‘Disgusting Conduct': HC Slams UP Police For Failing To Trace Man For Over 2 Months, Seeks DGP's Reply

The Allahabad High Court recently pulled up the Uttar Pradesh police for their failure to trace a missing man nearly two-and-a-half months after his reported abduction, calling the conduct 'disgusting" and symptomatic of a system where no personal responsibility is ever fixed.
The court was hearing a habeas corpus petition filed by Nitesh Kumar, whose brother has been missing since March 31, 2025. Despite a First Information Report (FIR) being filed on April 3, there has been no significant progress in the case.
On June 4, a division bench of Justices J.J. Munir and Anil Kumar had expressed grave concern over the recurring pattern of missing person cases being neglected by law enforcement. The bench pointed out that such delays can often result in the death of the abductee, and held that the responsibility, at least prima facie, must lie with the officer heading the jurisdiction where the crime was reported.
'We notice that the police are carving out a larger than life image for themselves shielding themselves from receiving and attending to public grievances," the court remarked. It ordered the Commissioner of Police, Varanasi, to file a personal affidavit explaining the delay in recovery and directed that notices be issued to all respondents.
A hearing on June 12 only deepened the court's dismay. Despite a police team being formed on June 7 — three days after the court's initial order — the division bench of Justices Siddhartha Varma and Harvir Singh were informed that there had been no progress whatsoever.
'It is rather disgusting," the bench observed, reacting sharply to the continued lack of results.
The judges have now directed the Director General of Police (DGP), Uttar Pradesh, to get personally acquainted with the case and submit a detailed affidavit by July 9.

Mr. Bagchi said that they have 11 drones and have asked for a few more for policing. He also said that each compartment will be deployed with around five to 10 policeman, based on the number of participants, with a Sub-Inspector rank officer to monitor. Punjab Police arrests two members of inter-state cyber fraud gang
Chandigarh, The cyber crime division of the Punjab Police has busted an inter-state gang involved in investment fraud and arrested two persons, a senior official said on Tuesday. He said Varun Kumar was arrested from Panchkula in Haryana and Sahil Sethi from Abohar in Punjab. According to Director General of Police Gaurav Yadav, the gang used to lure people through Telegram and WhatsApp groups by offering high profits in 'stock market investments'. The fraudsters used to convince the victims to install a fake K application, which projected huge returns on their invested amount. With the application showing fake profits, the victims continued to 'invest' money by transferring them to different bank accounts as directed by the fraudsters. DGP Yadav said the gang's kingpins used to give commission to the arrested accused based on the amounts being transferred into the bank accounts. "Preliminary investigation has revealed that the arrested accused were involved in 34 other cyber fraud complaints filed across 14 states, with the total scam amount exceeding ₹8 crore," Yadav said, adding that a probe is on to uncover the virtual mobile numbers and the broader network behind these fraudulent activities. Sharing the details, Additional Director General of Police , Cyber Crime, V Neeraja said that a thorough investigation was carried out under the supervision of Inspector Jujhar Singh after a victim, who was duped of ₹15 lakh, filed a complaint. The team, using multiple OSINT techniques and technical assistance from the Samanvay portal of Indian Cyber Crime Coordination Centre, managed to establish the identity of the accused persons and eventually arrested them, the ADGP added. She said further investigation regarding the virtual mobile numbers and the fake bank accounts, traced to Delhi and NCR region, is in progress.

Karnataka High Court declines to quash Pocso case against Bengaluru IISc professor, orders speedy trial
The Karnataka High Court on June 10 declined to quash a Pocso case booked against an assistant professor of the Indian Institute of Science, Bengaluru, accused of inappropriately touching children invited to his daughter's birthday celebration. A single-judge bench of Justice M Nagaprasanna ruled that the trial has to be completed within three months. The assistant professor's nine-year-old daughter celebrated her birthday in 2018 with their neighbours' children. When the children played in a dark room, one of them was apparently poked in the eye, causing a commotion. The assistant professor went to the room and brought the children out. After the party, the father of one of the children along with some others accused him of touching the children inappropriately, a charge he has denied. A police complaint was registered the next day. The counsel for the assistant professor argued that no such incident happened, with the petitioner having intervened only after the commotion. He also raised the issue of all the witness children having given verbatim similar statements, also calling into question the cognisance of the lower court in the matter. He also raised the matter of the evidence not being taken within 30 days of the cognisance, and the trial having taken four years thus far (trials in cases under the Protection of Children from Sexual Offences (Pocso) Act are to be completed within one year.) The alleged victims were also not medically examined, he added. The state counsel, however, argued that all the questions were matters to be addressed in the trial and that the assistant professor should therefore come out clean in a trial. He also stated that issues of cognisance would not vitiate the entire proceedings, which the high court agreed with. The court went on to state, 'The contentions so advanced by the petitioner are all in the realm of seriously disputed questions of fact, for which a full-blown trial is imperative…There is an allegation against the petitioner, if true, squarely falls within the statutory compass. The Police after investigation have filed the chargesheet. It may be that the statements recorded of the children by the learned Magistrate are similar with each other. This at best is a factor for appreciation of evidence, not a ground for pre-trial exoneration.' The court thus rejected the assistant professor's petition to quash the proceedings.
