on Delhi's streets between 11pm and 5.30am. The estimated homeless population in the city is over 3,00,000. Women, children, the elderly, the disabled, pregnant women, the mentally ill and those recovering from addiction or illnesses are the most vulnerable. "The current shelters are not enough," he said. "Delhi has more shelters than many cities in the world. But, there are not enough of them, and many people still sleep outside. The National Urban Livelihood Mission's Shelter for Urban Homeless (SUH) scheme, launched in 2013, was meant to change this. But even after 10 years, the challenge remains." Dr Singh added that the city's shelter capacity falls short by almost 90% of the requirement under the Master Plan for Delhi, 2021. The impact of the homeless on the city's landscape is visible. Suchita Kacker Meena, a Delhi resident, said: "Sustainable solutions to homelessness lie in building more shelters, creating job opportunities and ensuring effective implementation of rehabilitation programmes." For the homeless, boundary grills become clotheslines, footpaths become kitchens, and spaces under flyovers are makeshift homes. The homeless sell balloons, toys and trinkets on the road. A DUSIB official said: "The court has assigned us responsibility, but the challenge remains. Many homeless people return to the streets despite food and shelter. Some families stay for decades, others never come. We rescue at least 40–50 people daily. They use the night shelters but leave by morning. We urge donors to give to shelters.... We've proposed skill-based programmes for employment." He added that the "lack of manpower (at the shelters) is a big issue. The key is creating jobs in home states to reduce migration to Delhi." BJP had guaranteed removing homelessness if it formed a govt. In Feb 2025, while hearing a case on urban homelessness, Supreme Court questioned if offering jobs would be better than giving freebies. While it acknowledged the need for shelter for the homeless was a priority, it stressed the importance of a balance in welfare policies. Experts say the root of the issue is deeper — gaps in housing policies, long-term support and lack of inclusion. "Remove poverty, bring jobs everywhere, and homelessness will disappear," Dr Singh said. "The tragedy of this country is that the poor are persecuted and not supported. If poverty schemes truly worked, we wouldn't be here discussing this." He said that homelessness "isn't the issue. The lack of work is. The real problem is a govt deficit — not of money, but of care and commitment." Many times, the social welfare department puts all responsibility on DUSIB, he said. "but DUSIB is an engineering body, not a welfare body.... Govt must come up with a holistic policy on this — at central and state levels." Sunil Kumar Aledia, executive director of the Centre for Holistic Development (CHD), said: "The cityscape may be important, but addressing the problem of homelessness is also crucial." He added that the solution lay in "long-term planning, like the five-year plans we had earlier. There were discussions about housing rights for the homeless then.... We need at least five years of dedicated effort, especially for housing policies. Marginalised sections can contribute to the Smart City projects too." He added that homeless people would have to be "brought to the mainstream."
