Unlicensed Hajj trip ends in two deaths

A man has been ordered to pay BD10,000 after running an unlicensed Hajj campaign that ended with two deaths.
The ruling, handed down by the Second Lower Criminal Court and backed by the High Criminal Appeals Court, has now been upheld by the Court of Cassation.
He took 80 people on the pilgrimage in 2023, charging each BD500. Neither the group nor its organiser had permission to travel under any recognised Hajj operator.
The case surfaced after the Ministry of Justice, Islamic Affairs and Waqf raised a complaint during its routine checks on Hajj operations for the 1444 Hijri season.
That year's pilgrimage, which fell in 2023, brought the man's unsanctioned tour to light.
Two Bahraini pilgrims who died during the trip were later found to have travelled with the group in question. They were not listed among those authorised by the relevant bodies.

Claim His original claim asked for BD5,001. This was raised to BD10,000 following the medical findings, which detailed the injury and loss of earnings. The court awarded BD9,000, with BD8,500 covering physical harm and BD500 for emotional distress. The claim for interest was turned down. Judges referred to Article 228 of the Civil Code, which bars interest on civil debts. But the defendant must still foot the full bill for legal and medical costs.

In May, Dubai-based football clubs Al Wasl and Shabab Al Ahli were fined a total of Dh150,000 following events that unfolded during the Adnoc Pro League match. The fans of both the clubs insulted each other, and threw liquid bottles onto the pitch and at the opposing team's fans. Al Wasl fans also a smoke bomb. The Ministry of Interior has penalized as many as 49 people for violation of Hajj rules and regulations. The ministry said that the Hajj Security Forces have arrested 18 expatriates and 31 Saudi citizens at the entry points to Makkah while transporting 197 individuals who did not hold permits to perform Hajj. The ministry issued administrative rulings through the seasonal administrative committees against the transporters, accomplices, and unauthorized pilgrims. Penalties include imprisonment, fines of up to SR100,000, publicizing names of the violators in the local media at their own expense, deportation of expatriates with a 10-year re-entry ban after serving of the sentence, and legal proceedings for the confiscation of vehicles used in the violations. Unauthorized pilgrims face fines of up to SR20,000. In a related incident, Hajj Security Forces arrested 58 individuals for violating Hajj regulations by attempting to enter the city of Makkah without the required permits to perform the pilgrimage. They were referred to the competent authorities to slap the prescribed penalties. The ministry urged all citizens and residents to strictly adhere to Hajj regulations in order to ensure the safety and security of pilgrims during the performance of their rituals.
