The suburban towers being green-lit without community approval
A 17-storey community housing tower is set to transform Greensborough's skyline after the state government controversially pushed through the development and overrode council objections about the building's height and absence of family-friendly apartments.
The Allan government has frequently wielded its strengthened powers to bypass local councils and fast-track developments, directly approving 11 major residential projects this year alone as it seeks to speed up new approvals and meet ambitious housing targets.
This and other planning reforms centralising power have drawn the ire of councils, who argue community needs are not being adequately addressed.
The Greensborough apartment project was green-lit through the government's Development Facilitation Program (DFP), which allows Planning Minister Sonya Kilkenny to bypass councils if a project makes a significant contribution to the economy or includes affordable housing, under changes made in September 2023.
The minister can also waive mandatory planning requirements related to building height, setbacks and garden areas. Decisions made by the minister under the provisions cannot be appealed to the Victorian Civil and Administrative Tribunal (VCAT).

Kilkenny last month approved the tower, in Melbourne's north-east, which permits construction of more than 200 one- and two-bedroom apartments.
The homes, to be built above a Savers shop on Para Road, will be operated and managed by a community housing provider offering rental homes to people on low to moderate incomes.
'This project will ensure hundreds of Victorians will be able to live close to the things that matter to them – living in walking distance to the train station, buses, parks, schools, shops and services,' Kilkenny said.

Former Collingwood Football Club president Eddie McGuire has a blunt message for Tasmania: if you don't want a team in the Australian Football League, the competition has other options. As the Tasmanian parliament debates whether to bring down its Liberal government, potentially ending prospects of the Devils becoming the league's 19th team, Mr McGuire slammed critics of plans to build a football stadium in Hobart for the team. 'What Tasmania doesn't need is every week to have an advertisement that they are a second-rate state,' he told The Nightly. 'I think Tasmania deserves to be finally seen for the great state that it is.' Even though the government and Labor opposition support building the stadium, Tasmania faces a $1 billion budget deficit next financial year. The deficit has added to pressure to cancel the project, which the AFL has made a condition of allowing the team into the competition in 2028. The parliament is expected to vote on Thursday afternoon to dismiss Premier Jeremy Rockliff. It is not clear if Labor leader Dean Winter has enough votes to take over, and the acting governor may call an election, which would likely be fought over the $945 million stadium, which critics say the state cannot afford. The Liberal Party won an election in Tasmania 16 months ago, but defections have left it without a majority in parliament. Most MPs have indicated they plan to vote against a 'confidence' motion in the government today, a step that requires the premier or resign or seek a new election. It will be up to Lieutenant Governor Christopher Shanahan, the state's top judge, to decide whether to grant the request. Both sides traded barbs on Thursday morning. 'This has been a selfish grab for power,' Mr Rockliff said. ‘Delusional': Victorian government ridiculed after revealing plan to have just 14 inspectors enforce new tobacco licensing scheme
Victoria's new tobacco licensing scheme has been ridiculed by opposition and crossbench MPs after the Allan government revealed there would be just 14 inspectors to enforce new laws. Premier Jacinta Allan's government is implementing a licensing scheme as part of its attempts to combat the state's ongoing illicit tobacco wars. There have been at least 125 arson attacks and 130 arrests connected to the conflict since March 2023, which has seen outlaw motorcycle gangs and organised crime groups battle for control of a black market trade estimated to be worth $5 billion. Details of the new tobacco licensing scheme were revealed on Wednesday, with the Allan government claiming it would begin the process to 'break the business model of organised crime'. From July, businesses will be able to apply for licenses to sell cigarettes, cigars, and other tobacco-related products, with enforcement for the new scheme to begin in February next year. Under the scheme, any person found to be selling illicit tobacco will face fines of up to $355,000 or up to 15 years in jail, while businesses will face fines of more than $1.7 million. In announcing the scheme, the Allan government claimed it was 'delivering boots on the ground to crack down on those breaking the law and backing the work of Victoria Police to disrupt the illicit tobacco trade.' But the $46 million scheme is set to be enforced by just 14 licensing inspectors. The government said the inspectors, who will work for Tobacco Licensing Victoria, will 'hit the streets to hold illegal operators to account'. The inspectors will also support Victoria Police's Taskforce Lunar – set up to combat the illicit tobacco trade – by providing them with additional intelligence. But Victorian Opposition Leader Brad Battin said the plan was akin to sending parking inspectors to confront hardened criminals. 'They're saying they're bringing in 14 inspectors to go out for a problem that is involving bikies, bombings and fires here across our state,' Mr Battin said. 'We're going to be effectively sending in parking officers to fix a problem of massive crime and corruption here in Victoria. That is a big problem.' The Liberal leader – who is a former police officer – said the state's tobacco laws could only be combatted by Victoria Police. 'We're not talking about walking into a shop for someone who stole a Mars bar. We're talking about organised crime who have used fire bombings on more than 100 occasions across the state. You can't send in someone who's not qualified and trained to stop that crime,' he said. 'You've got to send Victoria Police to fix this issue. And that means intervention earlier. That means working with Victoria Police to give them the powers that they need to stop these crimes happening. 'We need to make sure Victoria Police have the powers. We need to make sure Victoria Police have the staffing they can to go out and address this issue.' The government's announcement has also come under fire from Victorian Libertarian MP David Limbrick, who compared the plan to hire 14 illicit tobacco inspectors for the entire state of Victoria with the estimated 300 inspectors in Chicago to enforce alcohol prohibition in the 1920 – a city of around 3 million people. 'If the Victorian Government thinks 14 inspectors will suppress a multi-billion dollar industry, they are delusional. They seem to have no idea about the scale of organised crime in this state,' Mr Limbrick told The Libertarian MP backed NSW Premier Chris Minns' recent calls for a federal review of the tobacco excise, which has been cited as a major driver of the illicit tobacco trade. 'Until such time as federal excise is reduced, organised crime will continue to control the tobacco industry in this state,' Mr Limbrick said.

Australian container return schemes are a booming good news story
For the first time since South Australia introduced Australia's first modern container return scheme in 1977 every state and territory in the nation is now paying cash for containers, with billions of bottles and cans being recycled and a marked reduction in coastal plastic litter. By close of business on Tuesday the NSW scheme had collected 13,742,879 bottles and cans and paid out $1.374 billion in refunds, with 1.1 million tonnes of product being recycled. In Victoria, an estimated 1.8 billion containers have been recycled through the container deposit scheme since its launch in November 2023. A government spokesman said Victorians had collected $186 million from the scheme, including more than $1.9 million donated to charities and community groups. The last state to introduce its own scheme was Tasmania, which began operations at the start of May and collected more than 1.2 million bottles and cans in its first four days of operations. According to a study published earlier this month in the journal Marine Pollution Bulletin, the density of plastic pollution had fallen 39 per cent over a decade in coastal areas around Australia's cities, in part due to container deposit schemes. Loading It found containers were not the main form of debris found around Australian cities, except Hobart, according to a survey conducted shortly before the Tasmanian container deposit scheme began operations. 'Hobart, which did not have container deposit options at the time of the survey, was found to have the highest occurrence of fragment and whole beverage bottles compared to all other cities,' says the report. 'This provides additional evidence that effective policies, such as container deposit legislation, can help to reduce plastic in the environment.' The schemes, which see consumers charged a 10¢ deposit which is refunded upon container returns, are successful because they provide the packaging industry with a clean and reliable stream of material for recycling, said James Dorney, chief executive of Tomra Cleanaway, the joint venture which runs the NSW scheme.
