Bail granted to fraud-accused Sassa employees
Ten suspended employees of the South African Social Security Agency have been granted bail by the Lenasia Magistrates' Court. This comes after 11 Sassa employees were arrested earlier this year, for allegedly defrauding the agency of over R4 million.
'The fourth accused, Ethiopian national Abenezer Tilahyn, was denied bail after the court ruled, he posed a flight risk,' said National Prosecuting Authority Spokesperson, Phindi Mjonondwane.
The bail amounts granted to the accused 10 ranged from R10 000 to R30 000 each. The accused were also instructed to surrender their travel documents, as part of the bail conditions.
Accused number one in the case is Shumani Khwerana. Together with his co-accused, they face multiple charges ranging from fraud, theft and cyber crime.
According to the NPA, the suspended Sassa employees orchestrated a scheme where they created fake Sassa profiles that enabled them to fraudulently deposit and withdraw monies from various SASSA pay points.
Prior to the court granting the accused bail, their affidavits from the investigating officer, Constable Manana, and two affidavits from Mazimela Kubeka, a senior internal investigator at SASSA, were reviewed.
Mjonondwane said, 'These documents outlined how the accused were implicated in the alleged crimes. The court found no evidence that the ten accused, excluding Tilahyn, were flight risks or that they would interfere with evidence or the investigation.
As a precaution, the court prohibited the accused from interfering with the ongoing investigation or any state witnesses.
'The National Prosecuting Authority respects the court's ruling, which marks only a stage in the legal process,' said Mjonondwane.
She vowed that the court's ruling would not deter the NPA's commitment to ensuring accountability and transparency within the public sector.
The matter has been postponed to 2 September 2025 for further investigation. SASSA also confirmed that the implicated employees no longer had access to any of its systems.

The KZN Serious Corruption Investigation component of the Directorate for Priority Crime Investigation (Hawks) secured a conviction in a high-profile corruption matter involving three police officials. The accused, Madoda Mduduzi Mhlongo (56), Siyabonga Herbert Mabhida (51) and Prince Ntsikelelo Shezi (50), who were attached to the Provincial Taxi Violence unit in Durban, were found guilty by the Durban Specialised Commercial Crimes Court on Wednesday. The trio was remanded in custody for sentencing on 19 June. ALSO READ: 3 cops charged for defeating the ends of Justice It was reported that on 13 March 2019, the victim was approached by the three police officials who alleged that they were under pressure from the Director of Public Prosecutions (DPP) to arrest two suspects for the murder of key witnesses in a case they were investigating. The officials solicited a bribe of R200 000 from the victim in lieu of preventing the arrests. The trio warned that failure to pay would result in the suspects being arrested that same night. Later that evening, the police officials arrived at one of the suspect's homes, reinforcing the threat. The matter was reported to the Serious Corruption Investigation component's head office. A police operation was authorised in terms of Section 252A of the Criminal Procedure Act, 1977 (Act No. 51 of 1977), and on 29 March 2019, the three implicated police officials, who were all warrant officers, were arrested after receiving the R200 000. The trio appeared in the Durban Specialised Commercial Crimes Court on 1 April 2019 and were released on R10 000 bail each. Their trial commenced on 1 March 2021 and ran over an extended period until they were found guilty of corruption. Don't have the ZO app? Hawks arrest five suspects in Durban in connection with fraudulent passport syndicate
Five people were arrested in Durban on Saturday in connection with a fraudulent passport syndicate involving home affairs employees, foreign nationals and a group of locals. Hawks national spokesperson Col Katlego Mogale said the Hawks' serious corruption investigation component had secured a number of arrest warrants which were executed in Durban on Saturday. 'The execution operation emanates from a complaint from the department of home affairs (DHA) relating to the issuance of fraudulent passports to undocumented foreign nationals. 'The allegations of serious offences include corruption, fraud and contraventions of the Identification Act and Immigration Act that took place between February 2020 and July 2023. A group of South African citizens allegedly facilitated the fraudulent acquisition of South African passports by foreign nationals at DHA offices in Durban, specifically the Commercial Street branch. These unlawful activities took place outside regular business hours, including evenings, weekends and public holidays when the DHA offices were officially closed.' He said preliminary investigations by the DHA confirmed the criminal activities where locals were offered R300 to R1,000 in exchange for their co-operation at DHA offices in Isipingo, Durban Central and Eshowe. The five suspects arrested in various parts of Durban will face charges of corruption, fraud, contravention of the Immigration Act and contravention of the Identification Act. They will appear in the Specialised Commercial Crimes Court in Durban on Tuesday, he said. Seven DHA officials and 31 others have been arrested between September 2022 to date in connection with this syndicate. Of these, 24 — including four DHA officials — have been convicted and sentenced to a combined sentence of 310 years' imprisonment.
