Texas Southern University asks for $120 million to replace aging law school
Texas Southern University is asking lawmakers for $120 million to replace its law school building after the organization that sets standards for law schools deemed it unsafe and ill-suited to serve students with disabilities.
If the university doesn't address the litany of problems with the building, the school stands to lose its ability to offer federal financial aid to its students.
University officials say storms — from Hurricane Rita in 2005 to Hurricane Harvey in 2017 — have battered the Thurgood Marshall School of Law in the nearly 50 years since it was built in the Third Ward of Houston.
They say they addressed leaks, mold and foundation issues as they arose, but the fixes weren't enough for the American Bar Association, which evaluates and sets standards for law schools across the country.
In 2021, the organization told TSU the building did not comply with its standards for facilities, equipment and technology. The school was told the building poses health and safety concerns and needs more elevators for people with disabilities as well as more space for students and faculty overall.
The ABA told the university it would need to build a new facility to remain accredited. Accreditation ensures a higher education institution meets basic quality standards. Only students attending accredited institutions qualify for federal student grants and loans.
The ABA does not appear to have given TSU a deadline to meet its facilities standards. The organization declined to comment on this story.
'I cannot speculate on what failing to replace the aging facility would mean. What I would say is we owe our students the best learning and preparatory experience possible,' University President James W. Crawford III said in a statement. 'It is very difficult to do so in the current facility.'
This is the second time TSU has requested money for a new law school building.
During the previous legislative session two years ago, the university asked for $415 million for capital projects, but lawmakers denied that request.
In this legislative session, funding to build a new law school is part of TSU's latest $202 million request for capital projects, which also includes $50 million to upgrade classrooms and address health and safety issues with electrical, mechanical and plumbing systems at other campus buildings.
TSU's law school was created in the 1940s after a Black student was denied admission to the University of Texas at Austin's law school. It was renamed after the U.S. Supreme Court's first Black justice, Thurgood Marshall, in 1978.
Despite only representing 3% of all four-year institutions in the nation, historically Black colleges and universities like TSU graduate 17% of all Black students who obtain a bachelor's degree and enroll twice as many Pell Grant-eligible students as non-HBCUs, according to a nonprofit that supports HBCUs.
The Thurgood Marshall School of Law is Texas' No. 1 school in graduating Black attorneys and No. 3 in graduating Latino attorneys.
Many alumni serve in all levels of government. They include Senofria Thompson, the longest-serving woman and Black Texan in the Texas House of Representatives, and U.S. Rep. Sylvia Garcia, who pushed to reform military investigations of sexual assault and harassment after the 2020 murder of 20-year-old Fort Hood soldier Vanessa Guillén. U.S. Rep. Al Green, who was recently censured by the U.S. House for his protest during President Donald Trump's speech before Congress last week, graduated from TSU in 1973.
Many HBCUs like TSU have been underfunded for decades. In 2023, the U.S. Department of Education notified 16 states, including Texas, that they had collectively underfunded HBCUs by $12 billion in the past 30 years.
In 2018, the federal government studied how underfunding has led to HBCUs struggling to maintain and improve their infrastructure.
Seventy of 79 HBCUs surveyed at that time reported that many — if not most — of their buildings needed to be repaired or replaced.
It's unclear whether lawmakers will grant TSU's request this time. The money isn't included in their initial spending plan. Lawmakers must pass a budget by June 2.
This month, TSU students joined Crawford, a decorated Navy veteran who was appointed university president less than a year ago, when he testified before the Texas House's higher education committee to request funds to replace the law school building. The students seemed to make an impression.
State Rep. Donna Howard, an Austin Democrat who serves as vice chair of the committee, noted a Thurgood Marshall Law School student currently works for her. Another committee member, state Rep. Stan Lambert, a Republican from Abilene, remarked that seeing the students don the school's maroon-and-grey colors and fill most of the committee room's seats sent a 'strong statement.'
'I've been asked many times why did I go from the Armed Forces, from being privileged to serve the colors of our nation to Texas Southern and you're looking at it right now, right behind me,' Crawford said of the students.

