NHRC directs Koraput collector to expedite road projects in 191 villages

Bhubaneswar: The National Human Rights Commission (NHRC) has asked

to take necessary action and execute road projects connecting 191 villages in the district.

The commission gave the order on Friday after hearing a petition filed by human rights activist and lawyer Radhakanta Tripathy. In his petition, he alleged that ambulances could not enter several villages in the tribal-dominated district due to lack of all-weather roads.
Tripathy mentioned a case involving pregnant Pushpanjali Khora, 35, of Haldisil village under Dusarsuni panchayat in Koraput district. She was shifted to Dasmantpur community health centre on a stretcher because an ambulance could not reach her due to the poor condition of the road in August last year.
The petitioner alleged that 35 such cases were reported since 2016. He requested the intervention of the commission so that all-weather road connectivity could be provided to the tribal villages in the district. Accordingly, the commission directed the state govt to submit a report on the issue and on Feb 6, the Koraput collector submitted a report, stating that an earthen road from Ankarguda to Haldisil was constructed.
The panchayati raj department secretary also submitted a report regarding the matter. Furthermore, the collector submitted a block-wise report on the status of all-weather road connectivity to the unconnected villages.
The report suggested that there are still 191 unconnected villages with populations of more than 100 in the district and the district administration is taking concrete steps to complete those road connectivity projects under the Mahatma Gandhi National Rural Employment Guarantee Scheme.

"Upon perusal of reports, it is clear that the Odisha govt has been taking steps towards creating rural infrastructure, but the report of the collector is worrisome. There are still 191 unconnected village habitations with populations of more than 100 in the district and the district administration is yet to connect them. Let direction be issued to the Koraput collector to expedite and take all concrete steps to complete those road connectivity projects and submit an additional report within 12 weeks," read the NHRC order.

The State government had originally proposed 35 crore person-days, adopting a 'bottom-up' approach from village panchayats. Centre's nod However, the Department of Rural Development and Panchayat Raj is optimistic of the Union government's approval for an increase in the labour budget for the State in the course of the current year. The reason is not far to seek. During 2024-25 too, Tamil Nadu was allotted only 20 crore person-days. Eventually, the Centre gave approval for around 10 crore more person-days, taking the total number of person-days generated to 30.61 crore. Delay in wages Early this year, the delay in the payments of wages made the headlines, prompting Chief Minister M.K. Stalin to take exception. As the MGNREGS is a Central government scheme, the Union government bears the entire wage for unskilled labour. Out of a total unskilled wage expenditure of ₹8,375 crore during 2024-25, the beneficiaries have been paid ₹8,347 crore. A sum of ₹28 crore is yet to be released by the MoRD. As for the current year, ₹122 crore has been paid to the beneficiaries in wages and ₹170 crore is yet to be credited into their accounts, and it will be done shortly, the official points out, adding that the actual sanction has been taken for ₹944.56 crore. On Wednesday, the Tamil Nadu government notified the revised schedule of wage, which has been increased from ₹319 to ₹336. The workload has been increased proportionately, according to an order issued by the State Department of Rural Development and Panchayat Raj.

New Delhi: The National Human Rights Commission (NHRC) has taken suo motu cognisance of the death of a 35-year-old auto-rickshaw driver, who was allegedly subjected to physical torture at a police station in Hyderabad. The apex human rights body issued a notice to the Telangana Director General of Police (DGP) and called for a detailed report on the matter within two weeks. Taking note of a media report, the NHRC said that the allegations, if true, raise a serious violation of the human rights of the victim. The deceased Mohd Irfan was allegedly subjected to third-degree torture by Rajendranagar Police after his wife's relatives took him there to resolve matrimonial issues. After counselling the couple, the police took Irfan to a room and beat him badly with rubber belts, claimed a family member of the deceased. When he came out of the Rajendranagar Police Station, the deceased started vomiting and collapsed. He was taken to the hospital, where he was declared dead by the doctors. On the other hand, the police lodged a case under Section 194 (suspicious death) of the Bharatiya Nagarik Suraksha Sanhita (BNSS) and took a complaint from the wife of Irfan, stating that the deceased was maintaining an extramarital relationship with a woman. Established under the Protection of Human Rights Act, 1993, the NHRC, an autonomous statutory body, is an embodiment of India's concern for the promotion and protection of human rights. Its primary role is to protect and promote human rights, defined as the rights relating to life, liberty, equality, and dignity of individuals guaranteed by the Constitution or embodied in the International Covenants and enforceable by courts in India. The apex human rights body has the power to take suo motu (on its own motion) action based on media reports, public knowledge or other sources, without receiving a formal complaint of human rights violations.

Bengaluru: The National Human Rights Commission (NHRC) on Thursday took cognizance of the stampede incident near the Chinnaswamy Stadium in which 11 people were killed, and issued notices to the Deputy Commissioner of the Bengaluru Urban district and the city Police Commissioner. The Commission has also sought an Action Taken Report from them within seven days. The notice was issued by Brijvir Singh, the Assistant Registrar (Law). 'The Registry is directed to issue a notice to the District Magistrate and Commissioner of Police, Bengaluru, Karnataka, with directions to get the allegations made in the complaint inquired into and to submit an Action Taken Report within 7 days for perusal of the Commission,' Singh stated. The Bengaluru Deputy Commissioner also serves as the District Magistrate. 'The authorities are also directed to submit the list of deceased and injured victims. The relevant documents, permissions obtained, and granted for organising the event, including the details of the permission issuing authority, shall also be submitted along with the report. It is also directed that the report of Special Branch, CID, Police, examined by the authorities prior to issuance of the permission to organise such big events, be also submitted in the matter,' the NHRC specifies. The commission further stated that the complainant sought the intervention of the NHRC in the matter and requested to constitute a high-level investigation, accountability of responsible officials, compensation and justice for victims. The complainants also sought to formulate the preventive guidelines to avoid such incidents, tragedies in the future. 'The allegations made in the complaints prima facie seem to be serious violations of the human rights of the victims. The Bench of the National Human Rights Commission, presided by Priyank Kanoongo, Member, has taken cognizance under Section 12 of the Protection of Human Rights Act, 1993, in the matter,' the NHRC said. 'The Protection of Human Rights Act, 1993, has entrusted the National Human Rights Commission (NHRC), India, with the responsibility of protecting and promoting the rights of all human beings in the country and having the powers of a civil court for inquiry u/s 13 of the PHR Act, 1993," the Commission said. The complainant brought to the notice of the NHRC a news report highlighting that on the occasion of the Royal Challengers Bangalore, IPL-18, Cup winning parade, a stampede occurred outside М. Chinnaswamy Stadium, Bengaluru, Karnataka, on June 4. "The complainant alleged that due to gross administrative negligence during RCB's victory parade, 11 people had died and over 50 were injured in the stampede, the NHRC stated. The Commission has received various complaints in this matter, including from the 'BHIM' organisation, alleging poor crowd control management by the authorities and shockingly, festivities and celebrations continued inside the stadium, despite the tragedy that occurred and dead bodies lying outside the stadium, stated the NHRC.