Former DC police officer sentenced to 18 months for lying about leaking info to Proud Boys leader
WASHINGTON -- A retired police officer was sentenced on Friday to serve 18 months behind bars for lying to authorities about leaking confidential information to the Proud Boys extremist group's former top leader, who was under investigation for burning a Black Lives Matter banner in the nation's capital. Shane Lamond was a lieutenant for the Metropolitan Police Department in Washington, D.C., when he fed information about its banner burning investigation to then-Proud Boys national chairman Enrique Tarrio. Last December, after a trial without a jury, U.S. District Judge Amy Berman Jackson in Washington, D.C., convicted Lamond of one count of obstructing justice and three counts of making false statements. Tarrio attended Lamond's sentencing and later called for Trump to pardon Lamond. 'I ask that the Justice Department and the President of the United States step in and correct the injustice that I just witnessed inside this courtroom," Tarrio said outside the courthouse after the sentencing. Prosecutors recommended a four-year prison sentence for Lamond. 'Because Lamond knew what he did was wrong, he lied to cover it up — not just to the Federal Agents who questioned his actions, but to this Court," they wrote. "This is an egregious obstruction of justice and a betrayal of the work of his colleagues at MPD.' Lamond's lawyers argued that a prison sentence isn't warranted. "Mr. Lamond gained nothing from his communications with Mr. Tarrio and only sought, albeit in a sloppy and ineffective way, to gain information and intelligence that would help stop the violent protesters coming to D.C. in late 2020, early 2021," they wrote. Tarrio pleaded guilty to burning the banner stolen from a historic Black church in downtown Washington in December 2020. He was arrested two days before dozens of Proud Boys members stormed the U.S. Capitol on Jan. 6, 2021. Tarrio wasn't at the Capitol that day, but a jury convicted him of orchestrating a violent plot to keep President Donald Trump in the White House after he lost the 2020 election. Lamond testified at his bench trial that he never provided Tarrio with sensitive police information. Tarrio, who testified as a witness for Lamond's defense, said he did not confess to Lamond about burning the banner and did not receive any confidential information from him. But the judge did not find either man's testimony to be credible. Jackson said the evidence indicated that Lamond was not using Tarrio as a source after the Dec. 12, 2020, banner burning. 'It was the other way around,' she said. Lamond, of Colonial Beach, Virginia, retired in May 2023 after 23 years of service to the police department. Lamond, who met Tarrio in 2019, had supervised the intelligence branch of the police department's Homeland Security Bureau. He was responsible for monitoring groups like the Proud Boys when they came to Washington. Prosecutors said Lamond tipped off Tarrio that a warrant for his arrest had been signed. They pointed to messages that suggest Lamond provided Tarrio with real-time updates on the police investigation. Lamond's indictment says he and Tarrio exchanged messages about the Jan. 6 riot and discussed whether Proud Boys members were in danger of being charged in the attack. 'Of course I can't say it officially, but personally I support you all and don't want to see your group's name and reputation dragged through the mud,' Lamond wrote. Lamond said he was upset that a prosecutor labeled him as a Proud Boys 'sympathizer' who acted as a 'double agent' for the group after Tarrio burned a stolen Black Lives Matter banner in December 2020. 'I don't support the Proud Boys, and I'm not a Proud Boys sympathizer,' Lamond testified. Lamond said he considered Tarrio to be a source, not a friend. But he said he tried to build a friendly rapport with the group leader to gain his trust.

Healey touts state tuition savings, criticizes federal cuts to Pell Grants
Overall, MASSGrant Plus Expansion program saved more than 34,000 Massachusetts students an estimated $110 million in the 2023-2024 academic year, the statement said. More than 7,730 middle income students saved an average of $3,856 each, according to data from the state Department of Higher Education, the statement said. The proposed cuts and eligibility restrictions would results in 42,000 Massachusetts students at public institutions losing $57 million in funding each year, according to Healey's statement said. 'Massachusetts is home to the best schools in the country, but we need to make sure that they are affordable for all of our students,' Healey's statement said. 'That's why I took action to increase financial aid at our public colleges and universities, which has already lowered costs for tens of thousands of students.' The drastic cuts proposed to the Pell Grant program would 'roll back the progress we have made and increase costs,' Healey said. Healey announced $62 million in new state funding to expand the MASSGrant program during a ceremony at Salem State University in November 2023. Middle-income students are those whose families earn between $73,000 and $100,000 annually in adjusted gross income. The program was retroactive to the start of the fall 2023 semester for Massachusetts students at the states public institutions, including its 15 community colleges, nine state universities, and four University of Massachusetts undergraduate campuses. Funding for the expansion of the program also drew on $84 million Healey and the legislature had set earmarked for financial aid expansion in the FY24 budget, Healey's office said at the time. 'The dramatic enrollment increases our community colleges have seen over the last two years make it clear that free community college and expanded financial aid is a game changer for students in Massachusetts,' Luis Pedraja, chair of the Community College Council of Presidents, and president of Quinsigamond Community College said in the statement. 'The proposed Pell eligibility changes would be devastating to our students' ability to afford higher education and the community college presidents in Massachusetts urge the Senate to reject this ill-advised change,' Pedraja said. Education Secretary Patrick Tutwiler said he feared the impacts proposed cuts could have on students who struggle to afford college. Ore mined decreased in the three months ended April 30, 2025, due to decreased ore mining activity as a result of a focus on stripping activities at the Mamnao central, and Aboduabo open pits. This increase was primarily driven by higher sustaining capital expenditures and higher indirect costs associated with production as well as lower volume of gold equivalent sold. Chirano Mine – Outlook For the year ending January 31, 2026, the Company plans to execute on its growth strategy which includes: Execution of process plant projects as planned to improve performance and increase the annual mine production rate to 4Mt/annum.
